I. CALL TO ORDER: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 9 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Brian Kang, Judi-Ann Smith-Kauhane, Stacey Arnold, Becky Gardner, Paul Hoe, Joyce Murakami, James Logue, Travis Saito, Franklin Chung.

Board Members Absent: Kelsie Aguilera.

Guests: Lieutenant Nishimura (Honolulu Police Department), Lorna Heller (Board of Water Supply); Mark Wong (Mayor Blangiardi & Department of Information Technology); Councilmember Calvin Say; Adam Doo, Council Chair Tommy Waters; Faith Quintua (Senator Stanley Chang’s Office); State Representative Jackson Sayama; Eric McCutheon (Hawaii Bicycle League); Carol Hoshiko; Elwood, Toni Robinson, Lot Lau, Justin Murata (Residents); Jeffrey Jones (Neighborhood Commission Office). II. FILLING OF VACANCIES: Resident Audrey Abe volunteered to fill the Subdistrict 3 vacancy. She shared a brief introduction of her residency in the Kaimukī community and what she will bring to the Board if elected.

Hoe MOVED and Chung SECONDED to nominate resident Audrey Abe to fill the current Subdistrict 3 vacancy. A roll-call vote was conducted and ADOPTED; 7-0-2 (AYE: Smith-Kauhane, Gardner, Hoe, Murakami, Logue, Chung, Kang; NAY: None; ABSTAIN: Arnold, Saito).

Neighborhood Assisant (NA) Jones administered the Oath of Office to Abe. Abe joined the Board. 10 members present.

III. CITY MONTHLY REPORTS

Honolulu Police Department (HPD): Lieutenant Michael Thompson reported the following:
● March 2024 Statistics: There were 17 motor vehicle thefts, 5 burglaries, 31 thefts, 7 unauthorized entries into motor vehicles (UEMV), and 6,238 total calls for service.
● Safety Tip: Pedestrian Safety Tips: how to properly walk in a marked crosswalk; encouraging wearing light colored clothing.

Honolulu Fire Department (HFD): Firefighter Thompson provided the monthly statistics for March 2024 and evacuation planning safety tips.

Board of Water Supply (BWS): Lorna Heller reported the following:
• Water Main Breaks: There were 2 water main breaks, one on Monday, March 18, 2024 and the other on Thursday, March 28, 2024.
• Announcement: Deteck-A-Leak Week from Sunday, April 14 – Saturday, April 20, 2024. An opportunity to track and repair ongoing leaks in both home and outside irrigation systems.

Main Break Location: Member Hoe asked about the specific location of the water main breaks. Lorna Heller responded with the first water main break being a 12-inch break on 22nd Avenue, the second water main break was a 4-inch break on 18th Avenue.

IV. PUBLIC INPUT

Hawaii School for the Deaf and Blind: The Managing Director of the school extended an invitation to a classroom lecture demonstration that will be taking place at the school located at 3440 Leahi Ave. on Thursday, April 18, 2024.

Chair Kang called a 2-minute recess because of WebEx audio issues.

Candidacy Announcements: Community and Board Members shared their candidacy for the upcoming election.

V. COMMUNITY UPDATES

Kaimuki Business and Professional Association (KBPA): No representative present. No report given.

Kapiolani Community College (KCC): Carol Hoshiko shared a slideshow regarding the construction update on the Culinary Institute of the Pacific. She also shared the intentions in getting community involved with taking the classes that will be offered once operations begin.

220 Grille: Resident Sarah Chinnen encouraged residents to go to the 220 Grille before they move from KCC because the food is good quality and cheap. Carol Hoshiko thanked her for making the comment.

Queen Theater Update: Elizabeth Garrison from the Friends of Queen Theater shared the positive progress with the current owners of the Queen Theater and reminded residents of their plan for the theater to be focused on education and the arts for low-income students. She shared the intentions are to help increase test scores, provide a positive and structured environment, and for the Queen Theater to be a positive asset for the community.

