Chair Clarissa Burkert called the meeting to order at 6:30 p.m. – Quorum was established with eight (8) members present via WebEx and in person. Honolulu Fire Department (HFD) – [0:00:51]: Firefighter Soares reported the following. A copy of the report can be found at: HFD April 2025 Report. Should you have questions, please e-mail the HFD’s Public Affairs & Media Liaison at HFDNHB@honolulu.gov.
• March 2025 Statistics: There was one (1) structure fire, eight (8) activated alarms (no fire), 19 medical emergencies, four (4) motor vehicle crashes/collisions, two (2) mountain rescues, and one (1) hazardous materials incident.
• Safety Tips: Firefighter Soares provided evacuation planning safety tips. For more in-depth information, please go to their website: https://www.hfd.honolulu.gov/.

Honolulu Police Department (HPD) – [0:03:36]: Lieutenant Nishimura reported the following:
• March 2025 Statistics: There were two (2) motor vehicle thefts, three (3) burglaries, eight (8) thefts, one (1) Unauthorized Entry to Motor Vehicle (UEMV), and 6,194 calls for service.
• Safety Tip: Lieutenant Nishimura provided information on public alert and warning systems. For more in-depth information, please go to their website: https://www.honolulupd.org/.

Questions, comments, and concerns followed – [0:04:56]. Lt. Nishimura clarified that District 7 covers from Punahou to Makapuu Lighthouse. When asked to clarify beach park closures, and Lt. Nishimura confirmed that fishermen can be in the park if they don’t have vehicles from 10 pm to 5 am but that other people have to leave. Because there have been reports of homeless in the area, he would ask his officers to check Wailupe Beach Park and people hanging out in the bathroom area after the Park closure.

Board of Water Supply (BWS) – [0:14:26]: Christopher Sugimoto provided the report, which can be found at: BWS April 2025 Report. Sugimoto reported one (1) main break on Thursday, March 13, 2025, at 6077 Haleola Street. Sugimoto announced Detect-A-Leak Week and events. Questions, comments, and concerns followed – [0:16:50]. A community member, Kāhala Motoyama, expressed concern about protecting the cultural heritage and preventing contamination during the Paikō Drive water main installation. As a lineal descendant, her family will be monitoring the construction. She also requested that silk blooms be used to make sure nothing goes into the storm water drain and contaminate the reef. The BWS is having a meeting on April 7 from 6 to 8:30 pm at the ‘Āina Haina Library about this and the Board is invited.

Member Fujii arrived at 6:55 p.m. There were nine (9) members present.
Member Sonoda-Pale arrived at 6:56 p.m. There were 10 members present.

BOARD BUSINESS – [0:26:16]
Approval of Minutes – March 5, 2025 – [0:26:26]: Hearing no corrections, the Minutes were adopted as written.

Wailupe Stream Maintenance – [0:26:44]: Department of Facility Maintenance (DFM) Director Gene Albano attended the meeting to address the concerns and the frustration with the lack of maintenance and overgrowth in the stream, especially concerns about fire hazards and safety. Director Albano provided updates on the progress of the maintenance of the stream and answered questions or concerns regarding Wailupe Stream maintenance. Director Albano noted that DFM does check the critical stream points before pending storms to ensure no blockages that could cause flooding. Residents are worried about debris impeding flow under the bridge which may cause flooding and the timing and method of stream cleaning, with residents reporting worsening conditions. Concerns were about vegetation removal, erosion, and the need for targeted clearing of trees. A concern was expressed that the Department of Planning and Permitting (DPP) is allowing permits for monster homes right up to the stream. Residents also suggested exploring the possibility of using native vegetation in stream maintenance and work with residents on a long term solution that respects the land, fish and protects our watershed. Director Albano understood that there is a need for improved maintenance practices and utilizing available equipment for the stream’s future. Director Albano informed the residents that there are other departments that need to be involved in the discussions, for example, the Department of Parks & Recreation (DPR), Division of Urban Forestry (DUF) to address the removal of the trees. Director Albano will collaborate with other departments to address departmental responsibilities and improve coordination. A site visit will be arranged with Director Albano to show him the stream and identify any problems. Director Albano to follow up in June 2025 for a progress update.

Neighborhood Board No. 2 Public Relations – [1:27:19]: Deferred to next month’s meeting.

Property Tax Financing Future Development – [1:29:05]: Member Spangler noted that she read an article regarding the City wanting to explore property tax financing for future developments. Spangler requested this topic to be discussed at the next meeting.

Comment: Member Johnson expressed her objection to Congressman Case’s condemnation of Representative Green when he spoke out against cutting Medicaid. Member Sonoda-Pale reminded everyone of the Mayor’s Town Hall on June 5 at 7 pm at Kalani High School’s cafeteria.

Senator Stanley Chang – District 9 – [1:38:46]: Zephanii Smith Eisenstat provided the report, which can be found at: Senator Chang April 2025 Report. Eisenstat noted the session is heading into conference second week of April 2025. Eisenstat announced that one-million dollars secured of Capital Improvement Project resources for Hawaiʻi School for the Deaf and Blind and $150,000 for the Manalua Fishpond Heritage Center’s re-roofing project. Representative Mark Hashem – District 18 – [1:44:05]: Jane Taylor noted that there are lots of bills coming their way in the Water & Land Committee that are heading into conference. Reach out to Representative Hashem’s office at 808-586-6510 with any concerns or questions.

Hawaiʻi Department of Transportation (HDOT) – [1:45:31]: Casey Abe provided updates regarding the damaged guardrail and treatment near the Board of Water Supply facility, homeless encampment under the damaged drainage canal, damaged Hawaiian Telecom utility box, branches falling from the trees in the median on Kalanianaʻole Highway and overgrown trees blocking sidewalks.

PRESENTATIONS – [2:00:32]
Reimagining Public Safety – [2:00:59]: Dr. Nick Chagnon provided a brief overview of what the organization, Reimagining Public Safety Hawaiʻi Coalition does in the community. Dr. Chagnon noted that the main thing that the Coalition is trying to engage at this meeting is the widespread perception that crime is increasing or out of control. Dr. Chagnon noted that what we see on the streets that are understood as criminal problems can also be understood as a part of our public health crisis such as homelessness, mental health issues, substance dependency, etc. Dr. Chagnon provided the main causes of our current crisis such as severe shortage of mental health services and facilities, affordable housing, lack of treatment facilities for drug addition, cost of living skyrocketing, and wages too low. Dr. Chagnon noted that there is the need to publicize resources and information for the public on how to handle situations involving mental health or housing issues and alternative approaches such as crisis responder models and fully funded mental health services are more effective and cost-effective. Questions, comments, and concerns followed – [2:10:26]. Member Lucas stated that there are resources and the public can call 988 for help for those with severe mental health issues.
