I. CALL TO ORDER [0:00:17]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 10 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

II. FILLING OF VACANCY [0:00:29]: Resident Woody Salhi volunteered to fill the current Subdistrict 2 vacancy. Following discussion, Hoe MOVED and Smith-Kauhane SECONDED to nominate resident Woody Salhi to the Board. A roll call vote was conducted and PASSED with a vote count of 9-0-0 (Aye: Logue, Saito, Smith-Kauhane, Aguilera, Gardner, Hoe, Abe, Chung, Kang; Nay: None; Abstain: None) – [0:3:30]

Honolulu Fire Department (HFD) [0:05:09]: Firefighter Ho provided the monthly statistics for January 2025 and power outage preparedness safety tips.

• Support for Bus Route 200 [0:13:01]: Residents Kelson Kai and Dalen Kam shared the positive community impacts of the new bus route 200.

Kaimuki Business and Professional Association (KBPA) [0:18:19]: Calvin Hara shared there was no update at this time.

VI. PRESENTATIONS [0:18:38]

Hawaii Bicycling League [0:18:43]: Eric McCutcheon provided his monthly presentation to the community. He shared a PowerPoint presentation regarding the current bills going through the legislature that will help increase rider safety and designate new terms to classify electric bicycles.

City Department of Environmental Services (ENV) Increase in Sewer Charges [0:27:54]: Deputy Director Michael O’Keefe provided an oral presentation about the newly proposed sewer rate changes. He shared the first few years will be an additional 9% onto the sewer bill and progressively decrease in percent from years 6-10. This change comes from the financial demand that ENV is required to meet in order to continue services and do various projects around the island, the last change was experienced in 2016. This is a 10-year proposed change.

Ocean Flow Project [0:48:43]: Kalani High School students Reid Bernier and Jude Windler provided a PowerPoint presentation regarding their proposed Ocean Flow project to address the amount of plastic pollution washing on shore. They are proposing a reliable recycling system for old fishing gear at ports throughout Oahu to reduce fishing pollution for a safer and cleaner environment.

Follow the Drop Initiative [0:58:00]: Saige Ranon from Hawaii Green Growth provided a PowerPoint presentation to introduce the follow the drop initiative which is meant to help recharge aquifers and help with flood and brown water runoff mitigation. This initiative introduces green stormwater infrastructure such as a rain garden, permeable pavement, rain catchment, and vegetated filters to residents to help with these mitigation efforts.

State Senator Les Ihara, Jr. (Senate District 10) [1:25:36]: No representative present.

State Representative Tina Grandinetti [1:25:50]: Emily Cristobal provided the report and highlighted the following: provided some background information about herself; transportation improvement efforts; current housing bills Representative Grandinetti is trying to get passed; Community Land Trust bills; upcoming finances committee recess; efforts in the working family’s caucus; how the federal funding will impact Hawaii.
