a. Election of Officers – To serve from August 2025 to June 30, 2026: Chair, Vice Chair, Secretary, Treasurer, and any other officers the Board determines it needs to conduct its business.
b. Meeting Date, Time, Location, and Format (Virtual Option) – Mānoa Neighborhood Board No.07 presently meets on the first Wednesday of the month at 6:30 p.m. at Noelani Elementary School Cafeteria and via WebEx.
c. Determination of Recess Schedule – Up to three (3) per year.

e. Formation of Committees – NP §2-14-124[a]: The Board may establish committees. If any Board Member Is interested in serving on a committee; please inform the Chair.

a. Filling of Vacancies. Sub District 4 (One Vacancy) – Residents interested in filling a vacant board seat must bring current proof of residency to the board meeting or contact Neighborhood Assistant Anson Wu [anson.wu@honolulu.gov] to verify residency in advance.
b. Formation and Re-Formation of Committees:
i. Proactive Solutions Committee (Chaired by Member Moylan, Vice Chair Jason DeMarco)
ii. Follow the Money / Issue Committee (Chaired by Member Watson, Vice Chair to be determined)

c. Dogs and Parks. The City’s Department of Parks & Recreation is considering ways to make local parks more dog-friendly. To further its outreach on this issue, the City is asking the various Neighborhood Boards to discuss the matter with our communities. DPR says it “would appreciate hearing back from your Board by August 29, 2025” and has specifically identified the following parks in our district:
i. Kamānele Square (dogs prohibited)
ii. Wilder Avenue Mini Park (dogs prohibited)
iii. Mānoa Valley District Park Perimeter Area (dogs allowed if on leash)
d. Manoa’s Five-Way Intersection. Last meeting, we discussed the possibility of replacing this intersection with a traffic circle or roundabout. The vote on a possible resolution was postponed, pending fact-finding on the issue.

I. CALL TO ORDER – [0:00:01]: Due to delayed facility opening Chair Nagaji officially called the meeting to order at 7:00 p.m.
Quorum WAS established with 10 members present. Note: This 17- member Board requires nine (9) members to establish a quorum and to take official Board action.

Discussion on Traffic Circles and Mānoa’s Five-Way Intersection – [0:47:07]: Member Moylan’s proactive solutions committee informed the board that they have been looking into the issue regarding the five-way intersection in Mānoa and provided a resolution urging the City and Council to install a traffic circle.

Hearing no objections, the motion WAS adopted; 10-0-0 (AYE: Zane, Watson, Nagaji, Lewman, Lee, Koff, Chong, Moylan, Kawano, and Mishreki; NAY: None; ABSTAIN: None) – [1:04:34].
Report: Proactive Solutions Committee – [1:04:49]: Member Moylan reported that the committee discussed issues regarding traffic circles and sidewalks. Member Moylan is looking for volunteers for the tour of the Board of Water Supply water recycling facilities.

Albizia Tree – [1:06:15]: Member Watson voiced a resident’s concerns on how to ban the Albizia tree from being grown in Mānoa.

Proposed Mural Project – [1:08:23]: Tyler Shimabukuro and Rilley Nakamura informed residents of a proposed mural project at the Valley District Park in collaboration with the Mānoa Elementary School Kuleana Commercial Advisors.

Homeless – [1:14:45]: Resident Brett informed the board about homeless people living at the park and suggested the board to take action.

Election Results – [1:19:45]: On May 27, the City issued a news release that provided the 2025-2027 Neighborhood Board Election Results. For MNB Subdistrict 1, the winners were: Ellen Watson, Robert Zane, and Whitney Bosel. In Subdistricts 2, 3, and 4, all candidates were elected uncontested.
Next Meeting – [1:20:11]: Next regular board meeting will be held on August 6, 2025 (as we will be in recess during July 2025). It will be held in person at Noelani Elementary School Cafeteria, as well as online via WebEx, starting at 6:30pm. This will be the first meeting of the 2025-2027 term.
