Honolulu Fire Department (HFD) [0:00:05]: Firefighter Vares provided the report and highlighted the incident statistics for October 2024 and the fire safety tip of the month related to kitchen and cooking safety.

Honolulu Police Department (HPD) [0:02:18]: Lieutenant Miura provided the report and highlighted the incident statistics for October 2024 and safety tips to prepare for flash flood season.

Board of Water Supply (BWS) [0:05:36]: Dominic Dias provided the report and shared there were no water main breaks in October 2024. The Waiomao Homestead Water System Improvements Project is about 90 percent complete. The waterline has been installed and water chlorination is almost complete and lastly, they will be energizing the line. There will be an upcoming scheduled waterline project in the back portion of the valley that will affect: 10th Ave, Carlos Long St., and Waiomao Road after the current Waiomao project is completed.

Pālolo Valley District Park Lights – Department of Parks & Recreation – [0:11:51]: No representative present. This item was deferred to the next regular Board meeting.

5. REPORT FROM PERMITTED INTERACTION GROUP – [0:12:11]

Trees for Pālolo…Planting Trees, Growing Communities [0:12:11]: Dan Dinell provided the report and shared information on what the community meetings have been discussing. A map was shown of areas of interest for a community garden in the Pālolo Valley district.

Consideration of Resolution – Requesting the City and County of Honolulu to consider establishing a community garden in Pālolo Valley – [0:17:20]: Dan Dinell shared background information on the Resolution and its purpose it will serve for Pālolo Valley community. Dan Dinell read the Resolution out loud to everyone.

Questions, comments, and concerns followed. [0:19:15]

[0:22:10] – Mau MOVED and Hack SECONDED to support the Resolution requesting the City and County of Honolulu to consider establishing a community garden in Pālolo Valley. Discussion followed. The Board conducted a vote by raise of hands. The Motion was ADOPTED; 7-0-0 (Aye: Hack, Ige, Leo, Mau, McColgan, Nakayama, Asuega; Nay: None; Abstain: None) – [0:25:50]

Questions, comments, and concerns followed. [0:25:57]

Consideration of joint letter with Neighborhood Board No.5 and Neighborhood Board No.4 to be sent to the owner/operator of Kaimukī Shopping Center encouraging the owner/lessee to address their street facing landscaping – [0:26:44]: Dan Dinell shared background information and pictures of the current condition of the private property landscaping. The private property is within the boundaries of the Neighborhood Board No.5 and not in the Pālolo Valley district. At this time, Dan Dinell shared the Board does not need to take any action on the item and wanted to hear thoughts/ideas from the Pālolo Board to see if this is something they wanted the Trees for Palolo Project Group to pursue. There were no comments from the Board or the public. The next PIG community meeting will be on Thursday, November 21, 2024 at the Ohana Learning Center at Pālolo Homes at 6:30 p.m. No Board action was taken on this item.

6. RESIDENT/COMMUNITY CONCERNS – [0:36:16]

Coqui Frog Spread in Palolo Valley – [0:36:30]: Nate Dube (manager of the Oahu Invasive Species Committee) and Jessica Miura (Acting Land Vertebrae Specialist from the Hawaii State Dept. of Agriculture) provided an informal announcement of the multi-agency response to eradicate the population of coqui frogs that is spreading in the Pālolo Valley. There are teams that are working to survey and capture the frogs. They shared the method of exterminating the frogs is to use food grade citric acid to stop the frogs from spreading. There are reports of the frogs being found near the orchard farm and upper part of the Waiomao Stream. They have done multiple treatments and are continuing to do their best to control the spread. Efforts are limited due to very little State funding and accessing difficult terrain in the valley. Nate suggested that the Board can consider sending a resolution to the State Legislature to help put forth more funds to eradicate the frogs while they can before it increases.

Mayor Rick Blangiardi’s Representative – [0:56:50]: Department of Facility Maintenance (DFM) Deputy Director Warren Mamizuka provided the report and highlighted the mayor’s monthly newsletter for November 2024 and the Neighborhood Board Plan Review. A response for the monster home on 10th avenue is still pending and will be carried over to next month to follow-up. The City invites the public to attend and enjoy the display of the Kapolei City Lights Parade and Honolulu City Lights Parade. Deputy Director Mamizuka is the coordinator for the Honolulu City Lights Parade and this year there will be two co-sponsors for the Honolulu City Lights: Friends of Honolulu City Lights and Show Aloha Land.

Governor Josh Green’s Representative – [1:04:00]: Kiele Amundson provided the report and highlighted the following: the Governor signed the 9th proclamation relating to affordable housing; the Governor’s office along with key supporters and partners announced the launch of the inaugural Hawaii High School girls flag football season which is set to kick off in Spring 2025; highlights from the monthly newsletter for November 2024; the Governor announced the closure of State Executive Branch offices on Friday, November 29, 2024 in recognition of the Thanksgiving holiday.

Representative Jackson Sayama – [1:07:25]: Representative Sayama provided the report and expressed gratitude for the support received from the community to serve another term in the State Legislature and the support from those who volunteered for the recent community clean-ups. There will be a Keep It Kaimuki event supporting small businesses along Waialae Avenue on Saturday, November 30, 2024 from 10:00 a.m. to 4:00 p.m. The Kaimuki Business Professional Assembly (KBPA) will be coordinating the 2024 Kaimuki Christmas Parade on Thursday, December 5, 2024 from 6:00 p.m. to 8:00 p.m. along Waialae Avenue. Rep Sayama will keep the Board updated on his committee assignments for this upcoming legislative session. The public is welcome to contact Rep Sayama’s office to offer input on bill ideas that affect the community directly.
