Chair Clarissa Burkert called the meeting to order at 6:30 p.m. – Quorum was established with 7 members present via WebEx and in person. Note – This 13 – member Board requires 7 members to establish a quorum and to take official Board action. Chair Burkert read the rules of speaking.

Honolulu Fire Department (HFD) – [0:00:44]: Firefighter Jake and Captain Mark Esteban reported the following:
● May 2025 Statistics: There was 1 wildland fire, 1 nuisance fire, 1 cooking fire, 4 activated alarms with no fire, 26 medical calls, and 4 vehicle collisions.
● Safety Tips: Firefighter Jake provided that the Honolulu Fire Department is excited to announce the launch of 2 new public data tools on its website. ● Provided information that was requested from the previous month regarding acquiring the U.S. Coast Guard’s property adjacent to Station 23: they were unable to acquire it.

Honolulu Police Department (HPD) – [0:04:35]: Lieutenant Mike Thompson reported the following:
● May 2025 Statistics: There were 1 motor vehicle theft, 2 burglaries, 4 thefts, 2 Unauthorized Entry to Motor Vehicle (UEMV), and 5,892 calls for service.

Board of Water Supply (BWS) – [0:07:17]: Jimmy Yanos reported the following:
● He will be the new Board of Water Representative going forward due Christopher Sugimoto leaving the Board.

BOARD BUSINESS – [0:09:30]

Chair Burkert thanked the Board Members that won’t be on the Board on the next term since this was their last meeting which included Kaui Lucas, Kelvin Gonsalves, and Tim Stanton – [0:09:34]

Approval of regular meeting minutes – Wednesday, May 7, 2025 – [0:10:37]: Chair Burkert asked if there were any corrections that would need to be made to the minutes. Hearing none; the Wednesday, May 7, 2025 regular meeting minutes were approved 8-0-0 (Aye: Burkert, Lucas, Kilcoyne, Spangler, Monson-Gere, Johnson, Fujii, and Sonoda-Pale Nay: None. Abstain: None.) [0:10:54].

Wailupe Stream Management Follow Up – [0:10:58]: Director Gene Albano from the Department of Facility Maintenance gave an update on Wailupe Stream. The department is working toward a six-month maintenance schedule, though staffing and equipment remained a challenge. Long-term, the Department of Design and Construction and the U.S. Army Corps of Engineers are conducting a flood risk study. A public meeting is planned for July 2025, with details to be announced. Future maintenance will be based on the study’s findings. While Director Albano was thanked for his inspecting the stream and addressing the community’s concerns, the Army Corps did not collaborate with the Ala Wai community so going forward our community will need to be cautious and continue to hold them to account.

Approval of Public Relations Flyer – [0:24:58]: Member Monson-Gere explained that the purpose of the flyer was to increase the meeting’s attendance and the number of followers for the Board’s Facebook page. MOVED by Member Kilcoyne and SECONDED by Member Spangler to conduct a voice vote to adopt the flyer [0:28:33]. There was no discussion. A voice vote was conducted; the motion was ADOPTED 8-0-0 (Aye: Burkert, Lucas, Kilcoyne, Spangler, Monson-Gere, Johnson, Fujii, and Sonoda-Pale Nay: None. Abstain: None.) [0:24:29]

Reckless Juvenile E-biker Gangs – [0:30:26]: Chair Burkert hoped that there would be a representative online from the Honolulu Police Department (HPD) still to help assist with the concern along with the help of the community. Due to there being no officer being present, the conversation led to an open discussion on suggestions what can they do to get the appropriate word out about the reckless juvenile E-biker gangs since HPD is limited to what they can do. Also discussed was that the City is trying to pass new laws to mitigate the issue.

PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [0:44:54]

Emergency Preparedness Fair – [0:44:54]: Chair Burkert announced that the fair will be on Saturday, July 26, 2025 at Kahala Mall between 10:00 a.m. to 1:00 p.m.

Malama Maunalua’s Rain Barrels – [0:46:13]: Doug Harper announced that his organization Mālama Maunalua received a grant which allows them to install rain barrels for free and to purchase rain barrels for the watershed. This is to address the flooding that has been taking place. He doesn’t have the specific details, but he wanted the community to be aware and he will provide the information later since this will be for a limited number of slots.

Mayor Rick Blangiardi’s Office Representative – [0:48:03]: No representative present, but Neighborhood Assistant Brandon Tsark introduced himself and provided a response regarding a concern that was raised from the previous meeting relating to the homeless individuals using their dogs for protection to occupy City Beach Parks.

Governor Josh Green Representative – [0:51:33]: Dave Day reported that the legislative session had recently wrapped up and he’s available for questions.

Questions, comments, and concerns followed – [0:52:08].The Governor was thanked for flying the pride flag and the 18 suits against the Trump Administration as well as using his medical knowledge to keep us healthy. Day did not know the status of HB505.

City Council Chair Tommy Waters – [0:58:19]: Adam Doo reported the following:
● Introduced his team members
● Congratulated returning and new board members
● Mentioned two recent city council bills regulating e-bikes (Bill 5224 and Bill 6124)

Senator Stanley Chang – District 9 – [1:04:19]: No representative present.

Representative Mark Hashem – District 18 – [1:04:32]: No representative present.

Hawaiʻi Department of Transportation (HDOT) – [1:04:39]: Casey Abe thanked the board and city for installing a trash can at the Paikō bus stop and reported a replaced pool box cover near the Wailupe fire station. Maintenance crews were addressing graffiti and overgrown vegetation. A new homeless encampment was found, and cleanups with no trespassing signs are planned, but chronic homelessness along Wai‘alae Avenue remains a challenge due to limited enforcement options. It was suggested that the board may want to consider working with their elective officials to see if they can pass new laws to help. They also updated on a traffic signal modernization project at the intersection of Kalani Iki Street and Waiʻeli Street starting late August 2025, asking the board to vote on where contractors should park equipment during nonworking hours and offered to have the project manager attend a future meeting. Response was Wai‘alae Iki park or Kilauea Park or median or empty lot on the Koko Head side where caretaker cottage used to be.

PRESENTATIONS – [1:15:04]

Kaluahaʻihaʻi Fishpond Restoration – [1:15:07]: Chris Cramer, the Executive Director, of the Maunalua Fishpond Heritage Center shared about restoring Kaluahaʻihaʻi Fishpond, a historic fish pond damaged in the 1990s Kalaniana’ole Highway project that blocked fresh water flow and harmed local fish. The project aims to restore water flow by redirecting it back to its historical path to revive the fishpond and nearby Maunalua Bay. Community members and government partners are working together, uncovering that much freshwater was diverted to the sewer system for years. Melissa from the Department of Land and Natural Resources (DLNR) and Brian Takeda from R.M. Towill Corporation gave an update on the project’s location, permitting progress, and historic preservation efforts. Archaeologists are preparing surveys and monitoring plans to protect the site.

HNL Connect – [1:46:08]: Max Kalhammer and Becca Steinhar from the Department of Transportation Services shared that HNL Connect is a five-year program to improve traffic and parking by encouraging alternative transportation. They’re launching a restricted parking zone, developing a transit app, and running marketing campaigns to promote buses and Skyline. Future plans include free transit passes for city employees, vanpool programs, carpool matching, and parking policy updates—all aimed at reducing congestion and improving quality of life.
