Chair Pro Clarissa Burkert called the meeting to order at 6:32 p.m. – Quorum was established with nine (9) members present via WebEx and in person. Note – This 13 – member Board requires seven (7) members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) – [00:00:46]: Firefighter Calistro reported the following. A copy of the report can be found at: HFD February 2025 Report.
• January 2025 Statistics: There were two (2) nuisance fires, three (3) activated alarms (no fire), 34 medical emergencies, three (3) motor vehicle crashes/collisions, and one (1) mountain rescue.

Honolulu Police Department (HPD) – [00:04:17]: Lieutenant Thompson reported the following:
• January 2025 Statistics: There were three (3) motor vehicle theftsfour (4) burglaries, six (6) thefts, 12 Unauthorized Entries to Motor Vehicle (UEMV), and 6,079 calls for service.

Board of Water Supply (BWS) – [00:12:42]: Christopher Sugimoto provided the report, which can be found at: BWS February 2025 Report. Sugimoto reported one mail break on Thursday, January 2, 2025, at 5138 Poola Street. Sugimoto announced the water waste hotline. If anyone has any questions/comments, you can contact him at csugimoto@hbws.org. For more information visit www.boardofwatersupply.com.
Questions, comments, and concerns followed – [0:14:08]. Sugimoto will report back to the Board next month regarding an update on the PFAS chemicals found in the Hālawa well.
Member Lucas arrived at 6:42 p.m. There were 10 members present.
BOARD BUSINESS – [0:16:50]
Vacancies – Subdistricts 1 (1); 2(1); 6(1): Mecca Monson-Gere provided a brief introduction. NA Magaoay verified her residency. [0:18:26] – Member Ham nominated and Member Spangler seconded to have Mecca Monson-Gere to fill the vacant seat in Subdistrict 6. The Board conducted a hand vote, 10-0-0 [Aye: Stanton, Ham, Kilcoyne, Lucas, Burkert, Gonsalves, Johnson, Sonoda-Pale, Spangler, Fujii; Nay: None; Abstain: None] – [0:19:57].
6:51 p.m. Chair Burkert called for a short recess to swear in Mecca Monson-Gere. There were 11 members present.
6:53 p.m. Chair Burkert called the meeting back to order.
Approval of Minutes – December 4, 2024 – [0:22:47]: Hearing no corrections, the Minutes were adopted as written.
Resolution – Sunshine Law Amendment – [0:23:21]: A copy of the Resolution regarding the Sunshine Law Amendment can be found at: Sunshine Law Amendment. [0:24:45] – Stanton moved and Monson-Gere seconded to support the Sunshine Law Amendment. Discussions followed. Hearing no further discussions, the Board conducted roll call vote; 7-4-0 [Aye: Stanton, Ham, Lucas, Burkert, Johnson, Fujii, Monson-Gere; Nay: Kilcoyne, Gonsalves, Sonoda-Pale, Spangler; Abstain: None] – [0:32:21]. There was an error made in the counting of the votes on the video. The vote count on the Minutes does reflects the true count. Therefore, the motion to support the Sunshine Law Amendment meets the necessary votes (7 votes) for the item to be adopted.
Illegal Fireworks – [0:39:12]: Member Stanton presented an overview the legislation regarding illegal fireworks which can be found at: Legislation on Illegal Fireworks Overview. [0:43:41] – Kilcoyne moved and Stanton seconded to draft a letter in support of legislative bills that are address illegal fireworks, in particular the bills that make it a felony to sell fireworks that cause injury or death and bills that fund the illegal fireworks task force. Hearing no further discussions and no objections, the Board adopted the motion to draft a letter in support. 11-0-0 [Aye: Stanton, Ham, Lucas, Burkert, Johnson, Fujii, Monson-Gere, Kilcoyne, Gonsalves, Sonoda-Pale, Spangler; Nay: None; Abstain: None] – [0:43:55].
Manauwea Street garbage pickup/parking issues – [0:44:06]: Member Ham felt that the response from ENV was vague and not a good response. She noted that the response referred to emergency vehicles and to call the police if people are parking illegally. Member Ham will further investigate this issue to why this particular street has “no parking signs,” where other streets which are in fact narrower, do not have signs.
Announcements – 2025 Board Candidate Registration, Deadline February 21, 2025 – [0:46:52]: Chair Burkert announced the deadline to register for the 2025-2025 Neighborhood Board Elections is on Friday, February 21, 2025. Chair Burkert reminded the current Board members to register. Several Board members shared that they were having some issues with the online registration process, which they encountered some glitches, not able to submit, etc.
PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [00:50:47]
Phishing Emails – [0:50:50]: Member Spangler raised concerns with phishing emails being sent to Board members from Neighborhood Board No. 2’s Mayor’s Rep, Dita Holifield. She is requesting an official response from the NCO because she feels these emails are targeting people who are on the neighborhood boards or seem to come from officials in government and other neighborhood board members.
