CALL TO ORDER – [0:00:08]: Chair Clarissa Burkert called the Kuliʻouʻou-Kalani Iki Neighborhood Board No. 2 meeting to order. Quorum was not established with eight (8) members present after roll call. Note: This seventeen-member Board requires nine (9) members to establish quorum and to take official Board action.

Honolulu Police Department (HPD) – [0:01:19]: Lieutenant Mike Thompson reported the March 2026 incident statistics.
March 2026 Statistics: There were zero (0) motor vehicle thefts compared to one (1) the previous month, one (1) burglary compared to three (3) the previous month, eleven (11) thefts compared to six (6) the previous month, one (1) unauthorized entry into motor vehicle (UEMV) compared to zero (0) the previous month, and 5,697 total calls for service.
Monthly Safety Tip – Distracted Driving Awareness: April is National Highway Transportation Safety Administration Distracted Driving Awareness Month. In 2024, there were 3,200 people killed and 315,000 injured in distracted driving accidents nationwide. Drivers are advised to pull over before using devices, designate a passenger as a texter, avoid social media while driving, and activate “Do Not Disturb” mode. Passengers should speak up if their driver is texting. Additional tips available at www.transportation.gov.

[0:04:09] – Member Spangler requested that quorum be formally established at the start of each meeting. Chair acknowledged the oversight and committed to completing roll call following the emergency responder reports. Board member Stanton had resigned prior to the meeting and was marked absent for quorum purposes.

Honolulu Fire Department (HFD) – [0:05:52]: Firefighter Kendall Lloyd reported the March 2026 incident statistics.
March 2026 Statistics: HFD responded to one (1) structure fire, one (1) nuisance fire, three (3) activated alarms with no fire, thirty (30) medical incidents, and two (2) motor vehicle crashes or collisions.

1. Emergency Shelters on the East Side: Member Kilcoyne asked whether any designated emergency shelters had been announced for the east side (ʻĀina Haina area) during the recent flooding events, noting that news coverage showed shelters elsewhere but none in this area. HFD indicated shelter placement was outside their scope and suggested the question be directed to the City. Director Holifield chimed in to clarify that shelter resources are evaluated in real time based on where emergency responders are most needed and confirmed that every area is considered a priority.

[0:12:38] – Neighborhood Assistant Jones conducted roll call. Eight (8) members were currently present. There was no quorum.

[0:15:10] – Board member Shin logged online at 6:45 p.m., bringing the total to nine (9) members, establishing quorum.

Board of Water Supply (BWS) – [0:15:30]: Jimmy Yanos reported one (1) main water line break in March, which occurred on March 2, 2026, involving an 8-inch diameter pipe at 5645 Haleola Street.
Detect a Leak Week — April 12–18, 2026: BWS has partnered with City Mill to observe Detect a Leak Week from April 12th through 18th. The observance encourages residents to find and fix leaks that waste water and increase utility bills. One of the most common household leaks is a running toilet caused by a worn or faulty flapper. Outreach events include a kickoff on April 11th (noon–2:00 p.m.) at Town Center of Mililani and a wrap-up on April 18th (11:00 a.m.–1:00 p.m.) at Kahala Mall. Free toilet leak detection dye tablets will be available at both events, the BWS lobby, all City Mill locations, and satellite city halls. More information at www.boardofwatersupply.com/DALW.

BOARD BUSINESS – [0:17:53]
Vacancies – [0:17:54]: Chair Burkert announced continued vacancies in Subdistrict #1 (Lower Waiʻalae Iki), Subdistrict #2 (Mid Waiʻalae Iki), Subdistrict #3 (Upper Waiʻalae Iki/Poola Street), Subdistrict #5, Subdistrict #7, and Subdistrict #8. No volunteers came forward. The community is encouraged to invite interested neighbors to attend the next meeting in May.

Approval of Regular Meeting Minutes from March 4, 2026 – [0:19:11]: With no corrections noted, the minutes were approved.

Three-Absence Notice: Board Member Tim Stanton – [0:19:36]: As Board Member Stanton resigned prior to the meeting, the three-absence notice did not need to be discussed.

