CALL TO ORDER – [0:00:02]: Chair Roberta Mayor called the meeting to order at 7:00 p.m. A quorum was established with 11 members of the Board present. Note: This 15-member Board requires eight (8) members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) [0:01:59]: Captain Nourrie provided the statistics for June 2024 and safety tips for handling Hawai’i’s high heat and humidity. Fires: 1 nuisance, 1 cooking, 9 activated alarms (no fire). Emergencies: 83 medical, 3 motor vehicle crash/collision, 7 mountain rescues, 2 ocean rescues. A question was asked about the number of rescues from Koko Crater stairs. Captain Nourrie was unsure but would follow-up.

Honolulu Police Department (HPD) [0:06:27]: Lieutenant Miura provided the monthly statistics for June 2024. Reported Offenses: 4 motor vehicle thefts, 3 burglaries, 14 thefts, and 11 unauthorized entries into motor vehicles (UEMV). There were a total of 6,001 calls for service. Questions, comments, and concerns followed – [0:09:00] Question: In a situation where an individual with two large dogs is living in a van, HPD can be contacted, but the Humane Society should be contacted directly if the animals are in danger.

Board of Water Supply (BWS) [0:14:44]: Iris Oda shared the general water announcements for June 2024 that included the upcoming August 3rd “unthirsty plant sale” at the Halawa Xeriscape Garden. She also provided street map sketches of the work being done in Kalama Valley on the 4”, 8”, and 12” waterlines and the service lateral replacement projects.

Kaiser Complex Schools [0:18:48]: Paul Balazs, the Activities Coordinator at Kaiser High School, provided updates on upcoming events. Events planned for Homecoming Week include the flaming “K” in the Kaiser High School Parking lot and a homecoming parade on Wednesday, October 16 from 5:30 to 6:30 p.m. from Koko Head District Park, down Anapalau St., and along Lunalilo Home Road to Kaiser High School. The homecoming game is on Friday, October 18.

COMMUNITY ANNOUNCEMENTS [0:23:02]

Hāwea Heiau and Keawāwa Wetland: Member Reilly shared that the community is invited to volunteer or visit the site to learn more about the cultural heritage site. The site will be open every second Saturday of the month.

Kaiser H.S. Performing Arts Center: Chair Mayor shared that the State has released $2.5 million for the planning and design stages for the Kaiser High School Performing Arts Center.

Volunteer to Work with City Departments Regarding Proposed Storm Water Fee: Chair Mayor shared she is looking for a board volunteer to participate with the Department of Environmental Services (DES) and the Department of Facility Maintenance (DFM) in discussions on water quality and a potential storm water fee increase that could affect residents. Member Tierney volunteered for the role.

East Honolulu Watershed Management Plan: Chair Mayor shared that the final Plan document is making its way through the Honolulu City Council for approval. There is a public meeting scheduled to present an overview of the plan on Wednesday, September 18, 2024 at 5:30 p.m. at Koko Head Elementary School.

DETERMINATION OF RECESS SCHEDULE: The board agreed to continue to recess its meeting in December. Some discussion was given to recessing a meeting during the summer, but this idea was not pursued.

REQUEST TO PARTICIPATE IN THE OLELO BROADCAST PROGRAM [0:33:49]: The board agreed to continue to participate in the Olelo Broadcast Program and thanked its long-time videographer for his participation.

PRESENTATIONS [035:43]

Livable Hawaiʻi Kai Hui [0:35:46]: Kendrick Chang, a Board member of the Livable Hawaii Kai Hui, provided a verbal presentation regarding the Livable Hawaii Kai Hui / Kaiwi Coalition Community Stewardship program. He shared what the Hui is currently doing in servicing the land and providing opportunities for community involvement. Different cultural areas are being opened on different days throughout the year and hiking opportunities are also available. November 16 and 17, 2024 will be community days and guided hikes will be available with a possible opportunity for participants to access the trails unaccompanied in the future. Kendrick Chang noted cooperation with the golf club as a good neighbor. The Hui is pursuing the acquisition of additional land near the entry for easier access to the trail head and possibly providing additional parking near the entrance.

Draft Plan to Reduce Illegal Left Turns Into and Out of Portlock Road [0:48:03]: Bryan Kimura from the Hawaii Department of Transportation (HDOT) provided a PowerPoint presentation on two proposed mitigation options for the entrance/exit from Portlock Road onto Kalanianaʻole Highway. He provided diagrams and street map sketches to show areas where either delineators along Kalanianaʻole Highway or curved curbing at the entrance/exit of Portlock Road might be placed.

Questions, comments, and concerns followed – [0:58:44] Board member discussion centered around the effectiveness of using either road delineators or raised curbs on Portlock road to prevent illegal left turns. After lengthy discussion, the board majority agreed and asked HDOT to provide raised, curved curbing at the entry/exit of Portlock Road to deter illegal left turns. Members also agreed that delineators could be added in the future if more deterrents are needed.

