Rules of Speaking: Anyone intending to speak, we will ask that in-person attendees’ line up at the microphone. Attendees joining us virtually, please raise your virtual hand. When recognized by the Chair, state your name clearly for the minutes. Comments must be kept under two (2) minutes. Official’s monthly reports must be kept under three (3) minutes. Presentations are asked to stay under ten (10) minutes. Sergeant-At-Arms will be keeping time, please conclude your comments when the timer goes off or asked to end by the Chair. When making comments, please address your remarks to the Chair. Silence all electronic devices.
Note: The Board may act on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote of six (6) of this nine (9) member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

Quorum was established with 5 members present. Note: This 9-member Board requires five (5) members to establish a quorum and to take office Board action.

Noholio Road Meeting – [1:04:14]: Resident Austin Salcedo shared his concern regarding the attendance at the Noholio Road meeting regarding the RYSE facility.
Gentrification Concern – [1:05:23]: Resident Kalei Salcedo shared her concerns regarding gentrification in the community, sharing kupuna should not be priced out of their homes.
V. PRESENTATIONS – [1:08:10]
Hawaiki Fiber Optic Submarine Cable Landing Facilities Project – [1:08:14]: David Slessor and Gina Bohreer provided a PowerPoint presentation regarding BW Digital’s Fiber Optic Submarine Cable Landing Facilities Project. This project is set to house 3 underground conduits to house future fiber optic telecommunications cables through bore path creation. The current cables are reaching the end of their 25-year life expectancy so this will help update the cables and help service international and domestic telecommunications. Slessor and Bohreer shared there will be scholarship opportunities presented to high school students beginning in March 2026.

Army Representative [1:56:22]: Lieutenant Colonel Ricky McArthur provided the report and highlighted the following: the next hiring fair is scheduled for Tuesday, August 19, 2025; the published training advisories for June 2025; the Oʻahu final Environmental Impact Statement.
