I. CALL TO ORDER [0:00:06]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 10 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Kaimuki Business and Professional Association (KBPA) [0:10:32]: Calvin Hara from the KBPA thanked the community and the City for participating in the Kaimukī Christmas Parade stating it was the largest public turnout he has seen come view the parade.

• Hawai’i Bicycling League – Eric McCutcheon [0:12:53]: Eric McCutcheon presented his monthly presentation regarding an update from the Hawaii Bicycling League, this month discussing the status of Bill 52 and Bill 61. Bill 52 is regarding increasing the age of helmet wearing of electric bike riders to 18 and Bill 61 is regarding punishment for riders performing wheelies.

Honolulu Foundation Proposal for Kyudojo (Japanese Archery Practice Facility at Mauʻumae Nature Park [0:16:50]: Robert Dewitz provided an oral and visual presentation of the proposed Kyudojo (Japanese Archery Practice Facility) at Mauʻumae Nature Park. This facility is still early in its development and is set to be open for just 12 hours a week from Friday-Sunday once operation begins before eventually increasing its hours. Dewitz shared this form of archery is quite so it will not disturb nearby residents and the facility itself is specifically designed for this specific type of archery so no western archery can be practiced here. The goal is for the facility to be open for every resident who wishes to participate and a system of membership will be generated and shared for interested residents.

Council Member Tommy Waters (City Council District 4) [0:45:25]: Adam Doo provided the report and highlighted the following: Chair Waters has a new senior advisor; Scott Nishimoto has filled the open councilmember seat; the Department of Parks and Recreation’s tree planting; Resolution 25-1 regarding the Oʻahu Vision Zero Action Plan; the upcoming informational briefing for the Public Safety Committee; community can make suggestions to Capital Improvement Projects with the council budget coming up.

Council Member Scott Nishimoto (City Council District 5) [0:49:47]: Councilmember Nishimoto will no longer report at the Board meeting.

Governor Josh Green’s Representative [0:50:23]: Amanda Stevens provided the report and highlighted the following: the opening day of the 2025 legislature can be found on YouTube; increases to the income limit; increases to Medicaid eligibility;

State Senator Stanley Chang (Senate District 9) [0:52:32]: No representative present.

State Senator Les Ihara, Jr. (Senate District 10) [0:52:43]: Senator Ihara provided the report and highlighted the following: there are already several hundred bills already introduced; the committees he is sitting on this sessions; February 14 is the deadline for the subject matter committee for bill review; how to get in contact with his office.
State Representative Tina Grandinetti [0:57:03]: No representative present. Report taken later in meeting.

State Representative Jackson Sayama (Representative District 20) [0:57:10]: Representative Sayama provided the report and highlighted the following: he is the chair of the labor committee; the majority caucus is focusing on bills tailored to affordable housing and workforce, kauhale initiatives, prek licensure and schooling, and food security; his personal legislative package;

Congressman Ed Case (Congressional District 1) [1:01:10]: No representative present.
