Honolulu Police Department (HPD) – [0:04:14]: Lieutenant Michael Thompson provided the November 2024 monthly statistics and safety tip regarding taking precautions during the holiday season. Website: https://www.honolulupd.org/.

• November 2024 Statistics: There were three (3) motor vehicle thefts, seven (7) burglaries, 16 thefts, eight (8) Unauthorized Entries to Motor Vehicle (UEMV), and 5,889 calls for service.

Honolulu Board of Water Supply (BWS) – [0:10:39]: Christopher Sugimoto provided information on water main breaks for October and November 2024 and a holiday advisory concerning utility payment scams.

Questions, comments, and concerns followed – [0:12:44] Because the break happened near the new bus stops on Hae Street, the community questioned if the rest of the street was in danger. Mr. Sugimoto would check and respond at the Board’s next meeting.

Chair Burkert acknowledged the Neighborhood Commission for approving a temporary reduction in the number of Board member seats for quorum requirements necessary to conduct Board business.

City Council Chair Tommy Waters – District 4 – [0:51:01]: Adam Doo provided information on legislation that will be heard at the Wednesday, December 11 City Council Meeting: Bill 61 (2024) prohibiting wheelies [stunts] by drivers of electric bicycles, mopeds and motorcycles; Resolution 24-176 relating to the City acquiring the Queen Theater in Kaimukī; and Bill 59 (2024) relating to single use plastic bottles on City property. Regarding fire ants, Mr. Doo said Resolution 23-308, passed last year, recognizes the City’s role in working with the State; a free collection kit may be requested: https://stoptheant.org/.

Questions, comments, and concerns followed – [0:54:22] Overgrowth in Wailupe Stream was supposed to be cleared by the end of summer and needs to be addressed. Mr. Doo did inspect the stream and Chair Waters and he go to the stream several times a month because they hear from many constituents that back up to the stream and flooding is also a concern. The Neighborhood Assistant stated that the City has started in the upper boulder basin on 9/30 and the lower work is scheduled with the DFM but the crane is in the shop for repairs. Will work on providing another update for the next meeting.

Senator Stanley Chang – District 9 – [1:11:38]: Ruben Sierra, Senator Stanley Chang’s new Office Manager, provided information from the City Department of Design and Construction regarding road construction beginning December 9 from 8:30 to 3:30 Monday through Friday, not including holidays, for one year on Ahuwale Street in ʻĀina Haina. He said more information is available on the Mayor’s website or by contacting Cindy Cromwell at (808) 396-2469. Mr. Sierra also noted reading Senator Chang’s newsletter on Senator Chang’s website, which includes information on housing.

Representative Mark Hashem – District 18 – [1:14:03]: No representative present.

Hawaiʻi Department of Transportation (HDOT) – [1:14:17]: Casey Abe provided responses to complaints and other requests.

Questions, comments, and concerns followed – [1:17:40] The DOT took down several trees with gall wasp infestation along Kalaniana’ole Highway to prevent accidents and will replant rainbow shower trees. Graffiti has been maintained but it still needs to clean up trash near Paikō Drive. Director/District office received complaints about cars merging from Kīlauea Avenue jumping lanes to turn left so the DOT installed poles to prevent that. A community member said that may have prevented one problem but made another because now cars are turning into their community. A discussion was also held about the sign placement for Iki Place along Kalaniana’ole Highway.

6. PRESENTATIONS – [1:24:40]

Honolulu Marathon – [1:24:44]: Chair Burkert recognized and thanked JJ Johnson, Race Director of the Honolulu Marathon Association (HMA), who was present with Tim Marr and Carl Brooks (also with HMA), for being present at the meeting.
Questions, comments, and concerns followed – [1:25:59] Although the race has been going on for 52 years, the residents of the oceanside communities have been held captive every year which doesn’t generate aloha from our residents. Officials were asked to kōkua the community and instruct HPD to let people leave. They explained they hire 400 special duty police and because they can’t meet with all of them, for some major intersections, written instructions are given to officers assigned to those posts in order to eliminate communication problems.

PUC Energy Docket – [1:44:22]: Max Markrich, an economist at the State Public Utilities Commission, an agency within the State Department of Commerce and Consumer Affairs, gave a presentation on Participating in the Energy Equity and Justice Docket to educate and provide information to increase public engagement and involvement in energy regulatory issues.

Questions, comments, and concerns followed – [1:49:43] The Chair asked the PUC’s outreach coordinator to attend one of the Board’s future meetings.

Paiko Drive Water Service Improvements (BWS) – [1:58:45]: Ernest Lau, Manager and Chief Engineer of the Honolulu Board of Water Supply, introduced Pat Chun and Lester Fujikami of its Capital Projects Division, engineer Dray Awaya, and communications specialist Steven Norstrom. He stated the Paiko Drive 8-inch water main presentation regarding a pipeline replacement project is part of an outreach effort to obtain feedback from stakeholders as to its handling of iwi kūpuna and other cultural resources that may be encountered, and introduced Berna Senelly of Oceanit. Ms. Senelly introduced Jason Lee, Oceanit Project Manager and Project Engineer, and Dennis Gosser, Pacific Consulting Services, Inc. archeologist, who provided project information, including relating to the State Department of Land and Natural Resources’ State Historic Preservation Division (SHPD) request for an Archeology Inventory Survey. SHPD provided them a list of people to contact which they did including Member Sonoda Pale and continue to contact.

Sewer Service Charge Increase [ENV] – [2:18:46]: City Department of Environmental Services (ENV) Director Roger Babcock provided information about its proposed sewer fee increase package that he said is currently before the City Council, which included a flyer, website (at top banner): https://www.honolulu.gov/env/, and an explanation of sewer service fees, including reasons relating to system upgrades, timeline, duration, and the low income customer assistance program.

Questions, comments, and concerns followed – [2:35:21] Between 2025 and 2050, ENV estimates construction will cost over $10 billion. Bills will more than double over 10 years but the per month cost won’t occur all at once and is estimated to increase $12 per month for average water user. The cost will be different depending on the amount of water used but if you go to the website, you can see what your bill will be. Dr. Babcock agreed to come back to let the Board know how residents can control the impending charges and manage these expenses.
