CALL TO ORDER – [0:00:21]: Chair Clarissa Burkert called the Kuliʻouʻou-Kalani Iki Neighborhood Board No. 2 meeting to order. Chair Burkert recognized and thanked all returning Board members. [0:01:54] – Vice Chair Kaui Lucas read the rules of speaking. [0:02:45] – Neighborhood Assistant Zhoydell Magaoay conducted roll call, and with 12 members present, quorum was established.

Honolulu Fire Department (HFD) – [0:04:19]: Engineer Daniel Conover reported June 2026 incident statistics.
June 2026 Statistics: One (1) nuisance fire and one (1) activated alarm with no fire emergencies; 32 medical emergencies; and three (3) ocean rescues.
Monthly Safety Tip – Hiking Safety: With summer hiking season underway, residents were encouraged to plan ahead and choose trails within their skill level (see www.hawaiitrails.org for official trail information), check weather conditions, stay on marked trails, hike with a buddy, and watch the time to return before dark.

Questions, comments and concerns followed – [0:05:44]
1. Paddler Rescue Off Hawaiʻi Kai: Member Kilcoyne asked whether HFD was involved in a recent incident in which paddlers capsized off Hawaiʻi Kai. Conover confirmed HFD was not involved in that response.
2. Fourth of July Fireworks Safety: Member Kilcoyne asked whether HFD has special safety programs addressing fireworks and aerial devices for the Fourth of July. Conover directed residents to the HFD website for more information.
3. Overturned Boat Near Niu Valley: Secretary Johnson asked whether HFD responded to a reported overturned motorboat near Niu Valley the previous month. Conover confirmed Wailupe Fire Station responded, noting it was one of the three ocean rescues reported for June 2026. Secretary Johnson thanked HFD and the Board for previously mandating safer ocean entry conditions in the area.

Honolulu Police Department (HPD) – [0:08:28]: Lieutenant Mike Thompson reported June 2026 incident statistics.
June 2026 Statistics: One (1) motor vehicle theft, one (1) burglary, three (3) thefts, two (2) unauthorized entry into motor vehicle (UEMV) cases, and 5,315 total calls for service.
Monthly Safety Tip – Vehicle Theft Prevention: Residents were encouraged to use alarms, steering wheel locks, ignition locks, and tracking devices; take keys and lock doors and windows; park in well-traveled areas; avoid leaving valuables in plain view; and consider tracking devices such as AirTags.

1. Commendation for Officer Response to Homeless Individual: Member Fujii commended several HPD officers for their patience and professionalism in an ongoing situation involving a mentally and emotionally unstable unhoused individual in the neighborhood, noting officers were able to issue a trespass citation on a repeat visit while the community continues working toward a longer-term solution. Lieutenant Thompson acknowledged the call.

Board of Water Supply (BWS) – [0:12:38]: Jimmy Yanos reported that BWS is still gathering and verifying information previously requested by the Board regarding data center water demand on Oʻahu and June 2026 water main break data, and committed to emailing the Board once available. Yanos reported on the semiannual water quality report; the first report of the year is mailed to all customers by Wednesday, July 1, 2026 and the second in December 2026. Questions, comments and concerns followed – [0:14:28]
1. Water Quality Report Mailing: Member Sonoda-Pale asked whether the water quality report is mailed together with the water bill. Yanos confirmed it is mailed separately.
2. Status of Red Hill-Affected Wells: Chair Burkert asked for an update on the status of wells closed due to the Red Hill fuel contamination incident and whether additional wells are at risk from the contamination plume. Yanos did not have the information on hand and committed to raising the question with BWS’s Red Hill team.
3. Water Quality Test Results Summary: Member Sonoda-Pale asked for a summary of the water quality test results for the area, including whether any lead was detected or other concerns identified. Yanos did not have the information on hand and committed to following up.

