Chair Clarissa Burkert called the meeting to order at 6:30 p.m. – Quorum was established with seven (7) members present via WebEx and in person. Note – This 13 – member Board requires seven (7) members to establish a quorum and to take official Board action. Chair Burkert read the rules of speaking.

• April 2025 Statistics: There was one (1) nuisance fire, three (3) activated alarms (no fire), 36 medical emergencies, four (4) motor vehicle crashes/collisions, one (1) mountain rescue, and one (1) ocean rescue.

Honolulu Police Department (HPD) – [0:04:17]: Lieutenant Mike Thompson reported the following:
• April 2025 Statistics: There were seven (7) motor vehicle thefts, six (6) burglaries, 10 thefts, seven (7) Unauthorized Entry to Motor Vehicle (UEMV), and 6,334 calls for service.

Board of Water Supply (BWS) – [0:07:48]: No representative present. The report can be found at: BWS May 2025 Report.
BOARD BUSINESS – [0:08:25]
Approval of Minutes – April 2, 2025 – [0:08:32]: Hearing no corrections, the Minutes were adopted as written.
Dog Parks – [0:09:01]: Nate Serota of the Department of Parks and Recreation (DPR) discussed plans for increasing on-leash dog parks within City park locations. Serota noted that there is less than fifteen percent of City parks which either have off-leash areas or on-leash dog parks. Serota shared a map of dog parks, which can be found at: bit.ly/dogneighborhoods. Serota noted there are two (2) parks in the Kuliʻouʻou-Kalani Iki Neighborhood Board area with dog privileges, which are Wailupe Valley Neighborhood Park, and Kamole Mini Park. A list of area City parks can be found at: DPR Letter – Dog Park Initiative. Serota asked community members to gather input from neighbors regarding which parks should allow leashed dogs and send their comments by September 2025. Questions, comments, and concerns followed – [0:12:55]. Community members expressed concerns about dog management and accessibility to sloped parks, undeveloped lands, vacant lots and leashed vs. unleashed fenced areas.
Neighborhood Board No. 2 Public Relations – [ 0:32:05]: No action was taken. Formation of a public relations committee will be discussed further by interested members.
PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [00:34:17]
Homeless Concerns in City Parks – [0:34:42]: Resident Phil Rarick is concerned with homeless individuals using their dogs as a defensive measure to occupy City beach parks, specifically at Wailupe Beach Park, Kawaiku‘i Park, Kuliʻouʻou Park, and Kāhala. He is also concerned with the parks not being cleared out at the closure hours. Resident Rarick is requesting that HPD conduct multiple patrols in the parks to enforce closure times and to address the homeless situation.
Public Beach / Hiking Trail Access – [0:37:17]: Kevin Mulkern expressed concerns about the community’s attitude about public beaches and public hiking trails. Homeowners are using cones to prevent people from parking and restricting public access to the beach and hiking trails on Paikō Drive and Hao Street. Mulkern is requesting that the Board provide feedback on the email that he sent to the Board members right before the meeting started.

City Council Chair Tommy Waters – [0:44:21]: City Council Chair Waters acknowledged Department of Facility Maintenance (DFM) Director Gene Albano for viewing the streams in the area, more specifically, the Wailupe Stream and for working with the community to make sure that stream maintenance for the Wailupe Stream is ongoing. Council Chair Waters stated that he will follow up with the concerns that were raised in tonight’s meeting regarding the homeless situation in the beach parks and the homeowners restricting public access to beaches and hiking trails. Council Chair Waters provided updates and his stance on to the proposed sewer rate fees and landfill site. Adam Doo provided a brief presentation about the City departments.
Questions, comments, and concerns followed – [0:51:49] & [1:12:15]. Questions were raised regarding the redistribution of the transient accommodation tax (TAT), the house that is being built next to the canal across the ‘Āina Haina Shopping Center, and vacant home tax.
Senator Stanley Chang – District 9 – [1:17:02]: No representative present and no report submitted.
Representative Mark Hashem – District 18 – [1:17:17]: No representative present and no report submitted
Hawaiʻi Department of Transportation (HDOT) – [1:17:33]: Casey Abe provided updates regarding the homeless encampment under the Wai‘alae Stream bridge and mentioned he would have the homeless coordinator come weekly, BWS missing handhole cover on the intersection of Wai‘eli Street, highway lighting near Anali‘i Street, tree trimming, damaged sign base, mattress and overgrowth in the drainage canal near Wailupe Beach Park, graffiti removal, and missing pedestrian push button pedestal covers.

PRESENTATIONS – [1:24:32]
Coconut Rhinoceros Beetle (CRB): Sanna from CRB Response provided a brief overview of what are Coconut Rhinoceros Beetles and the resources to manage CRB. Sanna discussed the primary food sources for the CRB, lifecycle of a CRB, possible breeding materials such as green waste/mulch, potting mix, compost, potted plants, etc., and how CRB move to new areas. Sanna provided trap detections data on Oʻahu and specifically the Kuli’ou’ou-Kalani Iki Neighborhood Board area. Sanna provided recommendations to combat CRB infestation which includes not transporting CRB materials, managing green waste, treatment options, and educating the public. Questions, comments, and concerns followed – [1:37:51]. Questions were raised regarding netting treatment, CRB trap, CRB detection dogs, attraction to lights and CRB resources. Sanna was thanked for coming out to our community to speak and give us helpful information which the Board would be happy to publicize.
Office of Hawaiian Affairs – [1:52:36]: Trustee Kalei Akaka, Bill Brennan, and Mark Watanabe provided informational presentation and handouts of what OHA does and share about the different programs that focuses on education, housing, economic stability and resiliency, and healthcare for the Native Hawaiians. Questions, comments, and concerns followed – [1:59:41]. Questions were raised regarding advocacy, access to resources, and Puʻuhonua o Wailupe. The Board extended the invitation to have OHA attend and provide monthly reports/updates on a regular basis.