Verifying Point of Contact: Representative Jackson Sayama asked if Garrison would be a better point of contact when addressing and clarifying updates about the Queen Theater. Garrison responded with anything that is sent to her, she can give to the original point of contact, Adoree Yu. Adoree Yu also thanked the Friends of Queen Theater for their extended efforts in finalizing a lease for the intended project.

VI. PRESENTATIONS

Biki Bikeshare: Todd Boulanger shared statistics on the current Biki Bike program including categories such as location, rider ethnicity, and age. He also shared how the program will change with the current future plans of time and distance tracking.

Bike Range: Member Hoe asked what the distance one can travel on a Biki Bike. Boulanger responded that the distance depends on the Biki Bike plan.
Bike Plan Usage: Resident Elwood asked how would a rider know when the minutes on their plan have been used. Boulanger responded that the minutes are dependent on when one takes and returns a bike.
Current Update: Boulanger shared the efforts to restore lost bikes that have been vandalized or broken.
Issues with WebEx: Member Gardner shared she was unable to hear the presentation.

Department of Emergency Management – Hurricane Season Preparation: Postponed due to scheduling issue. Chair Kang shared it could potentially be on the June 2024 agenda if no future scheduling issues come up.

Mayor Rick Blangiardi’s Representative: Chair Kang read the provided memo of the Mayor’s Report and highlighted the following: the Mayor’s State of the City Address; the Mayor’s Town Hall tour; the new Behavioral Health Crisis Hub in Iwilei; the Waikiki Vista being the new home of the Royal Hawaiian Band.

City Council Chair Tommy Waters: Adam Doo shared Council Chair Tommy Waters’ newsletter, highlighting the following: the introduction of Resolution 24-62 regarding the additional building of sand beach volleyball courts; Cynthia McMillan being appointed to the Rate Commission which is responsible for handling rates for public transportation.

Councilmember Calvin Say (City Council District 5): Judi-Ann Smith-Kauhane shared Councilmember Calvin Say’s newsletter and highlighted the following: the review of the Fiscal Year 2025 budget; the Mayor’s State of the City Address; the lei draping ceremony at Thomas Square Park on March 18, 2024; the Kokua Market relocating to Pālolo Valley and now being called Hapa Market and Grill.

Governor Josh Green’s Representative: Amanda Stevens provided the Governor’s newsletter and highlighted the Medicaid Incentive Program regarding children in the family receiving wellness checks.

Teacher Recognition: A resident asked if the State had a program involving living treasures to recognize long-standing residents for their impact on the community. Stevens responded with writing to the board of Capital Modern for resources.

Representative Jackson Sayama: Representative Sayama discussed his participation in the Kaimukī High School Culture Day, the upcoming Festival of the Pacific from Thursday, June 6-Sunday, June 16, 2024, his office’s park cleanup in Pālolo Valley, updates on Senate Bill (SB) 3202 and House Bill (HB) 1630 regarding monster homes; HB1630 has had no hearing classifying it as “dead”; SB3202 has experienced so many deletions which make it ineffective, all bills discussing legalization of recreational cannabis are classified as “dead,” the upcoming conference committees in the legislature with negotiations of bills.

A voice vote was conducted and PASSED with a vote of 10 AYES (Logue, Smith-Kauhane, Gardner, Hoe, Abe, Chung, Arnold, Murakami, Saito, Kang), 0 NAYS, and 0 ABSTAINS. Vote concluded.

X. REPORTS: Member Chung shared he attended the Waikīkī Neighborhood Board No. 09 meeting and shared the conversations regarding violent homeless individuals. Member Smith-Kauhane shared she attended the Makiki “Nice Neighborhood” Board which is a committee meeting regarding different ways to help a community, this month’s conversation being how to get residents out of condominiums that are on fire.

XI. NEXT MEETING: The next Kaimukī Neighborhood Board No. 4 Regular Meeting is scheduled on Wednesday, June 19, 2024 at 6:30 p.m. at the Kaimukī Public Library meeting room and remotely via WebEx. There will be no meeting in May 2024 due to the Board’s scheduled recess.