Parking on the sidewalks – [0:55:46]: Member Stanton raised concerns regarding a construction company on the big bend on Poola Street, leading up to the gated community of Kahala Kua are parking their cars on the sidewalk at the apex of the bend and residents that walk up the street have to walk on the road with cars coming behind them and cannot see the traffic. Stanton also noted that they park on a spare plot of land. There are a lot of construction there for four to five new houses going up the street. He noted that all the “no parking” signs are taken down.
Dog Parks – [0:58:57]: Resident Brian Walker raised concerns regarding dog parks off leash, on leash parks. Walker noted the signage states that the dog has to be on leash at the Wailupe Valley Neighborhood Park, however there is hardly anybody there at the times that he is using the park. He is requesting the park be allowed dog with no leash use that particular park when it is not utilized by people that does not have a dog. The Board provided steps into having part of the community park converted to a dog park; for example, surveying the residents, petitions.
Neighborhood Board No. 2 Social Media Account: Member Monson-Gere raised concerns regarding misinformation on old social media pages of the Board’s meeting dates and times. Member Monson-Gere requested partnering with the person in charge of the different social media pages to get the community involved.
OFFICIAL’S REPORTS – [01:08:28]
Congressman Ed Case Representative – [01:08:35]: No representative present and no report submitted.
Mayor Rick Blangiardi’s Office Representative – [01:08:46]: No representative present. The Mayorʻs Newsletter can be found at: Mayor Blangiardi’s Highlights.
Governor Josh Green Representative – [01:08:54]: Dave Day provided the report, which can be found at: Governor Green’s Newsletter. Day highlighted the Governor’s bill relating to the criminal penalties, specifically the sentencing enhancement for fireworks incidents that cause substantial injury or death.
Questions, comments, and concerns followed – [1:10:29]. Mr. Day was asked what’s being done to stop them at the source and he responded that there are multiple jurisdictions at ports. Mr. Day stated that homeowners are responsible for people setting off illegal fireworks on their property but he was asked to introduce a law to make it a crime with sentencing enhancements for people to set them off on the street along with a substantial penalty so that they can be held civilly liable instead of criminally beyond a reasonable doubt.
City Council Chair Tommy Waters – [01:23:09]: Adam Doo noted that the State Department of Law Enforcement does have a free app to report illegal fireworks: https://getsaferwatch.com/ but if you do not have a smart phone, the anonymous tip line is 808-517-2182. Doo provided updates to community concerns raised at previous meeting. Doo also provided legislative updates which included Resolution 25-3 and Resolution 25-35.
Questions, comments, and concerns followed – [01:27:00]. Member Sonoda-Pale questioned Mr. Doo about the Department of Hawaiian Home Lands’ plans to build in Maunalua and asked to have that item put on the Board’s agenda next month. Member Spangler asked if why there is substandard drainage on Kalaniana‘ole Highway across from Holy Trinity Church when it rains? Mr. Doo replied that they monitor the flood waters in that area and he will also followup with Mr. Abe at the DOT on that. Chair Burkert asked Mr. Doo to thank Chair Waters for keeping the Ahuwale stairs clear of vegetation.
Senator Stanley Chang – District 9 – [1:44:20]: Zephanii Smith Eisenstat noted that there are 1,669 bills are being processed right now in this session. Smith Eisenstat encouraged the public to visit the legislative website for more information on the bills. Smith Eisenstat announced that Senator Chang is the Chair of the Housing Committee and the Vice-Chair of the Energy & Intergovernmental Affairs. Smith Eisenstat provided legislative updates. Representative Mark Hashem – District 18 – [1:51:29]: Jane Taylor announced that Representative Hashem is the Chair of the Water & Land Committee, which see a lot of bills relating to wastewater, stream maintenance, cesspool, Kakaako Makai bills, etc. Taylor provided update on the Capital Improvement project funding.

Hawaiʻi Department of Transportation (HDOT) – [1:58:00]: Casey Abe provided updates regarding the repair of the damaged highway light standard, graffiti in the district, overgrowth on Waiholo Street intersection that is blocking the signs and sidewalk as well as along Kalaniana’ole Highway from residential properties that need to take care of their landscape and installment of flexible delineator.
