I. CALL TO ORDER – [0:00:37]: Committee Chair Veray called the meeting to order at 6:17 p.m.
Committee Members Present: Patrick Smith, Larry Veray, and Lloyd Yonenaka.
Committee Members Absent: Mahealani Bernal, Cross Crabbe, and Kathleen Elliott-Pahinui.
Guests: Commissioner Angie Knight, Michelle Matson (Diamond Head Neighborhood Board No.05); Kevin Lye (Downtown-Chinatown Neighborhood Board No.13); Steven Melendrez (Mililani Mauka Neighborhood Board No.35); Tom Heinrich, Claire Santos, Greg Misakian, Meli (Residents); Dylan Whitsell and Travis Saito (Neighborhood Commission Office). There were 13 total participants. Name not included if not legible on sign-in sheet, not signed in and/or not participated in discussion.
Committee Chair Veray announced that due to lack of quorum, the meeting would transition to an information-only session where public testimony would be accepted, but no official committee actions would be taken.
Lack of Quorum and Board Designation – [0:01:48]: Michelle Matson expressed concern about the lack of quorum for an important committee meeting and suggested this issue be addressed by the entire Commission. She also recommended that the Neighborhood Plan redefine “Neighborhood Boards” as “Community District Boards” to better reflect their jurisdictional responsibilities, noting that each board represents large districts containing multiple neighborhoods.
Questions, comments and concerns followed – [0:03:53]
1. Committee Membership: Committee Chair Veray responded that he would recommend adding at least two more commissioners to the Neighborhood Planning Committee at the next Commission meeting to prevent future quorum issues.
2. Board Designation: Commissioner Smith clarified that renaming Neighborhood Boards would require changes to the city charter, which is currently under review.
Conflict of Interest in Board Elections – [0:07:30]: Greg Misakian referenced a Civil Beat article from April 25, 2023, titled “Conflict of Interest: Neighborhood Board Employees are Running for Seats on the Boards.” He noted that two years ago he had raised concerns about NCO employees serving on boards and about candidate names not being properly listed by last name first on ballots, but received no follow-up.
Questions, comments and concerns followed – [0:13:28]
1. Eligibility Requirements: Commissioner Smith explained that the only eligibility requirements in the Neighborhood Plan are that candidates must be 18 years old and legal resident aliens. He noted that Boards are designed for residents, and if someone lives in that district, they are eligible to serve regardless of where they work.
2. Election Committee: Committee Chair Veray mentioned that a new Commissioner had been appointed to lead the Election Committee for the next election cycle.
Meeting Logistics – [0:15:20]: Kevin Lye asked about the technical difficulties and questioned why the committee wasn’t using the Cisco-sponsored equipment available at Kapālama Hale. He also requested clarification about the sign-in process for virtual participants.
Questions, comments and concerns followed – [0:16:07]
1. Virtual Sign-in: Dylan Whitsell confirmed that all participants appearing on the WebEx screen are considered officially signed in.
2. Technical Issues: Dylan Whitsell explained that multiple departments share the meeting space and equipment, which sometimes leads to technical difficulties when equipment is moved or unplugged.

Recent Neighborhood Board concerns questioning; why can’t a board member ask and add information to resident testimony during Public Concerns on the agenda? Committee discussion item that could potentially be detailed in the revision of the Neighborhood Plan with what is authorized and unauthorized questions.
Recent Neighborhood Board Concerns about important items posted virtually by meeting participants is not being noted in the board minutes. Who should be capturing important details to be included in the board minutes?

Neighborhood Commission Meeting: The next Neighborhood Commission meeting is scheduled for Monday, September 22, 2024, at 6:00 p.m. at Kapālama Hale in room 153 and via WebEx.
Charter Commission Meeting: The Charter Commission will meet on Monday, September 22, 2024, at 2:30 p.m. at City Council Chambers. Public testimony will be accepted virtually.
Next Neighborhood Plan Committee Meeting: The next meeting is scheduled for October 20, 2024, at 6:00 p.m. at Kapālama Hale and via WebEx.
