Election of Chair – [00:12:19]: Chair Pro-Tem Zane explained the process of the elections of officers.

[0:13:58] – Fukumoto nominated Nagaji for Chair. Discussion followed. Hearing no further nominations the board conducted a roll call vote. Nagaji was elected as Chair for the Mānoa Neighborhood Board. 11-0-0 (Nagaji: Zane, Watson, Bosel, Nagaji, Fukumoto, Lewman, Moylan, Kawano, Mishreki, Fox, and Chong) – [0:18:00].

[0:19:55] – Chair Pro-Tem Zane passed the gavel to Chair Nagaji.

Koff arrived to the meeting at 7:24 p.m.,12 members present.

Election of Vice Chair – [0:20:32]: [0:20:42] – Watson nominated Zane for Vice Chair. [0:20:57] Bosel self nominated herself for Vice Chair. Discussion Followed. Hearing no further nominations the board conducted a role call vote. Bosel is elected as Vice Chair of the Mānoa Neighborhood Board. 1-11-0 (Zane: Watson; Bosel: Bosel, Lewman, Koff, Chong, Moylan, Fox, Mishreki, Nagaji, Zane, Kawano, and Fukumoto) – [0:24:21].

Election of Second Vice Chair – [0:35:23]: [0:35:32] – Watson nominated Zane for Second Vice Chair. Hearing no further nominations the board conducted a roll call vote. Zane was elected as Second Vice Chair. 12-0-0 (Zane: Zane, Watson, Bosel, Nagaji, Fukumoto, Lewman, Koff, Chong, Moylan, Kawano, Fox, and Mishreki) – [0:36:27].

Election of Secretary – [0:38:00]: [0:39:12] – Koff self nominates herself for Secretary. Hearing no further nominations, the board conducted a role call vote. Election of Treasurer – [0:40:49]: [0:41:01] – Watson nominated Kawano for Treasurer. Hearing no further nominations, the board conducted a role call vote. [0:54:06] – Moylan Moved and Watson Seconded for the Mānoa Neighborhood Board No.07 to meet on the first Wednesday of the month at 7:00 p.m. via WebEx and Kapālama Hale, Recess for the month of December 2024, and for the Oral Testimony to 60 seconds. Discussion followed. Hearing no objections. The Motion WAS ADOPTED. 12-0-0. Filling of Vacancy: Sub District 3 (One Vacancy); Sub District 4 (Four Vacancy) – [0:58:58]: Hee, DeMarco, and Sofio volunteered to fill in the Vacancy for subdistrict. Hee and Demarco explain why they wanted to be part of the board and answered questions from board members. Sofio withdrawal her casting.

[1:11:00] – Bosel nominates Demarco [1:11:22] – Zane nominates Hee. Hearing no further nomination, the board conducted a roll call vote. Demarco filled in the vacancy for Subdistrict 3. 9-4-0 (Demarco: Watson, Bosel, Nagaji, Fukumoto, Lewman, Chong, Moylan, Kawano, and Fox; Hee: Zanero, Lee, Koff, and Mishreki) – [1:11:33].

[1:14:20] – Chair Nagaji called for a recess to allow the Neighborhood Assistant (NA) to administer the Oath of Office to Demarco. 14 members present.

Motion to Adopt the Resolution Opposing Aria Lane/St. Francis School Application – [1:16:11]: Chair Nagaji presented the resolution. [2:23:27] – Nagaji MOVED and Watson SECONDED add “Pursuant to the City and County of Honolulu’s ordinance, ROH Chapter 18, Department of Planning and Permitting is responsible for approving proposed development projects”; add “the Aria Lane project will require the Department of Planning and Permitting’s approval in order to proceed; no therefore”; and add “upon its submittal”. Department of Transportation Bus Route Modifications – [2:32:14]: Kent Yang from the Department of Transportation (DTS) announced the changes of Bus Routes services Effective on Sunday, August 18, 2024. Bus Route 18 University-Ala Moana and Route 24 Kapahulu-Aina Haina will be discontinued.

No Parking Zone at Intersection of Oʻahu Avenue and Kaala Street – [2:37:01]: Resident Hee is asking for the Department Transportation Services (DTS) to remove a single car street parking spot on Oahu Avenue next to the right turn to Kaala Street.

Pickleball Noise at Mānoa Valley District Park – [2:40:20]: Resident Ed raised concerns about the loud Pickleball and is asking the board to help draft a resolution to allow the Department of Parks and Recreation (DPR) to ban Pickleball from the Mānoa Valley District Park.

• BWS is participating in a water access and affordability survey taking place in communities across the country.

• It should take approximately 5-10 minutes to complete.
• Your input will assist the BWS to implement programs that better help vulnerable residents, including our kupuna.

Representative Andrew Garrett – [2:55:14]: Representative Andrew Garrett announced that on Saturday, August 10, 2024 at the 7th Day Adventist Church from 8:00 a.m. to 12:00 p.m. he will be co-sponsoring a workshop with Be ready Manoa for the community Emergency Response Team.

University of Hawaii at Manoa Updates – [2:56:02]: Elmer Kaai announced that the University of Hawaii’s first day of instruction will be on Monday, August 26, 2024; dorm move in on Tuesday, August 20, 2024; and sporting events will start on Saturday, August 24, 2024.