BOARD VACANCIES – [0:17:40]: Chair Burkert announced five (5) ongoing Board vacancies: Lower Waiʻalae Iki (1), Mid-Waiʻalae Iki Ridge (1), Kainani/Wailupe Peninsula (1), Hawaiʻi Loa Ridge/Niu Valley (1), and Kuliʻouʻou (1). No community members present came forward to fill a vacant seat.

ANNUAL ELECTION OF OFFICERS – [0:18:39]: [0:18:53] – Chair Burkert turned the meeting over to Vice Chair Lucas to conduct nominations for the annual election of officers.
Chair – [0:19:09]: Vice Chair Lucas opened nominations for Board Chair. [0:19:51] – Member Ham NOMINATED Clarissa Burkert for Board Chair. Hearing no other nominations and no objections, Burkert was reaffirmed as Board Chair for the coming year – [0:20:10].

Vice Chair – [0:20:48]: Nominations were opened for Vice Chair. [0:21:06] – Member Ham NOMINATED Kaui Lucas for Vice Chair. Hearing no other nominations and no objections, Lucas was reaffirmed as Vice Chair for the coming year – [0:21:41].

Secretary – [0:21:54]: Nominations were opened for Secretary. [0:22:11] – Secretary Johnson NOMINATED Sandra Pfund, who declined, citing her recent appointment to the Board and a preference to gain more experience first. [0:22:53] – Vice Chair Lucas NOMINATED Jeannine Johnson, who declined, citing her plans to retire from the position and a desire to train a successor. [0:23:40] – Member Ham NOMINATED Mecca Monson-Gere following discussion of the Secretary’s duties, Member Monson-Gere agreed to accept the nomination with Johnson’s assistance during the transition. Hearing no other nominations and no objections, Member Monson-Gere was elected Secretary for the coming year – [0:26:43].

Treasurer – [0:27:05]: Nominations were opened for Treasurer. Treasurer Spangler asked why the Board no longer control treasury funds directly, and NA Magaoay explained that the Neighborhood Commission now centralizes all board funding into one pool to handle printing and postage itself, eliminating the need for individual boards to manage their own accounts or file financial reports. Member Ham NOMINATED Sheridan Spangler for Treasurer [0:29:40]. Hearing no other nominations and no objections, Member Spangler was reaffirmed as Treasurer for the coming year – [0:30:22].
MEETING ARRANGEMENTS AND PROTOCOLS – [0:30:39]
Recess Months – [0:30:46]: Chair Burkert noted the Board’s previously approved recess months of January 2027 and June 2027 will continue for the coming Board year. Hearing no objections, the recess months were confirmed – [0:31:06].

Approval of Regular Meeting Minutes from May 6, 2026 – [0:31:11]: With no corrections noted, the minutes were approved.

Presentation Time Exemption – Community Climate Mandate for East Oʻahu – [0:31:30]: Chair Burkert introduced a request to exempt Aloha McGuffie’s Part 2 presentation on the Community Climate Mandate for East Oʻahu, scheduled for the Wednesday, August 5, 2026 meeting, from the standard five-minute presentation limit. [0:32:35] – Member Fujii MOVED and Vice Chair Lucas SECONDED to exempt the Community Climate Mandate for East Oʻahu presentation from the five (5) minute time limit and allow up to ten (10) minutes. Hearing no discussions and no objections, the motion was ADOPTED – [0:33:23].

PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [0:33:46]
1. Disaster Preparedness Resources – [0:34:26]: Resident Jason Liang, candidate for Honolulu City Council, District 4, shared information from a disaster preparedness town hall hosted by Representative Tina Grandinetti, encouraging residents to visit Hawaiʻi Hazard Awareness Resilience Program (HHARP) for community disaster training and volunteer opportunities ahead of an anticipated “super El Niño” season.

