b. Discussion on University Lab School and the Proposed “CampusTown” Project
c. Discussion on Dogs and Parks. The City’s Department of Parks & Recreation is considering ways to make local parks more dog-friendly. To further its outreach on this issue, the City is asking the various Neighborhood Boards to discuss the matter with our communities. DPR says it “would appreciate hearing back from your Board by August 29, 2025” and has specifically identified the following parks in our district:
i. Kamānele Square (dogs prohibited)
ii. Wilder Avenue Mini Park (dogs prohibited)
iii. Mānoa Valley District Park Perimeter Area (dogs allowed if on leash)
d. Discussion on Traffic Circles and Manoa’s Five-Way Intersection
e. Resolution Urging The Honolulu City Council To Install A Traffic Circle – Member Moylan
i. Member Moylan has indicated that he may either ask the Board for a vote to approve the resolution OR use this meeting as an opportunity to solicit feedback in order to revise the resolution for a future vote.

a. Election Results: On May 27, the City issued a news release that provided the 2025-2027 Neighborhood Board Election Results. For MNB Subdistrict 1, the winners were: Ellen Watson, Robert Zane, and Whitney Bosel. In Subdistricts 2, 3, and 4, all candidates were elected uncontested.
b. Next Meeting: Next regular board meeting will be held on August 6, 2025 (as we will be in recess during July 2025). It will be held in person at Noelani Elementary School Cafeteria, as well as online via WebEx, starting at 6:30pm. This will be the first meeting of the 2025-2027 term.
c. Agenda Items for the Next Meeting:
i. Since the August 2025 meeting will be the first meeting of next term, our agenda will contain the following items:
1. Election of Officers
2. Formation/Renewal of Board Committees
ii. By request of a Board member, we will consider changing from a “hybrid” meeting style to a an “in-person only” meeting style, so that our meetings no longer have a Webex component.
iii. Discussions will continue regarding dog parks and the CampusTown project.
iv. Other items may be included on the August 2025 agenda, as space permits.

Proposed Bus Service Changes for Opening of the 2nd Phase of Skyline – [1:12:56]: Dave Simpson from PBR Hawai’i and Jay Egusa from the Department of Transportation Services provided a presentation regarding the proposed bus service changes for opening the second phase of Skyline from Makalapa (Joint Base Pearl Harbor-Hickman) and Kahauiki (Middle Street). Phase 2 of the project will include: 4 additional stations to the current Skyline Rail Service from Joint Base Harbor- Hickman to Middle Street; Skyline hours will have early start and stop times; and TheBus will be making service changes to accommodate the rail extension. TheBus Service Route changes will include the proposed discontinuation of Routes 20 and 303; the addition of route 331; reroutes of Routes 40, 42, and 51; and a service frequency reduction on route 46. Phase 2 of the Skyline rail station extension will open on Wednesday, October 1, 2025.

Mid-Pack Track – [1:48:04]: Chair Nagaji announced that Mid-Pack track will be under construction.

Neighborhood Board Elections for the 2025-2027 Term – [1:48:22]: Late February was the deadline for people to register as candidates for the Neighborhood Board system. Voting begins April 25, 2025; voting ends May 16, 2025. The subdistricts of the Mānoa Neighborhood Board are as follows:
a. Subdistrict 1: 5 candidates running for 3 available seats; there will be a competitive election.
b. Subdistrict 2: 3 candidates running for 3 available seats; no competitive election.
c. Subdistrict 3: 5 candidates running for 5 available seats; no competitive election.
d. Subdistrict 4: 5 candidates running for 6 available seats; no competitive election.

Next Meeting [1:48:39]: Next regular board meeting will be held on Wednesday, June 4, 2025. It will be held in person at Noelani Elementary School Cafeteria, as well as online via WebEx, starting at 6:30pm. Please note that, since July will be this year’s summer recess month, the June 2025 meeting will be the last meeting of the current board term.

Agenda Items for the Next Meeting – [1:48:58]: The City’s Department of Parks & Recreation is considering ways to make local parks more dog-friendly. To further its outreach on this issue, the City is asking the various Neighborhood Boards (including our own) to discuss the matter with our communities. DPR says it “would appreciate hearing back from your Board by Friday, August 29, 2025.” Therefore, this subject will be put onto the June 2025 agenda and August 2025 agenda. Other items may be included on the June 2025 agenda, as space permits. However, the Chair currently intends to keep the June 2025 agenda light.
