Honolulu Police Department (HPD) District 6 – [0:06:37]: Lieutenant Arita provided the report and highlighted the monthly statistics for June 2024; an arrest was made for the recent robbery at the Bank of Hawaii on Kalakaua Ave; HPD is finishing up their RIMPAC operations in collaboration with NCIS and the Navy to monitor safety of sailors; there will be a road closure on Kalakaua Avenue between 9:00 a.m. to 11:00 p.m. for the God’s Ohana Parade; safety tip for the month is to encourage the public to download the Honolulu 311 App on their phones to report any type of incident anonymously.

VI. COMMUNITY CONCERNS & OPEN PUBLIC TESTIMONY – [1:04:00]

Norman Tamahana 15k Marathon – [1:04:40]: Taylor Urban shared that the Mid-Pacific Road Runners Club will be holding their Tamanaha 15k marathon on Sunday, August 11, 2024 from 6:00 a.m. to around 8:00 a.m. The race begins in Kapiolani Park heads over Diamond Head and continues around the crater until it comes up to a right turn on to 18th Ave, then right on Kilauea Ave to the Aloha Gas Station and follows the marathon route on Kahala Ave back to the finish line in Kapiolani Park. The runners will be running on the side of the road and there will be no road closures.

Amplified Music on Public Beach Parks – [1:07:22]: Member L. Wong shared that playing any amplified music is not allowed in any beach park which happens often at Kaimana Beach Park.

Bus Route Change Notifications – [1:08:14]: A resident shared that the major changes of various bus routes on August 11, 2024 is very soon and there is little information posted at the bus stops to help bus riders know about the changes of the routes.

V. BWS, KCC, & PUBLIC EVENTS NOTICES/ANNOUNCEMENTS – [1:11:20]

Board of Water Supply (BWS) – [1:11:30]: Steven Norstrom provided the report and highlighted the following: there was one (1) main water break in June 2024 at 2839 Dole Street; BWS is having their 2024 Annual Halawa Xeriscape Garden’s Unthirsty Plant Sale on Saturday, August 3, 2024 from 9:00 a.m. to 3:00 p.m. at 99-1268 Iwaena Street, Honolulu, Hawaii 96701; status update regarding the fencing project; follow-up response for a question from last month that BWS was not a part of the Red Hill Advisory Board.

Painting for Electrical Box at Waikiki Elementary School – [1:21:40]: Ms. Kari, Waikiki Elementary’s art teacher and student artist presented their electrical box painting project to help beautify the community and help discourage vandalism. The painting project will be done first by professional artists which will be prepped for the Waikiki Elementary Students to participate as a community project. The project is on hold and waiting for approval by DTS and the Mayor’s office of culture and art. The project would like to request a letter of support for this project from the Board. The student artist shared her inspiration behind her drawing.

Na Wahine Festival on Sunday, August 4, 2024 – [1:34:30]: No presentation

Candidate Forum for House District 20 to replace Bert Kobayashi – [1:34:40]: There were no introductions made by candidates. Chair Welch shared that the Kaimuki Neighborhood Board and Kaimuki Business Association invited the board to attend their candidate forum on Wednesday, July 17, 2024 at the Kaimuki Library.

Urging the State and City to Take Proactive Steps to Combat Illegal Gambling Operations on O’ahu – [1:45:26]: This item was postponed to the next regular meeting in August 2024.

Resolution for the Establishment of a Kapahulu Dog Park on the Ewa Mauka corner of Kapahulu Avenue at the entrance to Ala Wai Golf Course – [1:49:47]: Chair Welch introduced the draft Resolution and it’s intended purpose.

[1:52:40] – L. Wong MOVED and Murchie SECONDED to adopt a Resolution to establish a Kapahulu Dog Park on the ewa mauka corner of Kapahulu Ave at the entrance to Ala Wai Golf Course. Discussion followed. The motion was WITHDRAWN due to the board agreeing to invite more community input.

Senator Stanley Chang – [2:38:55]: Emily Tian provided the report and highlighted the following: Saturday, July 20, 2024 between 10:00 a.m. to 1:00 p.m. people over 50 years old can get a kupuna ID safety card from HPD at the Aina Haina Public Library; the Annual East Side Preparedness Fair will be at Kahala Mall on Saturday, July 27, 2024 between 10:00 a.m. to 1:00 p.m. where representatives from over 15 agencies and non-profits will share their information about emergency preparedness; Summer EBT program known as SUN Bucks helps provide benefits to households with school aged children to purchase food during the summer. Households will receive between a $177 for each qualifying child to be spent during the summer months; School aged children are automatically eligible for the Sun Bucks program if the child attends a school that offers the National School Lunch Program or School Breakfast program, and your household income meets the requirements for free or reduced-price school meals, your child may automatically be enrolled in SUN Bucks.

Council Chair Tommy Waters – [2:43:45]: Amanda Zepeda provided follow-ups for various concerns that were raised at the Neighborhood Walk on Friday, June 14, 2024 with Chair Welch, board members, and community residents: benches at Crane Community Park have been cleaned and sanitized; there are no plans to install trash can lids at this time for the trash bins at Crane Community Park; there were several enforcements conducted for various areas with homeless encampments over the last month; a work order was issued to repaint the pavement markings along the Ala Wai Golf Course bike path and the Kapahulu + Date St. path; the graffiti was removed at the Board of Water Supply pump station; installation date is pending of where to relocate the new Ala Wai Golf Course sign; HPD has conducted Kapahulu Ave. speed enforcement several times in June; the Hawaiian Dredging Construction Company has vacated from their Kapiolani Blvd location; mentioned that their office will report back to the Board about Chair CM Waters Bill (ORD20-38 Relating to Crosswalks) discussion with the transportation committee; a donation from WVID was given to City’s HPD’s District 6 to address various illegal activities; the rehabilitation of Kalakaua Ave was completed Friday, July 5, 2024; and legislative updates.

Sub-District Report – St. Louis Heights Subdistrict 1 – [2:55:39]: Allen reported that the Saint Louis Heights Community Association meeting that was scheduled for Monday, July 8, 2024 at 7:00 p.m. was rescheduled for Monday July 15, 2024 at Hokulani Elementary School at 7:00 p.m.; road improvements were made on St. Louis Drive.

Sub-District Report – Kapahulu Subdistrict 2 – [2:56:50]: No report.

Sub-District Report – Diamond Head Subdistrict 3 – [2:57:00]: Member L. Wong reported that she spoke to Gene Albano, Chief Engineer for the City who shared that they are awaiting approval and funds to modify and repair the water drainage for the showers at Kaimana Beach Park.
