CALL TO ORDER – [0:02:04]: Chair Roberta Mayor called the meeting to order at 7:01 p.m. A quorum was established with 14 members of the Board present. Note: This 15-member Board requires eight (8) members to establish a quorum and to take official Board action.

STATUS REPORTS [0:04:31]
Honolulu Fire Department (HFD) [0:04:34]: No representative was present.

September incident statistics included 4 activated alarms, 64 medical emergencies, 3 motor vehicle crash/collisions, 3 ocean rescues, 1 mountain rescue and 1 hazardous materials incident. HFD confirmed that 3 out 4 mountain rescues in August involved the Koko Head Crater Trail. The Fire tip for October: Urging motorists to move over for emergency vehicles.
Honolulu Police Department (HPD) [0:04:46]: Lieutenant Taro Nakamura provided the monthly statistics for September 2024.
• Crime Mapping Statistics: https://www.honolulupd.org/information/crime-mapping/. HPD reported action taken on 36 calls out of a total of 6553 calls. Action was taken on 2 motor vehicle thefts, 1 burglary, 17 thefts and 16 UEMV cases (Unauthorized Entry of Motor Vehicle).
Board of Water Supply (BWS) [0:06:31]: Iris Oda shared the general water announcements for August 2024.

Chair Mayor asked about water reservoirs and contingency plans in case of island-wide disasters. BWS has a limited number of generators and fuel supplies available for pumping stations in case of electricity outages. In addition, water trucks would provide water to residents as needed. Iris announced the “Imagine a day without water” event at Kapolei Regional Park on September 28.

[0:10:00] Hearing no objections, Chair Mayor took the agenda out of order; Senator Chris Lee presented his report.
Senator Chris Lee [0:09:51]: Senator Chris Lee provided his report regarding invasive species in the East Honolulu area and the efforts being taken to control the spread of these species. His report included confirmation of the presence and spread of Rhinoceros beetles on several of the Hawaiian islands, and Coqui frogs in Waimanalo up towards the ridge of the Ko’olaus and beginning a descent towards the valleys in back of Hawaii Kai. Funding has been set aside for management of invasive species and drones will be employed to monitor the spread of species in inaccessible mountainous areas.
Questions, comments, and concerns followed – [0:14:45] Board member Reilly emphasized the urgency of outreach to residents with information about the spread of Coqui frogs. Chair Mayor asked about the spread of fire ants, and Chris Lee mentioned ongoing efforts to reduce the number of fire ant nests in beach parks and public spaces.
Kaiser Complex Schools [0:18:32]: Principal Shannon Goo shared the Kaiser Complex updates for August/September 2024.

• Two Kaiser High School students were National Merit Semi-finalists.
• Koko Head Elementary School earned a Blue Ribbon Award for excellence in academic performance.
• The feral chicken project has ended at Kaiser High School. Please do not feed or release chickens on school grounds!
• Kaiser High School announcements included information about Spirit Week activities, October 14-19, including the parade on Wednesday, October 16, the football game on October 18 and a High School Dance on October 19.
• On October 28, Kaiser will host 300 visiting students from Hokkaido-Sapporo Intercultural and Technological High School.
• Haha’ione Elementary School will host its Harvest Fest with a Haunted House on October 25.
Questions, comments, and concerns followed – [0:22:36] Member Knudsen acknowledged and commended Haha’ione Elementary for having been a Blue Ribbon school several times in the past.
COMMUNITY ANNOUNCEMENTS [0:24:10]
Educational Hikes: Member Reilly shared there will be educational hikes on the Kaiwi Mauka trail on Saturday, November 16, 2024 and Sunday, November 17, 2024.
Hawaii Running Lab: Michael Garrison shared an update regarding the upcoming Hawaii Kai Mile event he presented at the August 2024 meeting. The run is set to take place on Saturday, November 2, 2024, at 7:00 a.m.
Hawaii Kai Holiday Parade: Chair Mayor shared that the Hawaii Kai Holiday Parade is scheduled for Saturday, November 30, 2024. Chair Mayor asked the board members if they were interested and available to participate in the parade this year. As only two Board members were available to participate, the Hawaii Kai Neighborhood Board will not join the parade this year.
PRESENTATIONS [0:28:29]
Update on Koko Crater Stables [0:28:31]: Chair Mayor announced that this presentation will be rescheduled to the October meeting, as the presenter was ill and not able to participate.
Oahu Search and Rescue (OSAR) [0:28:50]: Ethan Pearson-Pomerantz from OSAR provided a PowerPoint presentation explaining how Oahu Search and Rescue (OSAR) will respond to missing persons reports, primarily in rural areas and in treacherous terrain. OSAR responds to requests by family members for extended search and rescue efforts and is independent from HPD and HFD. OSAR holds community educational events to emphasize TOP principles (Think – Operate – Plan) when hiking, and making preparations for trail conditions to avoid problems. OSAR sponsors the Race for Rescue as a fundraiser on October 26, to take place in Kamilo Nui valley at 8:30 in the morning. See https://www.oahusar.org/race/.

