- CACEM is to provide a decision on the type of advisory/reporting schedule they would like to commit to. Last meeting the following scheduled was discussed as a possibility. CACEM was to determine their bandwidth and advise.
- Biannual for the Mayor (Written)
- Annual for the City Council (Written)
- Quarterly for the director (Verbal)
- Strategic Planning. DEM participated in a strategic planning process on October 6 and 7, 2025 which was facilitated by EM1. The contractor is available to CACEM if the members would like to provide input. A draft plan should be received in the next month.
- Tsunami Preparedness. CACEM recommended more user-friendly public facing maps. PDF maps are now available for download and printing on the DEM website at Tsunami Maps | Department of Emergency Management.
- New Business

- Continuity of Operations. DEM has begun a new planning cycle intended to develop departmental and overall continuity of operations plan for the City and County of Honolulu.
- Department Reorganization. DEM has proposed step one in a multi-year reorganization. We are awaiting response from the union and then will submit it to DHR and BFS for reviews and approval. After receiving all approvals, positions will be posted to fill the vacancies.
- Training and Exercise Manager position was posted to be filled. DHR received a large number of applications and will be sending DEM applications that pass the initial screening.
- UASI Funding. DEM received an award of $16,694.331.00 which was 10 Million more than anticipated. The Period of Performance changed and is only good through September 30, 2026. DEM is working with partners to develop projects.
