Honolulu Fire Department (HFD) – [0:01:19]: Captain Emmett Hall reported the February 2026 incident statistics.
February 2026 Statistics: In February 2026, HFD responded to one (1) nuisance fire, two (2) activated alarms with no fire, 33 medical incidents, and one (1) motor vehicle collision.
Monthly Safety Tip – Smoke Alarms: Smoke alarms save lives. They should be installed in every bedroom and outside each sleeping area, tested once a month, and replaced every ten years. Website: www.fire.honolulu.gov

Questions, comments and concerns followed – [0:02:20]
1. Smoke Alarm Humidity Issues: Kevin Mulkern asked whether certain smoke alarm brands are less prone to false alarms in humid conditions. Captain Hall responded that he could not endorse or recommend specific brands and suggested visiting www.fire.honolulu.gov for further information.

Vice Chair Lucas arrived at 6:32 p.m. There were 10 members present.

Honolulu Police Department (HPD) – [0:04:37]: Lieutenant Leonard Nishimura reported the February 2026 statistics.
February 2026 Statistics: There was one (1) motor vehicle theft, three (3) burglaries, six (6) thefts, no car break-ins or UEMVs, and 5,220 total calls for service. Statistical information can be found at www.honolulupd.org.
Safety Tip: Lieutenant Nishimura provided ATM safety tips, advising residents to be aware of their surroundings when using an ATM, keep card ready, avoid withdrawing large amounts of cash, and comply with demands if confronted to avoid injury. Notify police as soon as possible.
Follow-Up on Sex Assault Inquiries: Lieutenant Nishimura followed up on last month’s inquiry regarding sex assaults in the area. His research found that two separate, unrelated individuals were arrested. Incidents were tied to known suspects and were not considered a threat to the community. One incident was reported in the Kuliʻouʻou area with multiple charges and one was reported in the area but occurred elsewhere.

Questions, comments and concerns followed – [0:07:00]
1. Threat to Community: Chair Burkert asked whether the individuals remained at large and posed a threat. Lieutenant Nishimura indicated the suspects were known individuals and he did not believe they posed a threat to the broader community.
2. Suspects Identified: Treasurer Spangler asked whether the two suspects were the same individual. Lieutenant Nishimura clarified they were entirely separate incidents involving two separate individuals.
3. Child Safety Education in Schools: Chair Burkert asked if there was education in schools for children on what to do when approached by a stranger. Lieutenant Nishimura indicated that HPD’s community policing team visits schools and discusses various safety topics.
4. Commendation for Arrests: Kevin Mulkern thanked Lieutenant Nishimura for the successful arrests, noting it was one of the rare times in over 20 years of attending meetings to hear about arrests being made.

Board of Water Supply (BWS) – [0:12:02]: Lorna Heller announced that the BWS is inviting the community to celebrate World Water Day on March 22, 2026, an annual United Nations observance highlighting that approximately 2.2 billion people worldwide lack access to safe water. This year’s theme centers on the connection between water access and equality, and the public is encouraged to visit www.boardofwatersupply.com/WWD for stories and videos about the global water crisis. BWS also reminded the community that water is a finite resource.

BOARD BUSINESS – [0:14:00]
Vacancies – [0:14:03]: Chair Burkert announced continued vacancies in Subdistrict #1 (Lower Waiʻalae Iki), Subdistrict #2 (Upper Waiʻalae Iki Ridge – two vacancies), Subdistrict #5 (Kainani/Wailupe Peninsula), Subdistrict #7 (Hawaiʻi Loa Ridge/Niu Valley), and Subdistrict #8 (Kuliʻouʻou). No volunteers came forward.

Approval of Regular Meeting Minutes from February 4, 2026 – [0:16:47]: With no corrections noted, the minutes were approved.

Three-Absence Notice: Board Member Healani Sonoda-Pale – [0:17:06]: The Board addressed a three-absences notice for Member Sonoda-Pale, who was present at the meeting. Several community members, including a family representative, spoke on her behalf, explaining that her absences were due to the recent passing of her father and highlighting her dedicated service to the community. Neighborhood Assistant Zhoydell Magaoay stated that it’s the policy of the Neighborhood Commission to mail out a notice to the member when the member is absent three times. Chair Burkert clarified that although per neighborhood board policy a three-absence notice triggers a motion to vacate the seat, it is not an automatic removal and asked the Board if anyone wished to make such a motion. Hearing none, Sonoda-Pale was confirmed to remain on the board.

6:57 p.m. – Chair Burkert reconvened the meeting.

Kalanianaʻole Highway Speed Calming Measures Discussion – [0:27:26]: The Board discussed speed calming measures along Kalanianaʻole Highway, following a prior suggestion from DOT Engineer Casey Abbe to study options such as chevron markings and speed tables. Community members shared strong safety concerns, including a recent incident in which a jogger was struck by a vehicle on the sidewalk near Kalanianaʻole Highway, and several speakers noted a pattern of speeding, drag racing, and pedestrian hazards along the corridor. While some members supported speed humps as proven life-saving measures, others raised concerns about noise, property damage, and the need for broader community input before moving forward. Additional suggestions included traffic lights, speed cameras, radar speed trailers, and increased police presence. Treasurer Spangler agreed to draft a resolution requesting a DOT study that incorporates community concerns, and members were encouraged to submit written input to help shape a cohesive proposal.

