Chair Clarissa Burkert called the Kuliʻouʻou-Kalani Iki Neighborhood Board No. 2 meeting to order at 6:30 p.m. Quorum was established with 10 members present.

PUBLIC SAFETY REPORTS – [0:01:11]
Honolulu Fire Department – [0:01:29]: Captain Hall from the Wailupe Fire Station provided the incident statistics for August 2025 and shared safety tips regarding lithium-ion batteries. He stated that the State maintains the warning siren system.
August 2025 Statistics: There were three (3) structure fires, three (3) activated alarms with no fire, forty-five (45) medical incidents, three (3) motor vehicle collisions, one (1) motor vehicle accident involving a pedestrian, one (1) ocean rescue, and one (1) hazardous material response.
Safety Tip: The National Fire Protection Association’s Fire Prevention Week campaign focuses on lithium-ion battery safety. These batteries store significant energy in a small space and can overheat, start fires, or explode. Only use products with UL, ETL, or CSA labels, charge devices with manufacturer-approved cords, and properly recycle batteries at designated locations. HFD is hosting a Fire Prevention Family Day on October 4, 2025, at the Honolulu Zoo from 10:00 a.m. to 2:00 p.m.
Questions, comments, and concerns followed – [0:05:17]
1. Recent House Fire: Andrea Wagner shared her experience with a recent house fire at her neighbor’s property that spread to nearby homes. She expressed gratitude to HFD for their response, which saved her home.
2. Fire Debris Concerns: Richard Furst asked about potential fire debris spreading during upcoming high winds and storms, particularly regarding hazardous materials from combustion products. Captain Hall responded that while he had no specific information about approaching storms, he would research and follow up on the question.
3. Stream Maintenance: Board Member Kilcoyne expressed concern about the dry condition of Wailupe Stream, noting it could pose a significant fire hazard. Captain Hall clarified that stream maintenance is not under HFD jurisdiction but would pass along the concern.
4. Proper Disposal of Paint Cans: Board Member Stanton inquired about proper disposal of paint cans. Captain Hall directed residents to opala.org for disposal instructions and fire.honolulu.gov for safety information. Resident Kevin Mulkern added that leaving lids open to dry paint or using additives from City Mill can make disposal easier.
Board Member Sonoda-Pale arrived at 6:39 p.m. There were 11 members present.
Honolulu Police Department – [0:15:08]: Lieutenant Thompson from District 7 provided the crime statistics for August 2025.
August 2025 Statistics: There were two (2) motor vehicle thefts (up from one the previous month), three (3) burglary cases (down from six), six (6) thefts (down from nine), and one (1) unauthorized entry to motor vehicle (same as previous month). Total calls for service: 5,882.
Safety Tip: Lieutenant Thompson shared the National Highway Transportation and Safety Administration’s ten safe driving tips for 2025: buckle up every trip; ensure children are in appropriate car seats; never drive impaired; pay attention to the road; obey speed limits; never drive drowsy; share the road responsibly; talk to teen drivers about safety; check for recalls; and remember that a safer 2025 starts with you.
Questions, comments, and concerns followed – [0:19:27]
1. Road Sharing Concerns: Board Member Stanton described five recent incidents involving cyclists and e-bikes creating dangerous situations on roads. Lieutenant Thompson explained that some e-bikes are classified as electric motorcycles with applicable rules, and noted ongoing education campaigns and enforcement efforts.
2. Fire-Related Safety Concerns: Andrea Wagner described ongoing issues with a neighbor whose house recently burned down. The individual has mental health issues, has been seen with firearms, and continues to start fires on the property despite the recent fire. Lieutenant Thompson advised reporting all suspicious activities to establish a paper trail and explained the limitations on police intervention without direct evidence of crimes. Andrea Wagner described her unsuccessful attempts to get help from various agencies over the past three years.
3. Firearm Reporting: Treasurer Spangler questioned why reports of firearms aren’t sufficient for police action. Lieutenant Thompson explained that they need to catch someone in possession of a firearm to determine if it’s legal, and that after-the-fact reports are difficult to verify.
4. Paper Trail Establishment: Board Member Duke asked about requesting police reports even when officers determine no crime was committed. Lieutenant Thompson confirmed residents have this right and should insist on documentation to establish a paper trail.
5. Property Camping and Mental Health Resources: Richard Furst asked about the legality of camping on property without utilities and the process for condemning unsafe structures. He also inquired about mental health resources for the individual. Lieutenant Thompson suggested contacting the Department of Health regarding camping without utilities and explained that mental health interventions require the person to be an immediate threat to themselves or others as well as the Department of Planning and Permitting.
6. Trespassing Concerns: Lisa Yoshihara reported the individual walking on others’ property looking for water and starting fires at night. Lieutenant Thompson advised that homeowners would need to file trespassing complaints and provide statements.
7. Property Condition: Secretary Johnson shared photos showing the burned property is uninhabitable and expressed concern about community safety.
8. Community Safety Recommendations: Treasurer Spangler advised residents to post “No Trespassing” signs on their properties, call authorities for each infraction, and insist on documentation. Board Member Sonoda-Pale suggested filing a Temporary Restraining Order (TRO) which would prevent the individual from being within 100 feet of neighbors’ homes.

