I. CALL TO ORDER – [0:00:01]: 6:00 p.m.
Chair Oshiro called the meeting to order at 6:00 p.m. Quorum was established with 7 members present. Note – This 9-member commission requires 5 members present to establish quorum and to take official commission action.
Members Present: Mahealani Bernal, Bill Clark, James Logue, Steven Melendrez, Richard Oshiro, Patrick Smith and Claire Tamamoto.
Members Absent: Jon Ching.
Guests: Michelle Matson (Diamond Head Neighborhood Board No.05); Greg Misakian (Waikīkī Neighborhood Board No.09); Ernest Caravalho, Kevin Lye (Downtown-Chinatown Neighborhood Board No.13); Charmaine Doran, Larry Veray (Pearl City Neighborhood Board No.21); Kathleen Elliott-Pahinui (North Shore Neighborhood Board No.27); Ed Fujioka (Residents); Executive Secretary (ES) Lloyd Yonenaka, Deputy Dylan Whitsell, Travis Saito and Dylan Buck (Neighborhood Commission Office – NCO). There were 22 total attendees. Name not included if not legible on sign-in sheet, not signed in and/or not participated in discussion.
II. PUBLIC CONCERNS – [0:01:17]
Concerns with NCO Website Modernization – [0:01:28 – 0:19:10]: Kevin Lye (NB13), Greg Misakian (NB09), Larry Veray (NB21), and Winston Welch (NB05) provided feedback and concerns related to the NCO’s new website. Lye noted that the electronic notice of meeting agendas and minutes are being sent from a new address, the notice does not include a direct link to the minutes as it did before, and this meeting notice has not been published on the City’s Event Calendar. Misakian noted that the old website had records as far back as 2005 and that several recent resolutions have not been copied over to the new website yet. Veray commented that he is overall supportive of the NCO’s new website, but the issues should have been addressed before it went live. Welch commented that it is unclear what documents are missing from the new website.
Concerns with Order & Decorum at the Waikīkī NB09 – [0:05:13]: Greg Misakian (NB09) again raised concerns with the lack of order & decorum at recent Waikīkī NB meetings, including personal character attacks, and reported that the issues are getting worse.
Opposed to In-Person Only Meetings – [0:07:55]: Ed Fujioka commented in opposition to the Salt Lake NB18 meetings not including a virtual component, as he is not able to attend in-person due to medical conditions.
III. APPROVAL OF MINUTES – [0:19:10]
Monday, March 25, 2024 Regular Meeting Written Summary for Video Record – [0:19:10]: [0:19:15] – Smith MOVED and Clark SECONDED to approve the March 2024 Written Summary for Video Record as amended. Hearing no objections, the motion WAS ADOPTED; 7-0-0 (Aye: Bernal, Clark, Logue, Melendrez, Oshiro, Smith, Tamamoto; Nay: None; Abstain: None) – [0:19:34]
IV. EXECUTIVE SECRETARY’S REPORT – [0:19:41]
Informational Meeting with Chairs and Vice Chairs – [0:19:41]: ES Yonenaka reported that a virtual-only meeting has been scheduled to provide updates on NCO operations (budget, improvements, general reminders) to the Chairs and Vice Chairs of each Neighborhood Board. The meeting is scheduled for Monday, April 29, 2024, at 6:00 p.m. The meeting notice has been sent to all Chairs and Vice Chairs.

V. COMMITTEE REPORTS – [0:40:12]
Elections Committee – [0:40:12]: Committee Chair Tamamoto reported that she will begin planning a meeting, after July 2024 to prepare for the 2025-2027 Neighborhood Board Elections. Committee Chair Tamamoto announced the requirements to be a candidate and encouraged everyone to apply.

Survey Committee – [0:43:08]: Committee Chair Melendrez reported that the committee last met on Monday, April 15, 2024, to finalize the draft survey before proposing it to the Neighborhood Commission for consideration. As additional edits were proposed, another meeting is being scheduled for Monday, May 13, 2024, before the survey is proposed to the full Commission for consideration.

Neighborhood Plan Committee – [0:56:26]: Committee Chair Smith reported that the committee plans to meet in May 2024 to make some recommendations to the full Commission for appointments of Neighborhood Board Members to the Neighborhood Plan Committee.