Small Business and Non-Profit Programs Overview [0:43:57]: Sophia Somers, an Energy Advisor from Hawaii Energy provided a PowerPoint presentation showing the different opportunities for residents, small businesses, and non-profit organizations to save money on electricity usage. She indicated that the energy advantage program may be available to Home Owners Associations if their condo buildings qualify with special funding or support from governmental agencies, such as Affordable Housing Inventory. Assistance may be available for upgrading lighting fixtures and air conditioning in the common areas and common structures to make energy usage more efficient. Mayor Rick Blangiardi’s Representative [0:58:56]: Amy Asselbaye provided the report and highlighted the following: flood lights at Koko Head District Park are only in use during scheduled activities; Koko Head Stables – no update, a presentation will be scheduled for the next board meeting; the garbage cleanup behind the city bus stop near Kuli’ou’ou has been accomplished.

Questions, comments, and concerns followed – [1:01:55] Board Member Reilly requested that the city parks department return the boulders that are used to block motor vehicle access to Wawamalu beach. She reported that several boulders were moved from Wawamalu beach to block access to an area on the mauka side of the Sandy Beach Park entrance. The ongoing restoration of Wawamalu beach areas should not be disrupted. Board Member Altonn mentioned the need for the repair of the Emergency siren in her Subdistrict 11, Koko Head. However, emergency sirens are the responsibility of the state.
City Council Chair Tommy Waters [1:05:28]: Amanda Zepeda provided the report and highlighted the following: current work is being done on emergency sirens and the needed repair of the siren in Subdistrict 11, Koko Head will be addressed; she listed the filing deadlines for property home exemption and tax credit applications. She also shared information on Bill 50, relating to Waikiki street activities; Bill 52, relating to E-Bikes; real property taxation measures; Resolution 24-26 FD1, relating to the Red Hill Crisis and continued monitoring of the wells, Bill 48 relating to long term rentals, and Bill 46 on the empty home tax.

Representative Gene Ward [1:22:28]: Jillian Anderson provided the report and highlighted the following: the next beer summit will be Thursday, January 9, 2025; Rep. Ward sent a letter to officials at the Department of Defense about the proposed offshore wind farm in the Kaiwi Channel that resulted in a change in the threat assessment of ocean areas; and the accelerated start date for the emergency siren repair, and siren 80101. Representative Ward asked for community input for preparing his bill package for the 2025 legislative session.

BOARD BUSINESS [1:26:51]
Consider a Letter to Governor Green on the Neighborhood Board’s Position on an Offshore Wind Farm Proposal [1:26:55]: Member Altonn MOVED and Member Brilliant SECONDED to send a letter to Governor Green stating the Board’s opposition to the development of wind farms in the Kaiwi Channel and urging the state to focus on alternative energy fuel sources OTHER than offshore wind to meet Hawaii’s future energy needs. Following discussion, a roll call vote was conducted and the motion was ADOPTED with a vote count of 13-2-0 (Aye: Altonn, Chae, Pugh, Knudsen, Lee, Lyons, Reilly, Shreiner, Silva-Krott, Bishop, Park, Brilliant, Mayor; Nay: Tierney, Wolff; Abstain: None) – [2:03:52]
Consider Proposed Development of the Land Parcel Across Hawaii Kai Post Office by Department of Hawaiian Home Lands (DHHL); Currently Zoned Preservation [2:07:05]: Member Knudsen shared that he has made inquiries with the DHHL and has received no updates. Chair Mayor indicated that this item will not be included on the agenda until more information is available.
Update on Kaiwi Coast Scenic Byway [2:08:38]: No updates were available. Earlier in the meeting, member Reilly did raise the issue of the removal of several boulders at Wawamalu Beach that were being used to block motor vehicle access to the beach.
Update on Kamilo Nui Valley Agriculture [2:09:37]: Resident/farmer Judy Nii shared that several farmers have interacted with the land asset manager but there has been no definitive answer from Kamehameha Schools yet on the future of the farmlands.

APPROVAL OF REGULAR MEETING MINUTES [2:16:08]: The August 27, 2024 regular meeting minutes were approved with the following amendment, to change the sentence on page 2 under Aukahi Energy from “…and obtained a mitigation agreement with the Department of Defense Clearinghouse which has identified an area in Hawaiian waters that would allow wind turbines in a previously restricted area.” to now read “…and obtained a mitigation agreement with the Department of Defense Clearinghouse that changes the boundaries of the National Security and Military Readiness zone.”
