A. Makiki-Lower Punchbowl-Tantalus Neighborhood Board No.10 – Request to temporarily merge our 3 subdistricts into 1 at-large district, and to temporarily reduce the number of seats from 17 to 13 for the remainder of the 2023-2025 term to achieve quorum.

I. CALL TO ORDER – [0:00:05]: Chair Oshiro called the meeting to order at 6:02 p.m. Quorum was established with 7 members present. Note – This 9-member commission requires 5 members present to establish quorum and to take official commission action.

Members Present: Bill Clark, James Logue, Steven Melendrez, Richard Oshiro, Patrick Smith, Claire Tamamoto and Larry Veray.

Members Absent: Mahealani Bernal.

Guests: Margaret Murchie (Diamond Head Neighborhood Board No.05); Robert Finley, Greg Misakian, Kathryn Henski, Louis Erteschik, Daniel Jacob, Ken Jacob (Waikiki Neighborhood Board No.09); Claire Santos (Makiki Neighborhood Board No.10); Ernest Caravalho, Kevin Lye (Downtown-Chinatown Neighborhood Board No.13); Daisy Murai, Jacob Wiencek, Bette Barber, Laura Ruby, Tom Heinrich (Residents); Executive Secretary Lloyd Yonenaka, Dylan Whitsell, Travis Saito, and Dylan Buck (Neighborhood Commission Office – NCO). There were 25 total attendees. Name not included if not legible on sign-in sheet, not signed in and/or not participated in discussion.

II. PUBLIC CONCERNS – [0:01:02]

Conflict in the Parking Lot – [0:01:13]: Commissioner Melendrez raised a concern regarding an encounter in the parking lot of the meeting location with Executive Secretary Yonenaka before the meeting began.

Quality Control – [0:03:05]: Kevin Lye raised the following concerns: (1) the testimony he submitted was not posted in the public facing folder; and (2) the complaint listed on the agenda does not specify the subject of the complaint.

Decorum and Complaint Concerns – [0:05:55]: Greg Misakian raised the following concerns: (1) before this meeting started, an online participant used vulgar language; and (2) he believes all of his valid complaints are being dismissed but a complaint against him is moving forward to a hearing.

Quorum Issues with Makiki NB – [0:07:50]: Tom Heinrich reported that the Makiki Neighborhood Board No.10 has been experiencing quorum issues for several months due to vacancies that have not been filled.

Neighborhood Board Elections – [0:09:47]: Jacob Wiencek expressed his gratitude to the NCO for making it easy to register as a candidate in the upcoming election, and requested that the same online process be implemented for residents to register as voters for the election.

Testimony on Complaint Hearing – [0:11:45]: Bette Barber provided testimony in support of Greg Misakian regarding Complaint 2024-23 Finley v. Misakian.

III. APPROVAL OF MINUTES – [0:14:05]

Monday, February 24, 2025 Regular Meeting Written Summary for Video Record – [0:14:05]: Kevin Lye proposed an amendment. [0:16:52] – Smith MOVED and Veray SECONDED to approve the Written Summary for Video Record as amended. Hearing no objections, the motion was ADOPTED; 7-0-0 (Aye: Clark, Logue, Melendrez, Oshiro, Smith, Tamamoto, Veray; Nay: None; Abstain: None) – [0:17:12]

IV. EXECUTIVE SECRETARY’S REPORT – [0:17:22]

Update on NCO Survey to Board Members – [0:17:22]: Executive Secretary (ES) Lloyd Yonenaka that the NCO survey to Neighborhood Board Members was open for about 2 weeks and closed earlier today. A total of 178 members completed the survey and the results will be compiled into a report before the next meeting.

V. NEW BUSINESS – [0:18:20]

Pālolo Neighborhood Board No.06 – Request to temporarily reduce the number of seats from 13 to 9 for the remainder of the 2023-2025 term to achieve quorum by removing one (1) seat from SD1 and SD2; and two (2) seats from SD3 – [0:18:20]: [0:21:28] – Tamamoto MOVED and Smith SECONDED to approve the request as submitted by the Chair of the Pālolo Neighborhood Board No.06. Hearing no objections, the motion was ADOPTED; 7-0-0 (Aye: Clark, Logue, Melendrez, Oshiro, Smith, Tamamoto, Veray; Nay: None; Abstain: None) – [0:22:34]

VI. COMMITTEE REPORTS – [0:22:47]

Elections Committee – [0:22:47]: Committee Chair Tamamoto provided her report and highlighted the following: candidate registration closed on Friday, February 21, 2025; and the voting period is from Friday, April 25, 2025 through Friday, May 23, 2025.

Survey Committee – [0:23:49]: Committee Chair Melendrez reported that the next meeting is scheduled for Monday, April 14, 2025. The Committee will be compiling data to be presented to the Neighborhood Plan Committee for consideration.

Neighborhood Plan Committee – [0:24:19]: Committee Chair Smith reported that the committee was in recess in March and the next meeting is scheduled for Monday, April 21, 2025.