2. Designated Storm Shelters in East Oʻahu – [0:36:11]: Treasurer Spangler asked about shelter locations for East Honolulu, citing past confusion. [0:37:04] – Resident Tara Malia Gregory, candidate for Honolulu City Council, District 4, described www.malamamap.org, a volunteer-coordination tool she helped develop that mobilized 60+ volunteers during the Kona Low storms. [0:40:09] – Resident Andrea Wagner said shelters open only as needed, announced via media. [0:40:45] – Chair Burkert noted the American Red Cross staffs shelters, with volunteers from the Medical Reserve Corps. [0:43:03] – Chair Waters noted Niu Valley Intermediate has historically served as the area’s shelter. [0:43:29] – Wagner added that ʻĀina Haina Elementary, Niu Valley, and Kalani have served as hurricane shelters, and Wailupe as a tsunami refuge, though designations vary. [0:44:32] – Member Fujii urged household-level disaster preparedness, noting limited government resources and encouraging residents to stock supplies like BWS’s collapsible water containers.

3. Get Out the Vote Event – [0:47:18]: Kahi Pacarro, candidate for House of Representatives District 19, announced a nonpartisan “Get Out the Vote” community event on Saturday, July 11, 2026, from 3:00 p.m. to sunset at Kawaikui Beach Park.

4. Puʻuhonua O Wailupe Community Cleanup – [0:47:53]: Member Sonoda-Pale announced a community cleanup event at 5203 Keikilani Circle on Sunday, July 5, 2026 at 4:00 p.m., open to the public.

5. Campaign Sign Placement Practices – [0:49:01]: Member Spangler commended City Council Chair Waters’ campaign office for properly installing campaign signs using tubing to avoid damaging community walls, and asked other candidates to follow similar practices to prevent water damage from improperly mounted signage.

U.S. Congressman Ed Case – [0:50:06]: Kekoa Kaluhiwa was not present. No report was submitted.

Mayor Rick Blangiardi – [0:50:22]: Representative Dita Holifield was not present. Chair Burkert read select follow-up items from the Mayor’s newsletter. On Monday, June 8, 2026, a Department of Planning & Permitting (DPP) inspection of the Lawelawe Street property found occupancy without electricity or water, resulting in a notice of violation on Friday, June 12, 2026, and referral to code compliance for civil fines. On Friday, June 5, 2026, the East Oʻahu Community Policing Team, joined by the Adult Mental Health Division, State Department of Health, Institute for Human Services, and the City Department of Community Services (DCS), conducted an outreach visit offering food and shelter services to the resident, who declined. Department of Transportation Services (DTS) clarified that requested speed calming measures on Kalanianaʻole Highway between 5839 and 5975 fall under State (HDOT) rather than City jurisdiction. Department of Facilities Maintenance (DFM) stated the overhead street light configuration on Analiʻi Place remains necessary until underground roadway work can be completed, pending staffing and resources.

Governor Josh Green – [0:54:20]: Dave Day, attending his final meeting before transitioning to First Deputy Director of the State Department of Land and Natural Resources (DLNR), thanked the Board for three and a half years of service together. He noted the Governor’s Office would coordinate with the Chair, Vice Chair, and Neighborhood Assistant Magaoay to identify his successor.

Questions, comments and concerns followed – [0:56:27]
1. Paikō Lagoon Bird Sanctuary Concerns: Member Palmer reported that little progress has been made by DLNR regarding Paikō Lagoon and the Paikō Bird Sanctuary, noting the disappearance of three stilt chicks and requesting improved signage, path repair, and increased Division of Conservation and Resources Enforcement (DOCARE) presence. Day thanked Palmer for raising the issue.
2. Farewell and Appreciation: Member Johnson thanked Day for his work on behalf of the community, including responding to federal policy changes affecting residents, and expressed hope that his successor would be similarly effective. Day noted Solicitor General Kaliko Fernandes would continue in related casework.
3. Scholarship Granting Organizations (SGO) / School Choice Funding: Secretary Monson-Gere asked for clarification on federal Scholarship Granting Organization tax credit programs and whether Hawaiʻi’s constitution restricts use of public funds for private school purposes, and whether the Governor is considering the State’s participation. Day did not have an answer on hand and committed to raising the question with the Governor’s Office and following up.
4. Appreciation for Public Service: Member Spangler praised Day’s clarity and communication skill in explaining complex issues to the Board over the years and encouraged him to consider elected office in the future.