Announcement – [1:00:04]: Chair Burkert congratulated Sandy Pfund and Michiko Wada for their efforts in opening Waialae Iki Park to leashed dogs and their owners, noting that it was part of an island wide initiative to make public parks more accessible to dogs and their owners while ensuring the safety of all park users.

PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [1:00:44]
1. Board Procedures and Quorum Concerns – [1:01:01]: Treasurer Spangler expressed concern that quorum had not been verbally established at the start of the meeting, correspondence was not reviewed, and the absence notice for Member Sonoda-Pale should have been handled via a phone call rather than being placed on the public agenda. Chair Burkert apologized for not personally following up with Member Sonoda-Pale while off island.
2. Announcements: Member Ham noted that the board received two emails: one from LIMBY Hawaiʻi (Locals in My Backyard) regarding Hawaiʻi housing, offering to help draft a resolution or provide additional information should the board wish to take a position, and another from a Hawaii News Now reporter inquiring about any newsworthy board business. Chair Burkert asked Member Ham to follow up with Hawaii News Now.
3. FAA Comment Deadline Reminder: Resident Bruce Todoki reminded the community that the deadline for submitting comments to the FAA regarding overhead aircraft noise is March 15, 2026. He encouraged the public to search “Hawaii News Now FAA” and submit comments directly through the FAA questionnaire.
4. Board Concerns: Multiple community members expressed concerns about the Board’s handling of the three-absence notice and the situation that arose under unusual circumstances as well as community members being requested to keep comments brief and to the point. Chair Burkert reminded the Board that it can’t do the business of helping our communities if quorum is not reached. If members communicate to her if they can’t make a meeting, it becomes an excused absence. Several members of the Board expressed their sympathy to Member Sonoda Pale and acknowledged the opportunity to improve communication as well as the mutual responsibility to keep the Chair informed when they cannot make a meeting.

OFFICIALS’ REPORTS – [1:21:56]
U.S. Congressman Ed Case – [1:24:30]: No representative attended and no report was submitted.

Mayor Rick Blangiardi – [1:24:39]: Director Dita Holifield delivered the Mayor’s report, highlighting the mayor’s commitment to fiscal responsibility and directing the board to www.honolulu.gov/mayornewsletter for the latest newsletter. She provided updates on two items from previous meetings: demolition has begun at Frank Fasi Municipal Park as part of ongoing construction, with intermittent street-level parking closures expected and advance notice to be provided; and regarding the Coast Guard Wailupe Housing Facility, HFD is aware of plans to demolish homes adjacent to the Wailupe Bay Fire Station and has expressed interest in acquiring a portion of the property for expansion, though no formal position has been taken and updates will continue to be reported to the board.

1. Tree Protection at Wailupe Coast Guard Site: Treasurer Spangler asked about protection of trees at the Coast Guard property during any future construction, referencing past incidents where construction caused the deaths of trees at other sites. Director Holifield acknowledged the concerns, noted she has oversight of many city properties with trees, and agreed to report back with answers next month.
2. Police Memorial Landscaping: Secretary Johnson asked that when the Frank Fasi project is complete, a word be put in to landscape the police memorial, which currently has only weeds. Director Holifield agreed to look into whether the memorial falls under city or state jurisdiction and to reach out on the board’s behalf.
3. Lead Contamination and Cultural Resources at Coast Guard Site: Community member Meli raised concerns about known lead contamination in the soil at the Coast Guard facility and asked whether cultural monitors would be on-site during construction, and how lead contamination would be mitigated. Director Holifield confirmed that State of Hawaiʻi Historic Preservation Division (SHPD) is always called when any cultural resources are found and agreed to raise the lead contamination concern with the appropriate experts. She also noted the request that Puʻuhonua o Wailupe, as ancestral descendants, be notified if any iwi are found.
4. Tree Safety Inspection at Coast Guard: Member Kilcoyne noted that a large branch fell from a tree at the Coast Guard facility about two months ago, damaging the wall in front, and suggested the trees be inspected for safety.

Governor Josh Green – [1:40:18]: Dave Day was unable to attend due to a family matter. Vice Chair Lucas noted that anyone with questions for the Governor’s office may direct them and Dave Day would follow up.

Senator Stanley Chang – District 9 – [1:41:16]: Zephanii Smith Eisenstat delivered Senator Chang’s report. She noted that the March 2026 newsletter is available and encouraged board members to visit https://www.senatorchang.com/ for legislative updates. Senator Chang’s office sources bill ideas and policy concerns from neighborhood board meetings. The legislature is currently in a five-day recess and will resume next week, with session concluding on May 8, 2026.

1. Opposition to Senate Bill 2423 – Zoning: Secretary Johnson expressed opposition to SB 2423, a zoning-related measure, noting it would be detrimental to older established communities. The Senator’s representative noted the bill passed out of the JDC committee on February 27, 2026 and will likely cross over to the House, and encouraged written testimony to be submitted.