Board Vacancies – [0:51:09]: Chair Burkert announced vacancies in Subdistricts #1, #2, #5, and #7 (two positions).
Kaui Lucas volunteered to fill one of the Subdistrict #7 vacancies. After introducing herself and describing her previous service on the board, Treasurer Spangler MOVED and Chair Burkert SECONDED to appoint Kaui Lucas to represent Subdistrict #7. Vice Chair Election – [1:00:39]:
Treasurer Spangler NOMINATED and Board Member Kilcoyne SECONDED to elect Board Member Kaui Lucas as Vice Chair. Hearing no other nominations, Board Member Lucas was elected as Vice Chair;

Approval of Minutes – [1:02:28]: Chair Burkert called for corrections to the August 6, 2025, meeting minutes.
Treasurer Spangler noted a correction on page three under “Approval of June 4 Minutes” where “Wailupe Park” should be corrected to “Waialae Iki Neighborhood Park.” The minutes were approved as corrected – [1:03:37].
PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [1:03:42]
1. Traffic Signal Modernization Project – [1:04:18]: Resident Stephanie Spangler read a letter from Council Chair Tommy Waters to the Director of the State Department of Transportation (HDOT) and Director of Transportation Services (DTS) expressing support for the neighborhood board’s opposition to staging construction equipment on residential streets for the upcoming Kalanianaʻole Highway traffic signal modernization project. The letter requested finding alternative staging areas and presenting project plans at an upcoming board meeting.
2. Police Reporting Practices – [1:07:13]: Kevin Mulkern shared his observation from Hilo that their newspaper publishes “citizens arrested and charged” information, which he believes shows successful police work rather than just crime statistics. He expressed frustration that HPD had previously claimed such information was not readily available.
3. Dog-Friendly Parks Petition – [1:09:39]: Sandra Pfund and Michiko Wada presented a petition with 187 signatures supporting leashed dogs in Waialae Iki Park. They noted many residents already bring dogs to the park and requested the board approve a resolution supporting their petition. Chair Burkert indicated this would be on the next meeting’s agenda.
4. Hawaiʻi Energy Grant Program – [1:17:58]: Sophia Somers from Hawaiʻi Energy announced their grant application period has reopened for small businesses, 501(c)(3) organizations, and restaurants while funding lasts. The grants cover energy-efficient equipment including HVAC, commercial kitchen equipment, LED lighting retrofits, and more. Hawaiʻi Energy also offers residential programs and STEM-based education for K-12 students.
5. Noise Pollution from Modified Vehicles – [1:20:23]: Nicole Samanigo described how noise from modified mufflers on motorcycles and mopeds triggers her PTSD, especially on Sundays. She expressed frustration that HPD requires license plate numbers to enforce noise ordinances, which is impractical for residents. Several board members and residents supported addressing this issue, with suggestions to draft a resolution and investigate noise detection technology being piloted in Honolulu.
6. Military Land Leases Concerns – [1:31:14]: A resident expressed concern about ongoing negotiations between the governor and military regarding land leases, noting that 23% of Oahu is controlled by the US military. The resident cited water contamination issues and requested the board consider a resolution opposing private negotiations and supporting proper environmental review processes. Chair Burkert suggested discussing this at a future meeting. She clarified that any request to place an issue on the agenda must be submitted 10 days prior to the meeting in order to be considered for the agenda.

PRESENTATIONS – [1:38:06]
Pesticide Use in Hawaii – [1:38:14]: Yvonne Yoro and Olivia Eagle from Representative Perruso’s office presented information about pesticide use in Hawaii, focusing on restricted use pesticides (RUPs) that require certification to purchase and apply. They explained that Act 45 (passed in 2018/2019) requires reporting of RUP use and established 100-foot buffer zones around schools, but has significant exemptions. They presented maps showing pesticide concentration areas on Oahu and outlined potential improvements including better reporting, increased buffer zones, larger fines, classification of neonicotinoids as RUPs, and mandatory soil and water testing.

