Item I. APPROVAL OF MINUTES: The regular minutes of the January 27, 2026 meeting to be approved by the Commission.
Item III. ADMINISTRATIVE RULES: The Commission will discuss the draft administrative rules for the Commission. The Commission has requested the attendance of the State Historic Preservation Division’s representative, Jessica Puff, Administrator, to provide feedback on the proposed rules.
Item IV. HAWAIʻI LEGISLATIVE SESSION: The Commission will discuss the 2026 Hawaiʻi Legislative Session regarding the following bills relating to historic preservation:
- HB1087 HD2: Allows the Department of Hawaiian Home Lands to assume historic preservation review of the effect of any proposed project for lands under its jurisdiction, except under certain circumstances.
- HB1710 HD2: Authorizes SHPD to conduct a phased review of a proposed project on private property under certain circumstances. Amends the process and deadlines by which SHPD must provide written concurrence or non-concurrence for proposed projects on private property or certain projects that require state or county approval for entitlement for use, after which concurrence may be assumed and the project may move to the next step in the compliance process.
- HB2104 HD2: Extends the time to fill vacancies that occur during an Island Burial Council member’s term. Provides per diem compensation in the form of a stipend for Island Burial Council members representing geographic regions. Adjusts the Island Burial Councils’ quorum for business to be a majority of the appointed council members, but no fewer than three members.
- SB2322 SD1: Requires that an environmental assessment be conducted and an environmental impact statement be prepared for any proposed use within historic properties designated by the Hawaiʻi or National Register of Historic Places, important to native Hawaiian people or to another ethnic group of the State, or determined to be eligible as a traditional cultural property or place on the National Register of Historic Places.
Item VI. ORDY POND: The Commission will discuss the nomination of Ordy Pond to the Hawaiʻi and National Registers of Historic Places.
Item VII. ANNOUNCEMENTS
- Hawaiʻi State Preservation Plan: State Historic Preservation Division is in the process of updating the Statewide Historic Preservation Plan, which will guide preservation priorities, partnerships and strategies across Hawaiʻi through 2034. Information and updates are available online at hawaiipreservationplan.com
- AMERICAN WORLD WAR II HERITAGE CITY PROGRAM: The National Park Service is accepting nominations for the American World War II Heritage Cities program from February 2 through May 2, 2026. The Commission is currently preparing a nomination on behalf of the City and County of Honolulu.