Representative Mark Hashem – District 19 – [1:47:55]: Jane Taylor from Representative Mark Hashem’s office reported on several items. Rep. Hashem, as committee chair for Water and Land, has passed over 60 bills from the House with approximately the same number coming over from the Senate. Taylor noted that Representative Hashem sent out a postcard regarding little fire ants and how to check your property; $1.5 million has been set aside by the state to address this issue. Fire ants have been confirmed in Wailupe Stream. Representative Hashem’s office has been in contact with DOT regarding the upcoming Kalanianaʻole Highway traffic signal modernization, Phase 2, expected to begin in spring 2026, pending permitting. Staging is planned near Kalani High School on state and city parcels. Rep. Hashem also addressed a rockfall incident on Haleloa Street in Kuliʻouʻou (not Niu Valley as initially misstated).

1. Fire Ant Confirmation in Wailupe Stream: Member Kilcoyne confirmed that fire ants have been found in Wailupe Stream and cautioned that they can travel downstream with water flow, urging prompt attention.
2. Kalanianaoʻle Highway Traffic Signal Modernization – Phase Two: Treasurer Spangler asked for an update on the traffic signal modernization plan. Taylor confirmed that permitting is still ongoing with no set schedule, though a spring 2026 start is anticipated per a February 20, 2026 letter from Ed Sniffen. Staging will take place on two parcels near Kalani High School — one state parcel fronting the school and one city and county parcel on Kalanianaoʻle Highway between Kalani and the Hawaiian Electric substation — neither of which will impact any residential yards or neighborhoods.
3. Traffic Signal Modernization – Noise and Timeline: Treasurer Spangler asked about the noise exception allowing nighttime work during the modernization project, noting that the community had sent 15–20 letters asking for reduced weekend hours. Taylor noted that permitting for the traffic signal modernization project is still ongoing with no set schedule, though a spring 2026 start is expected per a February 20, 2026 letter from Ed Sniffen. Staging areas will be located near Kalani High School on two parcels — one state and one city and county — away from any residential neighborhoods.
4. Support for HB 1875 – Healthcare Worker Protections: Member Monson-Gere thanked Representative Hashem for supporting HB 1875, which protects doctors offering gender-affirming care and reproductive care, noting that with Hawaii’s physician shortage, this will help retain medical professionals in the state.
5. Noise Concerns – Traffic Signal Modernization: Resident Stephanie Spangler raised concerns on behalf of her golf course community regarding a noise exception that would allow construction work nearly 24 hours a day, seven days a week, and noted that the community had submitted 15 to 20 letters requesting that weekend work hours be reconsidered. Taylor confirmed it had not yet received information on construction work hours but committed to making it the next question directed to the Department of Transportation.
6. Ed Sniffen Letter – Public Notice Concerns: Treasurer Spangler requested that the Ed Sniffen letter be emailed to the commission for public access. Taylor agreed to look into it upon returning to the office. Treasurer Spangler also noted that required public notices — such as newspaper announcements and special notices — had not yet been issued prior to the project, and questioned whether the spring 2026 timeline was realistic given that permitting is still ongoing. Taylor acknowledged the concern and committed to staying on top of the matter and keeping the community informed.

Architects Hawaiʻi – Conditional Use Permit (CUP) for 1105 Hind Luka Drive – [1:58:47]: Presenter was not present.

Office of Hawaiian Affairs (OHA) Legislative Priorities – [1:58:47]: Presenter was not present.

Federal Aviation Administration (FAA) Changes Affecting Airspace Over Our Neighborhoods – [1:59:53]: Chad Wasden and Amy Fuller presented on the FAA’s nationwide airspace modernization initiative, which is beginning in Hawaiʻi and currently open for public comment until March 15th. Wasden identified four problematic flight paths — mainland arrival routes crossing directly over neighborhoods, outbound flights passing over Diamond Head, the overnight “Freeway” route along H-1/Kalanianaʻole Highway, and tour helicopters crowding the coastline — and proposed that commercial inbound and outbound flights stay at least 5 miles from Oʻahu, the “Freeway” route be restricted to last-resort use or subject to a curfew, and tour helicopters remain 2 miles offshore. Community members were encouraged to submit their concerns to the FAA in their own words by scanning the QR code on the provided flyer before the March 15, 2026 deadline.

1. Resolution from Diamond Head Neighborhood Board: Treasurer Spangler asked if Wasden had a resolution ready for neighborhood boards to vote on. Wasden said he did not have one prepared in time for this meeting but offered to provide a tailored resolution for the next meeting.
2. Altitude Requirements: Chair Burkert asked whether altitude restrictions above neighborhoods should be included in the FAA proposal. Wasden indicated he preferred routes that avoid neighborhoods entirely rather than altitude restrictions, which are harder to enforce from the ground.
3. Personal Impact of Highway Flight Route: Secretary Johnson shared that she lives a block from the H-1 corridor and experiences severe vibration from low-flying aircraft, with jalousie windows shaking as if in an earthquake. She urged the planes to fly over water instead. Wasden expressed solidarity and reiterated the public comment campaign.