City Council Chair Tommy Waters – [1:03:55]: Chair Waters described his administrative role overseeing the Council Clerk’s Office, Office of Council Services, the Auditor’s Office, and Council Administrative Services, and the Council’s oversight of a $3.7 billion budget. He presented Chair Burkert with a City Council recognition award for her leadership in public health, disaster preparedness, environmental stewardship, and community service. Chair Waters reported increased new-home construction observed during a recent ʻĀina Haina Citizens Patrol walk and asked residents to report “monster home” concerns to his office. He encouraged homeowners to have DPP-approved building plans independently reviewed and asked residents facing sidewalk repair liability disputes tied to utility undergrounding work to contact his office. He noted approval by the Clean Water and Natural Lands Commission and the City Council Zoning Committee of a land acquisition of up to $7 million to preserve Puʻuhonua O Wailupe, heading to full Council the following Wednesday, and requested public testimony in support. He also reported: a pending Department of Emergency Manangement (DEM) after-action report (AAR) on the 2025 tsunami warning and Kona Low storm responses; new stream-monitoring technology funded this budget, including for Wailupe Stream; 13 new DEM positions and 10 additional prosecutorial positions added; a proposed increase to the Kupuna property tax exemption to $200,000; a proposed reduction in vehicle registration fees; and a proposed bill restricting shopping cart removal from commercial premises.

1. Wailupe Stream Maintenance Follow-Up: Member Kilcoyne thanked Waters for prior stream clearing but expressed concern that overgrowth has returned ahead of hurricane season. Waters acknowledged the stream regrows quickly and noted he has asked DFM Director Gene Albano to publish a stream maintenance schedule, with a goal of clearing twice yearly.
2. Shopping Cart Sanitation: Member Pfund asked whether stores would accept collected shopping carts back if the City sanitized them first, referencing prior conversations with a former DFM director indicating stores decline un-sanitized carts. Waters agreed to look into whether DFM has cart-sanitizing capability.
3. Cross-Agency Coordination: Member Fujii asked why City and State officials often cite jurisdictional boundaries rather than coordinating directly to resolve community issues, citing ongoing concerns in Wailupe. Waters and Representative Hashem, both present, responded that they personally coordinate across agencies, though administrative staff sometimes cite jurisdictional limits; they cited recent joint City-State stream cleanup work in Wailupe following the Kona Low storms as an example of effective collaboration and agreed to continue working together.
4. Emergency Services and Evacuation Routes: Member Sonoda-Pale thanked the Council for increasing emergency services staffing, describing being called to assist with water delivery to the North Shore during a recent storm despite living in Kuliʻouʻou, and asked whether alternate evacuation routes exist for Kuliʻouʻou Valley residents during tsunami warnings, given the area’s limited access. Waters noted the Council set aside $1 million for disaster preparedness this budget cycle (reduced from an initial $40 million), which the Mayor vetoed; the Council intends to override the veto.

Senator Stanley Chang – [1:28:10]: No representative was present. No report was submitted.

Representative Mark Hashem – [1:28:21]: Representative Hashem reported $500,000 in State green fee funds allocated toward Wailupe Stream flood mitigation, following discussions with the U.S. Army Corps of Engineers about enlarging the stream’s upper detention basin. He also reported an additional $1 million in the State budget for Phase 2 planning of the Maunalua Bay dredging project, including repaving the boat ramp parking lot (unpaved since 1960) and improving the bulkhead for commercial boat loading, with continued coordination with Department of Land and Natural Resources (DLNR). He noted construction is set to begin in fall 2026 on the Mauka-side parking lot at ʻĀina Haina Elementary, and that $1.6 million in statewide library security funding is expected to restore a security guard position at ʻĀina Haina Library.