Questions, comments, and concerns followed – [1:47:17]
1. Applicator Training: Treasurer Spangler suggested mandatory training for pesticide applicators, especially those who don’t speak English, to ensure proper dilution and application.
2. Public Lands Protection: Board Member Shin testified in support of pesticide legislation, referencing the difficult 2013 battles against chemical companies and noting that current laws remain inadequate due to industry loopholes. While thanking Representative Perruso and expressing strong support for the Resolution, she requested adding provisions to address city and county pesticide use on public lands, citing concerns about public parks, groundwater contamination, chemical runoff, public health, and pet safety from treated grass areas.
3. Personal Health Impacts: Secretary Johnson shared her experience with contaminated milk from cows fed pineapple tops sprayed with heptachlor in the early 1980s, which potentially exposed her son to carcinogens.
4. Resolution Feedback: Vice Chair Lucas noted she had reviewed the draft resolution but couldn’t support it in its current form due to concerns about sections related to the Coconut Rhinoceros Beetle. Chair Burkert indicated the resolution would be considered at a future meeting.
5. School Treatment Concerns: Kevin Mulkern asked if the proposed restrictions would prevent schools from treating termites or weeds on athletic fields. Yoro clarified that Act 45 specifically addresses restricted use pesticides, not general use pesticides, and treatments in enclosed spaces like building tenting would still be allowed.
Office of Hawaiian Affairs Update – [1:58:18]: Bill Brennan from the Office of Hawaiian Affairs (OHA) provided an update on OHA’s activities, highlighting their work protecting iwi kūpuna (ancestral remains) and cultural properties. He described OHA’s strategic plan focusing on four areas: housing, health, education, and economic stability. Recent successes include a mortgage assistance program with American Savings Bank helping Native Hawaiians become homeowners. OHA has also taken positions opposing military lease renewals on O‘ahu and Hawai‘i Island and implemented employee benefits including telework policy and paid family leave.

Holy Nativity Great Pumpkin Festival – [2:05:26]: Jeanne Wilks, head of Holy Nativity School, announced their annual Pumpkin Festival on Saturday, October 18, 2025. She requested board support for temporarily closing the section of Nenue Place that runs through their campus from 7:00 a.m. to 3:00 p.m. on that day, as was done in 2019. The festival will include games, shave ice, and other activities, with admission for children at $10 including a free pumpkin.

OFFICIALS’ REPORTS – [2:09:11]
Congressman Ed Case: No representative attended, and no report was provided.
Mayor Rick Blangiardi’s Representative – [2:09:51]: Dita Holifield, Director of Enterprise Services, provided updates on several community concerns raised during the meeting. She noted she would speak with Director Thielen about supporting the dog park resolution, check on the street lights outage, consult with the Department of Land Management regarding the fire-damaged house, and address stream maintenance concerns with Director Albano.
She also reported on past business regarding speeding concerns on Poola Street. The Department of Transportation Services (DTS) completed their investigation, confirming motorists are traveling above the 25-mph speed limit southbound near 5380 Poola Street. DTS will request HPD assistance to monitor the area and possibly install a driver feedback trailer.
Governor Josh Green’s Representative – [2:12:56]: Dave Day, Special Assistant to the Attorney General, provided information about mental health resources in response to the earlier discussion. He explained:
1. There are several provisions in Hawaii law (Chapter 334 HRS) related to emergency transport for individuals who appear imminently dangerous to themselves or others
2. “Imminently dangerous” is a legal term meaning the person is suffering from severe mental illness such that within 45 days they are likely to become dangerous
3. Besides police intervention, other methods include obtaining an ex parte order from court by someone with a relationship to the person, or a physician examination that can lead to directed transportation to an emergency room
4. These options are available even if the person is not actively threatening at the moment of intervention

Questions, comments and concerns followed – [2:14:45]
1. Firearm Concerns: Board Member Stanton expressed concern about the firearm mentioned in the earlier discussion about the neighbor with mental health issues.
2. Alternative Resources: Chair Burkert asked if there are options besides calling HPD when encountering mentally unstable neighbors. Day explained the various legal pathways available but noted that in emergency situations, calling police remains the best first option.
3. Building Code Council: Richard Furst thanked the Governor’s office for reinstating the State Building Code Council.
4. Military Lease Updates: Board Member Sonoda-Pale asked for updates on negotiations between the governor and military regarding leases and whether Native Hawaiian groups would have a seat at the table. Day responded that he would inquire with the governor’s office and report back next month.
