a. Filling of Vacancies. Sub District 4 (Three Vacancies) – Residents interested in filling a vacant board seat must bring current proof of residency to the board meeting or contact Neighborhood Assistant Anson Wu [anson.wu@honolulu.gov] to verify residency in advance.
b. Appointment of a Timekeeper. During previous years, the 2nd Vice Chair would serve as a timekeeper. Currently, the Board has no timekeeper. The Chair will request that a Board member volunteer as timekeeper.
c. Discussion: Permanent Changes to the MNB #7 Board Configuration (Not Voting; Discussion Only). Our board can request that the Neighborhood Commission permanently change the configuration of our board’s seats. This discussion is continuing from the last meeting. This could entail reducing the number of total board seats or the way in which seats are distributed among the subdistricts.

a. Next Meeting: Next regular board meeting will be held on Wednesday, January 7, 2026 It will be held in person at Noelani Elementary School Cafeteria, as well as online via WebEx, starting at 6:30 p.m.
b. The Mānoa Lions Club Christmas Parade is set for Sunday, December 7, 2025 at 4:00 p.m. Those marching in the parade should convene at the Noelani Elementary School parking lot area.

Quorum was established with 10 board members present. Note – This 17-member Board requires nine (9) members to establish a quorum and take official board action.

Honolulu Fire Department (HFD) – [0:01:32]: Captain Chris Edwards reported October 2025 statistics: 2 activated alarms (no fires), 59 medical calls, 1 motor vehicle collision with pedestrian, and 6 other motor vehicle collisions. Safety Tip: Holiday cooking safety—stay alert, avoid cooking when sleepy or after alcohol, never leave heat appliances unattended, keep combustibles away from stovetops, use timers, and keep children/pets at least 3 feet from cooking areas.

Honolulu Police Department (HPD) – [0:03:31]: Lieutenant Miura provided October 2025 statistics: 2 motor vehicle thefts, 2 burglaries, 17 thefts, 2 unauthorized entries into motor vehicles (UEMV), and 5,987 total calls for service. Safety Tip: Holiday safety—check smoke alarms, keep trees away from open flames, turn off Christmas lights when sleeping or leaving home, never use indoor lights as outdoor lights, and use smart shopping practices (park in well‑lit areas, minimize cash, don’t overload yourself with packages).

III. BOARD BUSINESS – [0:05:00]

Filling of Vacancies – [0:05:02]: Chair Nagaji announced four vacancies: 1 in Subdistrict 3 and 3 in Subdistrict 4. No volunteers at this time, was revisited at a later time.

Resolution: Requesting the City’s Department of Transportation Services to Install Two Additional Stop Signs at the Intersection of Mānoa Road and Oahu Avenue/Pawaina Street – [0:05:23]: This item was deferred at this time, was revisited later in the meeting.

Resolution: Resolution supporting legislation to repeal the authority of the counties to establish and charge user fees to create and maintain stormwater management system or infrastructure – [0:05:23]: This item was deferred at this time, was revisited later in the meeting.

Letter: Requesting Signs that Specify a 5-Way Stop at the Intersection of Oahu Avenue, Mānoa Road, and Lowrey Avenue – [0:05:23]: This item was deferred at this time, was revisited later in the meeting.

Dog Parks (Voting Expected) – [0:05:39]: Chair Nagaji provided a brief explanation regarding the board’s endorsement of a dog park from the Department of Parks & Recreation.

Questions, comments, and concerns followed. [0:06:12]
1. Off‑Leash Endorsement and Process: Member Zane supported an off‑leash dog park at a portion of Mānoa Valley District Park and asked if the Board’s motion could be general or location‑specific. Chair Nagaji confirmed the DPR requested a formal vote and that a general endorsement with details TBD would be acceptable.
2. Siting, Noise, and Turf Wear: Member Fox supports a dog park but urged the park be placed away from homes and noted the possible upside of having a dog park such that turf will wear to dirt where dogs run and noise.
3. Health and Community Building: Resident McKenna supported off‑leash opportunities for dogs to run at full speed, noting community benefits and current travel burden to reach off‑leash areas.
4. Dog Park Support: Resident Sofio agrees with the points made by the previous speakers and highly infavor of the board to vote for a dog park. Resident Nash also voiced his support of the dog park in Mānoa district park.
5. Dog Park Input: Member Watson questions why does the board need to continue to talk about this subject despite the board supporting a dog park. Chair Nagaji inform member Watson that the people from the city wanted a formal vote.
6. Cost/Benefit Skepticism: Resident Maunakea Trask preferred status quo, concerned that fencing and maintenance costs would outweigh benefits.
7. Department Momentum Elsewhere: Resident Heinrich urged a formal resolution supporting both on‑leash and off‑leash dog park areas in the Mānoa district park, noting DPR is advancing off‑leash sites at Punahou Square and discussing Makiki District Park.
8. Status Quo Concerns: Chair Nagaji relayed feedback from current off‑leash users who worry a fenced dog park could change the positive dynamics they experience now.