Pia Valley/Wailupe Valley Ungulate Exclusion Fence Discussion – [0:19:53]: Chair Burkert introduced two stakeholders: Richard Furst (Oʻahu Commissioner, Game Management Advisory Commission – GMAC) representing the hunting community, and Craig Gorsuch (Manager, Koʻolau Mountain Watershed Partnership – KMWP). A resolution on this topic is not yet ready for a vote.
Richard Furst – Hunting Community Concerns: Mr. Furst criticized the lack of transparency regarding a proposed 522-acre ungulate exclusion fence in Wailupe and Pia Valleys, noting the hunting community was informed just one week prior. He expressed concern about losing approximately 240 acres (24%) of Public Hunting Area Unit D and presented five requests to Department of Land and Natural Resources Division of Forestry and Wildlife (DLNR/DOFAW) and KMWP: identifying alternative hunting lands, allowing unrestricted public hunter access during eradication, installing stepover gates in valley locations, permitting additional take methods (baiting/trapping) after eradication, and establishing a legal hunter access checkpoint at the Hao Street trailhead.
Craig Gorsuch – Koʻolau Mountain Watershed Partnership: Mr. Gorsuch confirmed the NOAA-funded fencing project involves Mālama Maunalua, Koʻolau Watershed Foundation, DOFAW, and KMWP, with approximately one year of remaining funding. The 21,535-foot fence will enclose 522 acres in the southern Koʻolau range, addressing pig damage to native plants, water quality, and coral reefs while preventing ʻōhiʻa death fungus spread. Permits are approved, no archaeological sites exist in the corridor, and biosecurity procedures are in place. He plans to meet with DOFAW on April 13, 2026 to address hunting community concerns and is open to adding valley stepover gates beyond the seven currently planned for ridgelines and summits.

Questions, comments and concerns followed – [38:02]
1. Follow-up Meeting Date: Chair asked if the experts could provide an update in about two months, suggesting early July for their next appearance to the board.
2. Meeting Time Fairness: Member Sonoda-Pale raised concerns about inconsistent time enforcement, noting that while previous speakers were cut off at their two-minute limit, a recent speaker was allowed to continue beyond their allotted time, and emphasized the importance of applying rules fairly to all participants.
3. Hunter Availability: Member Kilcoyne asked whether hunters are available seven days a week or restricted to specific days and if there have been any incidents or injuries involving interactions between hunters and hikers. Mr. Gorsuch indicated he could not answer hunter availability questions directly and noted that inviting hunters to help remove pigs inside the fence is separate from general access rules. He mentioned reaching out to the Oʻahu Pig Hunting Association but has not yet received a response. Mr. Gorsuch acknowledged that reducing public hunting areas could increase mixing between hunters and the public in remaining zones, raising concern about potential conflicts.
4. Weekend Hunting Restrictions: Member Kilcoyne noted that on Hao Street, hunters are not allowed on weekends to avoid conflicts with hikers, though this restriction was noted as possibly outdated. Mr. Furst clarified that Public Hunting Area Unit D currently allows hunting on Saturdays, Sundays, and state holidays, with no current intent to modify these rules even within the enclosure.
5. Hunter Checkpoint Rationale: Mr. Furst explained that advocating for a hunter tracking/informational checkpoint at the Hao Street trailhead would help manage interactions since most forest users enter at that point. Member Kilcoyne shared positive experiences with hunters being respectful, noting they often leave someone at the trailhead to warn others about hunting dogs, and hunters with dogs often stop when they see pets on the trail to prevent conflicts.

Exemptions from Presentation Timing Requirements – [0:44:55]: Chair Burkert brought forward a motion to allow the Community Climate Mandate for East Oʻahu an extended 10-minute presentation window (in lieu of the standard 5-minute limit) for their scheduled presentations in May and July 2026. The motion was ADOPTED; 9-0-0 (Aye: Spangler, Burkert, Shin, Fujii, Kilcoyne, Monson-Gere, Johnson, Lucas, Sonoda-Pale; Nay: None; Abstain: None) – [0:48:57].

PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [0:49:04]
1. Poola Street Overgrowth and Speeding Concerns: Chair Burkert summarized two issues on behalf of former Member Stanton: overgrowth of greenery onto the sidewalk on the upper portion of Poola Street near the Kahala Kua private gated community creating unsafe pedestrian conditions, and speeding vehicles clocked at 45–50 mph in that residential area with the community requesting speed bumps. Treasurer Spangler noted that formal community petitions with supporting signatures are required before such requests can be formally advanced by the board.