Expansion of Maunalua Bay Artifical Reef Site [1:12:49]: Jake Reichard from the Department of Land and Natural Resources (DLNR), Division of Aquatic Resources (DAR) provided a PowerPoint presentation regarding updates with the Maunalua Bay Artificial Reef site and DAR’s plans for expansion. He provided some history of artificial reefs in the area and the benefits it provides to fishermen due to fish recruitment to the protected reef habitat. The reef is 60-100 feet deep, about a mile from shore and has been built up over time. Initially, artificial reefs in Hawai’i began with sunken junked cars and tires. However, artificial reefs since the 1990’s are dedicated to the use of concrete blocks. The proposed expansion of the current Maunalua reef will use specially designed “Z-shaped” concrete blocks, and include the out-planting of new coral. Reichard explained that they are actively working with local individuals and community organizations that frequent Maunalua Bay to ensure that people understand where the reef site is, and that the reef expansion will present no impact to those using the bay.

VACANCY: ONE AT – LARGE SEAT [1:35:51]: Volunteers were invited to apply for the vacant At-Large board seat. Resident Lisa Bishop volunteered to fill the At-Large Vacancy. She introduced herself and responded to questions from the board.

A roll call vote was conducted and ADOPTED with a vote of 13-0-0 (Aye: Schreiner, Knudsen, Lee, Reilly, Wolff, Chae, Pugh, Tierney, Altonn, Silva-Krott, Lyons, Park, Mayor; Nay: None; Abstain: None) – [1:40:34]. The Neighborhood Assistant administered the Oath of Office to Ms. Bishop, who then took her seat on the board.

OFFICIALS’ REPORTS [1:42:00]

Mayor Rick Blangiardi’s Representative [1:42:02]: Amy Asselbaye provided the report and highlighted the Koko Crater Shooting Range, Kamilo Nui Valley agriculture, and Koko Crater Stables. She reported that the operational hours for the public at Koko Crater shooting range have been increased to include weekday afternoons. The range is closed on Mondays and Tuesdays. She indicated that the City supports the East Honolulu Sustainable Communities Plan and would not be supportive of projects in Kamilo Nui Valley that do not adhere to the plan. She reported that operational funds have been designated in the City budget to provide some repairs to the Koko Crater Stables. She also announced that the Mayor would be the guest at Representative Ward’s next “Beer Summit” at the Oahu Club in Hawaii Kai.

City Council Chair Tommy Waters [1:57:47]: Amanda Zepeda provided the report and highlighted the following: Kamilo Nui Place road repaving and patching efforts; repair work for part of a roadway buckling on Lunalilo Home Road due to the trees along the street median; addressing a complaint received about overgrowth on some Bishop Estate preservation property; and some possible continuing problems with the Koko Head District Park solar gate. She indicated they may again investigate an alternative entry to Koko Head District Park from Kalaniana’ole Highway. She also reported on the City Council’s adopted Resolution 24143 regarding illegal gambling rooms.

BOARD BUSINESS [2:25:02]

Update on Koko Head Shooting Range [2:25:06]: Update shared during the Mayor’s representative’s report. Range staff have been hired and the range is now open to the public on weekday afternoons as well as weekends. The range is closed on Mondays and Tuesdays. Chair Mayor informed the board that this item will no longer be included on future agendas unless a specific issue is brought to the board’s attention.

Update on Koko Crater Stables [1:25:53]: Update shared during the Mayor’s representative’s report. Funds have been designated in the City budget for repairs to the Koko Crater Stables. Chair Mayor indicated she would invite Aloha Riding Stables to attend a future board meeting to provide an update on the stables’ operations.

Update on Kaiwi Coast Scenic Byway [2:26:24]: Chair Mayor shared that there is a meeting with the Bureau of Ocean Energy Management (BOEM) related to a proposed wind farm in the Kaiwi Channel, hosted by Waimanalo Neighborhood Board and Councilwoman Kia’aina on Wednesday, July 31, 2024 from 5:00 p.m. – 7:30 p.m. at the Waimanalo Elementary and Intermediate School Cafeteria. Board member Reilly expressed concerns about the impact of such a project on the marine ecosystems and the natural coast.

Update on Kamilo Nui Valley Agriculture [2:27:32]: No update was presented. Reminder of the August 6th Town Hall meeting on this issue organized by Representative Ward.

BOARD COMMITTEES [2:27:54]: Board members discussed the parcel of land across from the post office that has been acquired by the Department of Hawaiian Homelands from Kamehameha Schools, with the intent to build multifamily housing for beneficiaries. Concerns were raised about the need to reclassify the parcel from preservation/conservation to residential for homes to be built on this parcel, and whether the board should continue its position to protect preservation land in the Hawaii Kai community.

Questions, comments, and concerns followed – [2:31:00] Chair Mayor agreed to place this issue on the next board agenda under board business for further discussion.

APPROVAL OF REGULAR MEETING MINUTES – [2:32:47]: Hearing no issues or revisions, the June 25, 2024 regular meeting minutes were approved as written and distributed.
