Rules for Virtual Participation: All participants will be muted by the moderator. You will be recognized by “raising your hand” to be recognized by the Chair, and then please unmute yourself and turn on your camera. You may also write comments and questions in the chat box.

Rules of Speaking: Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds (2/3) vote eight (8) of this 11-member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

II. FILLING OF VACANCIES: We have one (1) vacancy on our Board in Subdistrict 2 (Mauka of Wai’alae Avenue). If there are any volunteers to fill this position, please contact Jeffrey Jones of the Neighborhood Commission Office (jeffrey.jones@honolulu.gov) to verify residency and attend this meeting. Note: this 11-member Board requires six (6) members to establish a quorum and to take official Board action.

I. CALL TO ORDER [0:00:19]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 10 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Honolulu Police Department (HPD) [0:03:04]: Lieutenant Nishimura reported the following:
● May 2024 Statistics: There were 19 motor vehicle thefts, 9 burglaries, 34 thefts, 9 unauthorized entries into motor vehicles (UEMV), and 6,450 total calls for service.

Board of Water Supply (BWS) [0:05:12]: No representative present, no report given.

V. PRESENTATIONS [0:05:34]

Certificates of Accomplishment to the Valedictorian / Salutatorian of Kaimukī Christian School and Sacred Hearts Academy [0:05:46]: The Board presented certificates to the Valedictorian and Salutatorian of Kaimukī Christian School and Sacred Hearts Academy. Pictures were taken with each student.

Waialae Baptist Church Cell Tower [0:08:24]: A resident shared her concerns regarding a 50-foot cell tower built on the Waialae Baptist Church property. With its close proximity to residents, there are concerns about potential health risks brought by the tower.

Hawaiʻi Green Growth [0:12:02]: Cyrus from Hawaiʻi Green Growth announced the organization’s Rain Water Assessment Project.

Liholiho Elementary School Traffic [0:14:10]: A resident shared concerns about Liholiho Elementary School Traffic and the issues it is bringing to the area, some waiting in traffic upwards to 20 minutes just to get through.

Kaimuki Business and Professional Association (KBPA) [0:18:52]: Calvin Hara shared the following: KBPA did their Adopt-A-Park for the Kaimukī Community Park cleanup; scholarships for the four area high school students; reminded the community of what the KBPA does.

State of Hawaiʻi Department of Transportation [0:21:21]: Bryan Kimura shared the current project that will affect the Kaimukī area are still on schedule.

Hurricane Season Preparation [0:22:55]: Molly Pierce from the Department of Emergency Management (DEM) provided a presentation on how to properly prepare for a disaster if the island is hit with a massive hurricane. She shared how DEM would get notices to people via smartphones, how to properly get notified of any potential disasters, and how to properly prepare a “go-bag.”

He was able to clarify potential traffic and safety concerns for residents who live nearby.

Hawaiʻi International Film Festival – HIFF Administrative Office Relocation [1:22:36]: Anderson Le gave an oral presentation on the HIFF administrative office being relocated into the Kaimuki community. He also shared the current and future programs HIFF offers and how that could be of service to the community.

Mayor Rick Blangiardi’s Representative [1:29:52]: Chair Kang read the provided memo of the Mayor’s Report and highlighted the following: the creation of the new Ocean Safety Department; statewide efforts to improve the 9-1-1 system; Hawaiian Electric Company’s (HECO) Public Safety Shutoff Program; Mayor Blangiardi’s final town hall meeting in Waialua on Thursday, June 20, 2024; the Department of Parks and Recreations (DPR) is looking for Summer Fun volunteers. He also provided follow up responses to questions asked at the April 2024 meeting.
