Planning, Zoning & Environment (PZ&E) Committee
February 2026 Meeting Report
Chair, Donna Wong
1. A committee meeting was held in-person on February 17, 2026, chaired by Donna Wong, and attended by committee members Jennifer Barra, Kelli Ann Kobayashi, Levani Lipton, and Gary Weller and KNB member Bill Hicks.
2. After lengthy discussion on City Council Resolution 25-228, which requires applicants seeking a discretionary Conditional Use Permit-major (CUP) to first present the proposed project to the neighborhood board of the district, Kelli Ann moved, Levani seconded, and the committee unanimously agreed that “The Kailua Neighborhood Board supports City Council Resolution 25-228 for neighborhood board and community awareness and comment on certain Conditional Use Permit-minor projects of significance to the community. The Kailua Neighborhood Board specifically concurs that this would ensure enhanced community engagement in decisions relating to the permitting of proposed projects that involve uses that are not typical in a particular Zoning District.”
3. The committee discussed Resolution 26-17, CDE1, which allows the Director to approve a CUP if certain criteria are followed. It was recommended that the committee not act on this Resolution at this time.
4. Members discussed the consultant’s answers to questions asked about the Kawailoa Youth and Family Wellness center Master Plan and unanimously agreed that the answers were unsatisfactory and did not answer our questions. The committee will now direct our questions to the Matelina Aulava-Youth Facility Administrator and Tammi Kaho`okele-Corrections Program Specialist II.