2. Lawelawe Street Fire Properties – Ongoing Concerns: Resident Andrea Wagner of Lawelawe Street reported that despite a statement from the City Council Chair’s office indicating the situation at the fire-damaged properties had been resolved, debris remains on the property, the resident who started the fires is still in the community, and two others similarly situated individuals have been identified on Paniolo Place and at the end of Hao Street. She urged the Board to encourage elected officials to proactively assist individuals showing signs of untreated mental illness, and offered to assist. Vice Chair Lucas suggested drafting a resolution to formalize the neighborhood board’s position and add it to the collection of concerned citizens’ requests. Treasurer Spangler raised concerns about why communities outside of Waikīkī and Chinatown lack access to the same tools (e.g., forced evaluation programs) used in those areas. Resident Wagner noted that CORE is aware of the situation but is currently overtaxed due to storm recovery. Director Holifield offered to invite Anton Krucky, Director of Community Services, to a future board meeting to address these concerns. A related bill – Senate Bill 709 SD2 HD1 – is currently in the legislature.

OFFICIALS’ REPORTS – [1:01:00]
U.S. Congressman Ed Case – [1:01:02]: Deputy Chief of Staff Kekoa Kaluhiwa reports damage has exceeded $1 billion, with City, State, and FEMA assessments now underway. Hawaiʻi’s congressional delegation has submitted a joint letter to the President requesting a major disaster declaration. Residents should self-report damage at www.oneOahu.org or www.honolulu.gov/homedamage. As a member of the House Appropriations Committee (Defense and Homeland Security subcommittees), Congressman Case continues to address Iran war concerns and Congressional accountability while gathering feedback for the FY27 federal budget. 1. Wailupe Stream Maintenance Timeline: Member Kilcoyne asked if there were any updates on the timeline for clearing Wailupe Stream, noting they were told April was a possibility. Kaluhiwa indicated he was unsure whether it was City or State jurisdiction but committed to checking.
2. Congressional Pay During Government Shutdowns: Member Fujii questioned why Congress continues to receive pay during government shutdowns when other federal workers do not, and why Congress members reportedly receive special airline privileges. Kaluhiwa acknowledged the frustration, agreed with the sentiment, and committed to taking the concerns back to the Congressman.
3. Save Act / Save America Act Vote: Member Monson-Gere asked why Representative Case voted for the Save Act, citing concerns about voter disenfranchisement. Kaluhiwa clarified that while Case supported an earlier version of the Save Act last summer, he opposed the more recent Save America Act approximately three weeks ago, believing the additional voter scrutiny requirements were excessive.
4. Federal Emergency Management Agency (FEMA) Funding and Rebuilding: Chair Burkert asked about efforts to rebuild FEMA given recent staffing reductions. Kaluhiwa explained that Congress is currently reconciling the DHS funding bill, under which FEMA falls, and expressed confidence that FEMA funding would be passed through. He did not yet have a timeline for the major disaster declaration response.

Mayor Rick Blangiardi – [1:11:50]: Director Dita Holifield delivered the Mayor’s report, expressing gratitude for community support during the devastating Kona low storms—described as the worst in two decades—and announcing ongoing recovery efforts including a dedicated website, cleanup operations focused on the North Shore, coordinated debris collection in Waialua and Haleʻiwa, and temporary park closures pending safety assessments. City updates included the 2026 town hall meeting schedule, the GROW recycling program launch, new affordable kūpuna housing in ʻEwa, the appointment of Hong Li as Deputy Director of Transportation Services, an open invitation for Police Chief input, Skyline ridership growth alongside Bill 60 passage, and the expected year-end completion of the Middle Street phase. Additionally, March meeting follow-up addressed three jurisdictional matters: Coast Guard property trees are federally owned, though one exceptional Africana tree requires a protection permit; the Police Memorial walkway boundary between city and state jurisdiction remains under review; and the Coast Guard site, zoned as an F1 preservation district, falls under Hawaiʻi State Historic Preservation Division authority rather than city land use jurisdiction.

Mayor’s Town Hall Date and Location: Treasurer Spangler clarified that the Mayor’s Town Hall for the East Honolulu area (including Mānoa and Kaimukī) will be held on May 21, 2026, 6:30–8:30 p.m. at the Ala Wai Golf Course Clubhouse, second floor. Director Holifield confirmed she will attend and invited residents to come.
2. Tree Protection at Coast Guard Property – Black Tarp Concern: Treasurer Spangler raised concern that contractors may damage tree root systems by laying black tarps when parking heavy equipment, citing what happened at a Kalani Iki City parcel park. She asked the Mayor’s Office to find someone to exert oversight. Director Holifield committed to bringing the concern to the Mayor’s attention and to the communication and information process.
3. Police Memorial on State Property: Secretary Johnson asked why the City built a police memorial on State property. Director Holifield deferred comment on prior administration decisions but committed to looking into it. Member Fujii clarified that it is a State Law Enforcement Memorial on State land donated for that purpose.