1. Broader Issue Focus to Engage Subdistrict 4: Resident Armstrong noted Board discussions primarily center on upper valley issues rather than Subdistrict 4 concerns, which may discourage Subdistrict 4 participation; he urged the board to address larger and new issues to attract broader engagement and consider systemic changes.

Filling of Vacancies (Revisited) – [1:28:21]: Resident Ellen Sofio, volunteered for Subdistrict 3 and residency was confirmed.

[1:28:36] – Fox NOMINATED Sofio to fill-in the vacancy for subdistrict 3. Hearing no further nomination, the board conducted a roll call vote. Ellen Sofio filled-in the vacancy for subdistrict 3; 11-0-0 (SOFIO: Zane, Bosel, Nagaji, Fukumoto, Lee, Koff, Chong, Moylan, Kawano, Fox, and Mishreki; ABSTAIN: none) – [1:29:25]

[1:30:43] – The Neighborhood Assistant Anson Wu conducted the oath of office off camera for Ellen Sofio. 13 members present.

Approval of the Wednesday, October 1, 2025 Meeting Minutes – [1:30:49]: This item was postponed to the next agenda.

IV. RETURNING BUSINESS – [1:31:33]

Updates on Mānoa Banyan Court & Aria Lane – [1:30:56]: No updates. Member Bosel checked with DPP in the past two weeks indicated nothing new submitted; note that Banyan Court activity often occurs around the Christmas.

Updates on Ala Wai Flood Mitigation – [1:31:31]: No updates.

Updates on University Lab School (ULS) and Proposed “CampusTown” Project – [1:31:38]: Lori Lum provided a presentation highlighting a survey soliciting feedback on potential land uses and activities from the University community and general public. The survey was open from Wednesday, August 20, 2025, to Friday, September 5, 2025, and received a total of 1,120 responses. The presentation highlighted who participated the only survey and preferences related to housing (student/staff/faculty), educational facilities, community facilities, commercial services, open space/trails, mobility infrastructure and two open-ended questions. The Full survey results will be posted once PBR completes a full analysis; the concepts will be drafted followed by cost/engineering and draft financial analyses into Fall 2026. She will continue to update this project to the board in future meetings.

Questions, comments, and concerns followed. [1:45:37]
1. Survey credibility and representativeness: Member Fox questioned whether the survey statistics is credible and reflects Mānoa community sentiment.
2. ULS continuity and displacement concern: Member Chong asked whether University Laboratory School (ULS) would be displaced or included in site concepts. Lum stated ULS is explicitly one of the options under consideration, University of Hawaiʻi (UH) leadership is in ongoing discussions with ULS, and no draft plans have been finalized.
3. Protecting ULS space and sample balance: Member Koff emphasized protecting ULS space and questioned the student‑heavy survey sample’s balance relative to Mānoa residents.
4. Rebuild option for ULS: Member Fukumoto asked whether the current ULS facilities could be torn down and rebuilt within a new plan if the project proceeds.
5. Survey Responses Percentage: Member Moylan pointed out the percentage of UH Mānoa Students and ULS Students had voted for their own interest.
6. Sample size vs. valley population: Resident Crockett questioned whether the 1,120‑response sample adequately represents Mānoa Valley and asked how non‑respondents’ views would be captured.
7. Issues and ULS–COE relationship: Resident Wayne asked what issued triggered the study given the longstanding ULS–COE relationship and proximity benefits. Lum’s noted the feasibility studies multi‑use scope.
8. ULS Excellence and Request to Extend/Reopen Survey: Resident Meyer asked for a longer survey window (or reopening) to increase community participation and urged UH to articulate a clear plan for ULS given its longstanding performance and role in teacher training.
9. Survey Concerns: Member Bosel asked when and whether Puck’s Alley closures (affecting dining options) might have skewed responses, how many Mānoa residents responded, and how the survey was advertised; noted that the long‑term changes predominantly affect residents, whereas many survey respondents were students with shorter tenure in the area; and also asked who initiated the legislative request and whether it focused specifically on housing. Lum believes that Senator Chang introduced the resolution urging UH to study housing and related uses; she noted a Board of Regents briefing scheduled for the next day. She will provide more information regarding the survey participants in a future meeting.
10. Lack of Information: Member Fox raised concerns of the lack of information they received from the presentation and no clear answer if UH will keep ULS.
11. Statistical Framing of Survey Interpretation: Member Moylan provided technical context on the survey’s polling.
