STATUS REPORTS [0:02:33]

Honolulu Fire Department (HFD) [0:02:36]: No representative present at this time. Captain J. Nourrie arrived later at [0:25:37] and presented the statistics for October: 1 nuisance fire, 5 activated alarms (no fire), 69 medical emergencies, 6 motor vehicle crash/collisions, 2 mountain rescues, and 1 hazardous materials incident. He presented safety tips on kitchen and cooking safety during the holidays, and answered questions from the audience on whether rescue victims and/or residents are charged for ambulance services, and whether baking soda is a good replacement for fire extinguishers to extinguish kitchen fires.

Honolulu Police Department (HPD) [0:02:27]: Lieutenant Nakamura provided the monthly statistics for October 2024: 1 motor vehicle theft, 4 burglaries, 7 thefts, and 3 unauthorized entry into motor vehicles (UEMV).

Board of Water Supply (BWS) [0:04:21]: Iris Oda shared the general water announcements for October 2024. She reported a main break on Honokahua St and announced that the BWS has a hiring campaign for new employees.

Kaiser Complex Schools [0:09:47]: Principal Shannon Goo shared the Kaiser Complex updates for October 2024, which included that the Kaiser HS football team will be in the state championship playoffs; a full-term WASC accreditation visit will be occurring at Kaiser HS in January 2025; Kaiser HS Principal Justin Mew will be the Parade Marshall at the Lion’s Club Hawaii Kai Holiday Parade; Kamiloiki Elementary will be visited in January for the reauthorization of their IB program; and Haha’ione Elementary completed their Annual Fun Run. Kaiser Complex’s vision is to develop service-minded students who will go forth to serve our global and local communities.

COMMUNITY ANNOUNCEMENTS [0:13:02]

Kaiwi Mauka Lands Opportunity: Member Reilly shared that Saturday, December 14, 2024 will be the last opportunity for interested residents to participate in taking care of the Kaiwi Mauka Lands.

New Maunalua Signage: Resident Malia Marquez shared that there will be a blessing of the newly erected Maunalua sign at the entrance to Hawaii Kai on Thursday, November 28, 2024 at 9:00 am and invited residents to attend. She also acknowledged the Hawaii Kai Neighborhood Board and the Marina Association leadership for their assistance in making this community project a reality.

More Volunteer Opportunities: Resident Cassidy Hollenbeck shared there are more Kaiwi Mauka Lands being opened up for more volunteer opportunities.

Increased Wetland Accessibility: College students from Massachusetts, Ethan, Chris, Brendan and Riley, shared that they are working on a college service project with the Livable Hawaii Kai Hui organization to increase accessibility to native lands.

Waimanalo Christmas Parade: Residents Leiala Cook and Kalani Kalima shared that the upcoming Waimanalo Christmas Parade will be held on Saturday, December 14, 2024 and noted that traffic in the morning would be affected. They also shared the many scholarship opportunities available for graduates.

PUBLIC-GENERATED ISSUES [0:34:29]

Opposition to Off-shore Windmills: Resident Anne Marie Kirk commended the HK Neighborhood Board and elected officials for taking a position in opposition to windmills in the Kaiwi Channel, and urged the governor to also take a position to oppose them.

Homeless Encampments: Member Reilly asked Kalama Valley residents to be more vigilant of homeless encampments in the community, particularly if they are cooking in the dry brush, which creates a wildfire hazard.

Shopping Center Vacancies: Resident Sally Flynn shared her concerns about the number of business vacancies at Koko Marina Shopping Center and wondered if the Neighborhood Board had any insight into why this was occurring.

PRESENTATIONS [0:38:48]

ʻĀina Pauahi Update – Kamehameha Schoolsʻ Plan for Leased Properties in Maunalua [0:38:50]: Members of the Kamehameha Schools’ Management Team shared an update as to where they currently are in their process of assessing their various leased properties in Maunalua. They shared that they underestimated the time needed to complete the process, when they introduced the project to the Neighborhood Board and the community in early 2023. Going forward, they will need to share any proposed plans with the Kamehameha Schools leadership and Trustees before being able to report back to the community. Lead presenter Marissa Harman shared that Kamehameha Schools is working with individual tenants whose leases are expiring, and will be focusing attention on vegetation maintenance to mitigate any danger from wildfires.

Questions, comments, and concerns followed – [0:49:37] Numerous residents voiced many concerns and shared their discontent that more information on the properties whose leases are expiring is not currently available. Concerns were raised about farmers needing time to plan their crops; fears that the well-maintained JAIMS property might be greatly changed by development, destroying the view plane for Haha’ione Valley; concerns that plans will be developed by Kamehameha Schools with little community input; criticism that the process is taking so long; etc.

Proposed Change to Outbound Route for the Honolulu Century Ride [1:53:49]: Chris Salas from the Hawaii Bicycling League shared a proposal to change the outbound route of the ride to enable riders to remain on Kalanianaʻole Highway from Hanauma Bay to Sandy Beach. The riders currently turn left onto Lunalilo Home Road and make additional right turns through the residential neighborhood before returning to Kalaniana’ole Hwy at Sandy Beach. One lane will be closed for most of the route, but for that stretch of the ride from Hanauma Bay to Sandy Beach, both lanes will be closed for a time in the morning. He shared that the riders are usually bunched up at the early part of the ride, and the group progressively thins out as the ride goes on.

Mayor Rick Blangiardi’s Representative [2:01:16]: Amy Asselbaye provided the report and highlighted the following: the boulders at Wawamalu Beach are spaced to bar vehicles and to allow passage of pedestrians; and motorized vehicles, including E-Bikes, are already banned from the beaches. She also shared that the city checked and repaired the solar gate at the entrance to Koko Head District Park in response to a complaint that the gate was not working.

Update on Kaiwi Coast Scenic Byway [2:42:46]: Member Reilly shared that Livable Hawaii Kai Hui is working with environmental planning firm, Townscape, on a Management Plan for Kaiwi mauka, to cover the makai restoration efforts and address an entire contiguous landscape, mauka to makai.

Update on Kamilo Nui Valley Agriculture [2:43:24]: The Kamehameha Schools presentation earlier in the meeting indicated that Kamehameha Schools was meeting and working individually with the farmers/tenants.

Proposed Project to Pave the Dirt Parking Lot at Sandy Beach [2:43:40]: Resident Nick Menas shared his proposed project to pave the dirt parking lot at Sandy Beach. He presented photos of what the current dirt parking lot looks like, the limited number of parking spaces, and shared the potential hazards of loose rocks for beach goers. The project would extend the paved parking lot by paving the dirt parking area, and have vegetation near the guardrails.

Questions, comments, and concerns followed – [2:49:28] Members voiced concerns that extending the asphalt parking lot is contrary to keeping the coastline in its wild and natural state. This item will be considered further at the next board meeting.