City Council Chair Tommy Waters — [1:27:57]: Chief of Staff Kevin Imanaka reported on several developments: Chair Waters held the first informational briefing regarding Kona low storm recovery with City emergency response officials, demolition and clearance at 668 Lawelawe Street in ʻĀina Haina was largely completed with the resident’s case re-referred to court in June 2026, DTS confirmed the Nenue Place crosswalk will proceed using existing funds, SB 2423—which the Chair opposed—has died but may be reintroduced next year, and the Honolulu Youth Commission is seeking applicants ages 14–24 to replace outgoing District 4 representative Asa Shimizu as commission chair.

1. Flooding in Kuliʻouʻou and Access to Assistance: Member Sonoda-Pale reported that her home was flooded and asked whether other homes in the Kuliʻouʻou area were affected and what assistance was available. Imanaka was unaware of any calls from the area but offered to follow up. Kekoa Kaluhiwa noted that residents must self-report storm damage at www.honolulu.gov/homedamage to be eligible for assistance. www.oneOahu.org also includes nonprofit food and financial assistance resources.
2. Wailupe Stream Maintenance Update: Member Kilcoyne asked for a stream maintenance update. Imanaka had no specific update but committed to following up with Director Albano.
3. Storm Damage Claim Deadline: Treasurer Spangler warned that there is a deadline for filing storm damage claims and encouraged residents who sustained damage to file as soon as possible. Imanaka agreed to follow up the next morning.
4. Gratitude for Niu Valley Stream Cleaning: Secretary Johnson expressed gratitude that the Niu Valley stream had been cleaned prior to the Kona low storms, noting it was the most water she had ever seen in the stream in her lifetime, and that having the stream cleared helped prevent worse flooding. Imanaka agreed to pass the thanks along.

Senator Stanley Chang – District 9 – [1:38:40]: Zephanii Smith Eisenstat reported that SB 2423 is now dead due to community opposition. The office is coordinating with the Mayor’s Office, Governor, and HPD Commission on increasing homeless encampments and legal concerns around clearing them. 1. Support for HB 1875 – Healthcare Worker Protections: Member Monson-Gere thanked Senator Chang for his anticipated support of HB 1875 on April 7, 2026 a bill protecting healthcare workers who provide gender-affirming care and reproductive health care.

Representative Mark Hashem – District 19 – [1:44:14]: Jane Taylor noted that she emailed a letter (previously requested by Treasurer Spangler) regarding the Kuliʻouʻou traffic signal modernization project. No new information has been received on the project start date; a typo in the letter cites “spring 2026” as the start, which may indicate spring 2027. Representative Hashem dropped off Little Fire Ant kits at the ʻĀina Haina Library for pickup. Representative Hashem thanked Chair Waters for expediting demolition at the Lawelawe Street property. His office is considering forming a task group – including DOH, Chair Waters, Senator Chang, and others – to address mental health-related community concerns once additional court proceedings conclude.

Traffic Signal Modernization – Broader Scope of Project: Treasurer Spangler urged that the board and Representative Hashem’s office be aware that the project extends beyond the four corners of Kalani Iki and Wailei – also including resurfacing of Waiʻalae Avenue under the viaduct near Kahala Mall, affecting a major traffic corridor for all of East Honolulu and Hawaiʻi Kai. She requested a comprehensive presentation and correct timeline information. Taylor agreed to request clarification and pass the concern on.

Crisis Outreach and Response Engagement (C.O.R.E.) – [1:52:31]: Mike Buck from C.O.R.E. was unable to present. No presentation given.

Disposable Food Ware Ordinance (DFWO) – [1:52:58]: Department of Environmental Services (ENV) Recycling Program Branch Chief Henry Gabriel reported on the Disposable Food Ware Ordinance and Plastic Bag Ban, detailing FY25 efforts including 4,838 mailers sent, 1,234 responses, 173 inspections, and 181 education visits, with FY26 targeting 6,000 mailers and 105 inspections to date. Common violations include single-use plastic lids, Polyethylene Terephthalate (PET) containers, and non-compostable serviceware, while prepackaged food remains exempt and polypropylene (#5) is not yet classified as single-use plastic pending draft legislation requiring compostable materials. Plastic bag non-compliance carries a $250 daily penalty following education and notice of violation protocols.

1. Penalties and Costs to Businesses: Member Kilcoyne asked about the penalty for non-compliance and the cost burden on retail stores. Gabriel clarified that the plastic bag ban has been in effect since 2012 and the current 15-cent bag fee requirement since 2017. Businesses are first educated, then issued a notice of violation, then a notice of order. The fine for non-compliance is $250 per day.
