Honolulu Fire Department (HFD), Waikīkī Station – [0:00:42]: Fire Captain Tanaka and Fire Fighter Mandaguit provided the report, including fire and emergency incidents for May 2025. HFD launched the Incident Trend Dashboard and the Fire Response Search Tool at https://fire.honolulu.gov/news-and-info. The Incident Trend Dashboard gives residents easy access to five years of emergency data by neighborhood, including fire, rescue, medical, and hazardous materials incidents. With interactive maps and charts, the dashboard helps communities better understand emergency trends in their areas. The Fire Response Search Tool replaces the previous Response Mapping Tool, which is no longer supported and was recently taken offline. This tool enables individuals and entities to look up specific emergency incidents in which they have an interest in or may have been involved in or affected by. This tool also enhances transparency and provides residents with efficient and direct access to incidents in a secure and accessible format. Honolulu Police Department (HPD) District 6 – Waikīkī/Kapiʻolani Park/Diamond Head – [0:06:31]: Lieutenant Ono provided the report and highlighted:
• May 2025 Statistics: There were 10 robberies, 13 burglaries, 121 thefts, 15 unauthorized entry into motor vehicle (UEMV) incidents, 42 assaults, 1 sex crime, 3 bikes/skateboards on sidewalk citations, 3 speeding citations, 2,058 parking citations, 8 loud muffler and prohibited noise citations, 93 citations and 19 arrests for park closures, and 4,216 calls for service. Honolulu Police Department (HPD) District 7 – Diamond Head/Kapahulu/St. Louis Heights/East Honolulu – [0:08:43]: Lieutenant Miura provided the report and highlighted:
• May 2025 Statistics: There were 10 motor vehicle thefts, 9 burglaries, 7 thefts, 11 unauthorized entry into motor vehicle (UEMV) incidents, and 5,892 calls for service.
• Security tips for businesses (alarms, lighting, avoid working alone, noting a suspect’s description, and calling 911).
3. FILLING OF BOARD SEATS – TWO VACANCIES IN SUBDISTRICT 2 (KAPAHULU, EAST ALA WAI) – [0:10:34]: Chair Welch asked if the resident who wanted to fill a vacant board seat was in attendance. Neighborhood Assistant Hayashi responded that the resident was present and lives in Subdistrict 3. There were no nominations, so the two seats remain vacant.
4. PUBLIC INTEREST REPORTS AND EVENT ANNOUNCEMENTS – [0:11:45]
Board of Water Supply (BWS) Report – [0:11:49]: Steven Norstrom provided the report, including one main break at 3124 Monsarrat Avenue and the BWS water quality report. Each year, BWS mails customers an annual report on the quality and contents of drinking water. Effective Tuesday, July 1, 2025, the BWS will be providing this report on a biennial basis, issued in July and December of each year. The report is available online at www.boardofwatersupply.com. Kapiʻolani Community College (KCC) Updates – [0:15:29]: Chair Welch announced Carol Hoshiko was reassigned and will no longer provide KCC updates to the Diamond Head Neighborhood Board. Lisa Yamamoto (https://www.kapiolani.hawaii.edu/department-directory/chancellors-office-dir) shared that Carol Hoshiko moved to the University of Hawaiʻi System office. Yamamoto will be representing KCC for the upcoming months and asked if anyone had concerns related to KCC.
Chair Welch asked Yamamoto if there was a specific report and Yamamoto responded there was no report. Questions, comments, and concerns regarding the KCC Farmers’ Market relocation followed – [0:16:43].

Surfrider Reef Safe Sunscreen Guide – [0:20:50]: Velasco shared information about the Surfrider Foundation’s Reef Friendly Sunscreen Guide and asked people to read their sunscreen ingredients. St. Denis asked about zinc and Velasco responded.

6. PUBLIC AND COMMUNITY CONCERNS OPEN FORUM – [0:24:32]
Parks Subcommittee – [0:22:34]: Miranda wanted to call a meeting of the Parks Subcommittee. Chair Welch suggested Miranda to work with Parks Subcommittee co-chair Murchie. Matson asked Miranda for the purpose of the meeting. Miranda responded that he would like to discuss dog parks.
Dog Parks – [0:27:24]: Audrey Abe shared an input letter on which parks in the neighborhood should allow leashed dogs. Abe raised concerns about interference by dogs at Kapāolono Park. Board members Welch, Velasco, and Murchie responded to Abe’s dog park comments.

Ala Wai Bridge Project – [0:33:06]: Laura Ruby attended a Waikiki Neighborhood Board meeting to share her concerns about the Ala Wai Bridge project. Ruby attended Mayor Blangiardi’s Town Hall on Thursday, June 5, 2025 and Managing Director Michael Formby responded to Ruby’s concerns about the Ala Wai Bridge project. Murchie mentioned that she also participated in the Mayor’s Town Hall and raised Ala Wai Bridge project concerns.
Community Garden – [0:38:28]: St. Denis requested information about establishing a new community garden in Palolo.
Cats and Roosters – [0:39:19]: Hasina raised concerns about feral cats and roosters in the Palolo Stream. Matson shared concerns about a “rooster problem.”
Traffic Island on Kapahulu Avenue by Charles Street – [0:40:14]: Welch raised concerns about vehicles hitting the traffic island on Kapahulu Avenue by Leonard’s Bakery and requested the City to paint the traffic island yellow.