Small Business Support in the State Budget: Member Ham asked whether the State budget addresses rising small business closures, noting Hawaiʻi ranks fourth highest in the nation for small business closures. Representative Hashem, a former small business owner, acknowledged the concern, noted that manufacturer tax credits exist, and committed to following up with additional budget details.
2. Boulder Basin Project Timeline: Member Kilcoyne asked about the timeline for the Boulder Basin stream maintenance project. Representative Hashem deferred to Chair Waters, who indicated the project is in the planning and design phase, noting the City now owns the surrounding land. Council Chair Waters noted the City is awaiting a recommendation from the U.S. Army Corps of Engineers regarding Boulder Basin, expressing concern that the Corps tends to favor full concrete channelization, citing Niu Valley as an example he hoped to avoid. Waters indicated he would monitor the Corps’ recommendation.
3. DOT Traffic Signal Modernization Update: Member Spangler asked for a more definitive update from the State Department of Transportation on the Waiʻalae/Kalanianaʻole Highway traffic signal modernization project, noting DOT activity in the area without formal community notification. Representative Hashem indicated the project remains in DOT’s permitting process and committed to following up.
4. Appreciation for Legislative Funding: Member Johnson thanked Representative Hashem for legislative session funding secured for schools, infrastructure, and libraries.
5. House Bill 2049 – Hawaiian Homes Funding: Member Sonoda-Pale thanked Representative Hashem for his support of House Bill 2049, providing dedicated funding for Hawaiian Homes, and noted upcoming Hawaiian Homes development planned in the area.

Hawaiʻi Department of Transportation (HDOT) – [1:41:45]: No representative was present. Chair Burkert announced Maaza Mekuria, Acting Director of HDOT’s Project Coordination and Operational Support Branch, as the Board’s new HDOT point of contact going forward.

Green Recycling Organic Waste (G.R.O.W.) Program – [1:43:44]: Amber Unabia, Recycling Specialist with the Department of Environmental Services (Refuse Division), presented the City’s GROW program, which expands the green compost cart to accept food scraps for eligible three-cart households. The program addresses roughly 60,000 tons of residential green waste generated annually and supports the City’s goal of 90% landfill diversion by 2030. A pilot began Wednesday, April 1, 2026 in Waiʻanae, Nānākuli, Hawaiʻi Kai, Mililani, Kailua, and Kalihi, with island-wide expansion starting Thursday, October 1, 2026. Acceptable items include meat, seafood, leftover food, loose coffee grounds and tea leaves (no filters or bags), and solid or semisolid dairy like cheese and yogurt (no milk or ice cream). Plastics, paper, glass, metal, liquids, pet waste, and compostable packaging are excluded due to Per-and polyfluoroalkyl substances (PFAS) contamination concerns. Residents are encouraged to collect scraps in a resealable container, optionally freeze them, and add loosely to the green cart layered with yard waste to absorb liquid; the bi-weekly pickup schedule is unchanged. Residents may also self-drop food scraps and green waste free of charge (up to two loads daily) at Hawaiian Earth Recycling in Wahiawā; City transfer stations and convenience centers continue accepting green waste only. Collected material is composted at Hawaiian Earth Recycling and sold to individuals, landscapers, and agricultural users. Kuliʻouʻou Beach Park Mural – [1:52:04]: Nate Serota presented a proposed donated mural, approximately 30 feet by 10 feet, for the restroom building at Kuliʻouʻou Beach Park. The mural is organized by Angela Correa-Pei along with the “Kupaʻāina o Kuliʻouʻou” and Huli the Movement organizations. Funding and timeline are still being finalized, and the project may not occur this calendar year, but Serota sought early Board input and support, noting that the Department has completed similar donated mural projects at Kalanianaʻole, Sandy, and other beach parks. Chair Burkert asked Serota to have Correa-Pei draft a resolution of support for the Board’s consideration.

Puʻuhonua O Wailupe Testimony Request – [1:56:19]: Member Sonoda-Pale asked whether Chair Burkert would submit written testimony on behalf of the Board in support of Puʻuhonua O Wailupe preservation ahead of an upcoming City Council hearing, noting the Board had previously passed a resolution in support of the matter. Chair Burkert asked to be provided the relevant documentation and agreed to follow up.
