I. CALL TO ORDER – [0:00:13] 6:31 p.m.
Chair Clarissa Burkert called the meeting to order at 6:31 p.m. – Quorum was not established with eight (8) members present via WebEx and in person. Note – This 17 – member Board requires nine (9) members to establish a quorum and to take official Board action.

II. CITY/STATE MONTHLY REPORTS – [00:00:29].
Honolulu Fire Department (HFD) – [00:00:42]: Captain Hall provided responses to concerns raised at previous meeting regarding stream maintenance and incident statistics. • May 2024 Statistics: There was one (1) structure fire, six (6) activated alarms (no fire), 31 medical emergencies, four (4) motor vehicle crashes/collisions.
• Safety Tips: Captain Hall provided safety tips in the event of power outages. For more in-depth information, please go to their website: https://www.hfd.honolulu.gov/.
Question, comments, and concerns followed – [00:04:33]. Several in attendance thanked HFD for their help in dealing with medical emergencies. Captain Hall would not speculate as to whether conditions are suitable for a fire disaster but stated they will train as hard as they can and respond as quickly as they can.

Honolulu Police Department (HPD) – [00:18:50]: Lieutenant Thompson reported the following:
• May 2024 Statistics: There were four (4) motor vehicle thefts, two (2) burglaries, two (2) thefts, 11 Unauthorized Entries to Motor Vehicle (UEMV), and 6,450 calls for service.

Board of Water Supply (BWS) – [00:20:57]: Chris Sugimoto provided the report which can be found at: https://drive.google.com/file/d/1jSmblw9dqikvIVjsst6JfOFwErJpNBp9/view?usp=drive_link. Sugimoto provided responses to questions raised at the previous meeting regarding drought condition projections. Sugimoto reported four (4) main breaks – one (1) on Monday, May 20, 2024 at 912 Waiiki Street, one (1) on Wednesday, May 22, 2024 at 2186 Halakau Street, and two (2) on Thursday, May 23, 2024 at 2180 Halakau Street and 2174 Halakau Street. Sugimoto provided the general water announcement regarding the Annual Water Quality Reports. For more information visit www.boardofwatersupply.com.
Questions, comments, and concerns followed – [00:24:52]. It was reported that a sinkhole has appeared at the end of Anolani Street in Niu Valley and BWS will investigate. BWS does not take or have data on global warming or ocean rising but the public can go to UHERO to get that information.

Ng provided an update regarding power outages in some portions of East Honolulu. Hawaii Department of Transportation (HDOT) – [00:52:52]: Casey Abe provided updates to concerns regarding graffiti, potholes on Kalanianaʻole Highway going westbound right after the West Halema‘uma‘u intersection, street name sign for Bay Street, and missing overhead street name signs for Kuliʻouʻou Road, Iki Place, Pu‘uikena Drive, East Halema‘uma‘u Street and Hawaiʻi Kai Drive.

VI. PRESENTATIONS – [01:00:48]
Crane Residence SMA Major: Steven Doo presented the Crane residence Special Management Area Use Permit project on 4920 Kalanianaʻole Highway which can be found at: https://docs.google.com/presentation/d/1KeTyeg1aN869fFL6olQzA9z0iPNs7_ky/edit?usp=drive_link&ouid=113660273786562269535&rtpof=true&sd=true. The two-story, single-family residence will be approximately 7,030 square feet (sf) with total floor area of approximately 10,275 sf with the residence setback 97 feet from shoreline. Doo noted that the application for SMA use permit will be submitted sometime in June 2024, DPP public hearing scheduled for Summer 2024, DPP report to City Council thereafter, and City Council Review and Approval by Winter 2024. Doo also noted that the building permit approvals is tentatively set for Spring 2025 and construction completion by Summer 2026. The area has been reviewed and investigated which indicated no significant historic or cultural resources observed, no candidate or listed endangered or threatened species observed, and a Residential Storm Water Management Plan will be submitted.

Coconut Rhinoceros Beetle (CRB) Response Hawaiʻi – [01:19:47]: Sanna Matheny presented a quick overview of the Coconut Rhinoceros Beetle and its impacts, identification, recommendation, and best management practices. The CRB is native to Southeast Asia and has invaded a lot of other Pacific Islands before it ended up on O‘ahu in 2013. CRB feed on mostly palm trees – coconut, royal, date, and fan palms but if these food sources are not available, CRB feed on banana, sugar cane, kalo, pineapple, and tree ferns. Matheny noted that CRB are concentrated more in Central O‘ahu, West O‘ahu, and North Shore. The adult CRB is two inches long, all black beetle with a horn that are feeding on the palm trees and the larva which can reach up to 3.5-4 inches long can be found in any decaying plant matter-mulch, compost, rotting logs. There are trap finds on Oahu which detect and monitor CRB population. CRB will bore through the crown area of the tree leaving two-inch boreholes and when the palm grows out, you will see V-shape cuts on the fan leaves. Possible breeding materials are chipped green waste/mulch, whole green waste, potting mix, compost, potted plants, dead trees, and logs. Matheny noted that more cases are being detected in shipped garden potting mix where the CRB are boring through the potting mix bags, lay their eggs in the bag and residents accidentally bringing the infested potting mix home. Matheny provided some recommendations to address the CRB crisis which includes not transporting CRB material, manage green waste by treating and removing potential breeding materials, and treating the infestation with palm treatments and breeding site treatments. CRB treatments includes the use of netting which trap the beetle, or pesticide injections. Matheny encouraged community management by adopting best practices and treatments across entire neighborhoods. Board members raised concerns with chemical treatments affecting the fruit of the tree for edibility, possible repellant plants, and the State response.

Kīlauea Avenue Roadway Improvements (Complete Streets) – [01:49:26]: Daniel Alexander, DTS presented the roadway improvements on Kīlauea Avenue. Alexander noted a lot of speeding on Kīlauea Avenue with max speeds observed at 65-70 miles per hour(MPH) on a 30MPH speed limit, and a wide range of vehicle traffic which can reach up to 20,000 cars per day, Kīlauea Avenue is a corridor is packed with students, one (1) fatality in the last five years, and Kīlauea Avenue is 78 feet wide. The section running the mall where the heaviest tracking traffic volumes, the plan is to maintain the current configuration where two lanes in each direction with the dedicated left turn lanes and then as you go south from Pahoa Avenue, DTS will be removing a through lane in each direction so you go down to one through lane in each direction and dedicated left turn lanes. This configuration will continue all the way to the 22nd Avenue and then would have select left turn pockets at 19th and 18th Avenues to accommodate the schools and the heavier left turn volumes at 18th Avenue. The proposed plan will also include buffered bike lanes. Alexander noted that a queue study was conducted on Pahoa Avenue, Pueo Street, and Waiʻalae Avenue. Alexander noted that the lane reduction will reduce speeding and shortening the pedestrian crossing distance will help pedestrian cross the Kīlauea Avenue and provide opportunity to do curve extensions which will further improve the crossing distance for pedestrians and minimize their exposure. More public outreach to residents, businesses, schools, and communities in the area will continue as the project progresses. The project design is ongoing and the bidding of the first phase of the project will be by the end of 2024. Board members raised concerns with traffic congestion and community outreach.

The Kuliʻouʻou-Kalani Iki Neighborhood Board will recess its Regular Meeting in July, 2024.