Hawai’i Wildfire Management Organization (HWMO) upcoming workshop – [0:40:50]: Ashley Bare (ashley@hawaiiwildfire.org) shared information about HWMO and its upcoming workshop on Wednesday, June 25, 2025 from 6:30 p.m. to 7:30 p.m. at the Kaimuki Middle School cafeteria. HWMO has been a non-profit for about 25 years and participates in the Firewise program started by the National Fire Protection Association for neighborhoods to address fire prevention and safety.

Questions, comments, and concerns regarding HWMO’s funding source, collaboration with HFD and government agencies, fire mitigation plan, wildfire recovery, and Diamond Head fire issues followed – [0:42:46].
7. CITY & COUNTY OF HONOLULU REPORTS – [0:47:34]
Mayor’s Representative – [0:47:34]: Department of Community Services (DCS) Director Anton Krucky provided the report and shared the following information:

• Erosion Along Diamond Head Coastline: Hawai‘i Revised Statues Chapter 205A and Revised Ordinances of Honolulu Chapters 25 and 26 discuss what kind of development can occur within the coastal zone and shoreline setback. The Department of Planning and Permitting (DPP) has not received requests for repairs relating to condominium buildings with undermined foundations in the Diamond Head area. The extent of the repair and the proximity to the shoreline would determine the types of approvals that would be necessary to repair existing structures. For more information about the City’s approach to adapting to sea level rise, please visit the City’s climate adaptation strategy, Climate Ready Oʻahu, specifically Strategy 5 (Strengthen climate resilience of beach and wetland ecosystems through preservation and restoration) and Strategy 11 (Reduce flood risk and coastal erosion by directing development to safer and higher ground): https://www.resilientoahu.org/climatereadyoahu. The City’s Office of Climate Change, Sustainability and Resiliency (CCSR) does not perform coastal property inspections. You may wish to contact the State Office of Conservation and Coastal Lands, which is responsible for overseeing beach and marine lands out to the seaward extent of the State’s jurisdiction: https://dlnr.hawaii.gov/occl.
• Roadway repaving request for South King Street from University Avenue to Kapiolani Avenue
• No left turn request at 1029 Kapahulu Avenue
• Traffic Calming and Safety Infrastructure: DTS reported that quick-build crosswalk improvements cost roughly $25,000 to $50,000 per location. The following are rough costs for the various traffic safety treatments, based on recent projects and construction bids: raised crosswalk ($25,000 to $50,000), delineator pedestrian refuge island ($30,000 to $35,000), delineator curb extensions ($25,000 to $30,000), quick-build solar-powered rectangular rapid-flashing beacons ($40,000+). The concrete pedestrian refuge island on Kapahulu Avenue at Charles Street was constructed as part of a larger curb ramp improvement project by the Department of Design and Construction. Direct construction costs were nearly $50,000. DTS does not paint concrete traffic islands yellow, but DTS can add more reflective features if there are concerns about visibility. The City received a federal grant to install quick-build improvements, including solar-powered RRFBs, at uncontrolled crosswalks along high-injury corridors, including Kapahulu Avenue. These improvements have not yet been fully designed but are currently planned at six busy crosswalk locations. DTS will provide more information to the Board as the project progresses.
• TheBus Routes Servicing the Diamond Head/Kapahulu/St. Louis Heights Neighborhood: Please visit https://www.thebus.org and select “System Map” to view TheBus routes servicing communities throughout Oahu. Bill 45 (2025), introduced by the City Council on Tuesday, May 20, 2025, includes DTS’ proposed amendments to ROH § 15B-2.4, relating to baggage (https://hnldoc.ehawaii.gov/hnldoc/measure/3353). Proposed amendments to the transit fare structure are presently under review by the City Administration. DTS is still in the process of amending a contract to allow open payments so that riders are able to pay with their credit cards and phones. The proposed target for implementation is March 2026, but subject to change.
• Diamond Head Road Traffic Safety Concerns: HPD District 7 (East Honolulu) Day and Night patrols conducted speed limit enforcement on Diamond Head Road using LIDAR speed guns. During their enforcement efforts, no violations were observed. Officers will continue to patrol the area and increase their presence to deter motorists from speeding and to promote traffic safety. DTS is proposing to install an All-Way Stop at the intersection of Diamond Head Road and Makalei Place. The layout is currently being finalized and will be submitted to the Department of Facility Maintenance for installation. DTS is also considering the installation of raised speed tables at the intersection of Diamond Head Road and Coconut Avenue/Hibiscus Place. This installation will be carried out by the Hawaiʻi Department of Transportation. However, since the City is currently prioritizing school zone locations for speed humps and raised crosswalks, this site will be addressed after the school-related installations are completed.

Kapahulu Subdistrict 2 – [2:40:18]: Miranda provided the report and requested an update from the Ala Wai Golf Course.
Diamond Head Subdistrict 3 – [2:42:50]: Linda Wong raised concerns about the Kaimana Beach showers, the Dillingham Memorial Fountain, and requested an update from Dr. Charles “Chip” Fletcher (State of Hawaii) about climate change.

[2:52:15] – Secretary Beutel MOVED and Miranda SECONDED to approve all meeting minutes listed on the meeting agenda. Matson expressed her opposition to this motion. Chair Welch postponed this agenda item to the July 2025 meeting.
