Rules of Speaking: Anyone intending to speak, we will ask that in-person attendees’ line up at the microphone. Attendees joining us virtually, please raise your virtual hand. When recognized by the Chair, state your name clearly for the minutes. Comments must be kept under two (2) minutes. Official’s monthly reports must be kept under three (3) minutes. Presentations are asked to stay under ten (10) minutes. Sergeant-At-Arms will be keeping time, please conclude your comments when the timer goes off or asked to end by the Chair. When making comments, please address your remarks to the Chair. Silence all electronic devices.
Note: The Board may act on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote of six (6) of this nine (9) member Board is needed to add an item to the agenda. Quorum was established with 8 members present. Note: This 9-member Board requires five (5) members to establish a quorum and to take office Board action.

III. STATE OFFICIALS’ MONTHLY REPORTS – [0:14:21]
State Senator Samantha DeCorte – [0:14:26]: Senator DeCorte provided the report and highlighted the following: the legislative session has wrapped up; Senate Bill 1296 regarding agriculture crimes; the work to get the Department of Law Enforcement to have a stronger presence in the community; the wait for Governor Green to sign bills and funding.
Representative Darius Kila – [0:16:10]: Representative Kila provided the report and highlighted the following: the legislative session has wrapped up; of the proposed bills and resolutions, 8 were passed from his office, several dozen resolutions; and 31 bills from the Transportation Committee; despite the legislative session ending, work is still being done for the community; the collaborative efforts with HPD; House Bill 958 regarding E-Bike regulation.

VI. MILITARY OFFICIALS’ MONTHLY REPORTS – [1:06:49]
Army Representative [1:07:01]: Lieutenant Colonel Jason Kappes provided the report and highlighted the following: follow up to questions asked at the April 2025 meeting; this will be his last Neighborhood Board meeting; Lieutenant Colonel Ricky McArthur will be taking his place; the May 2025 training advisory; the 250th birthday of the Army is coming up; how to get the Army to volunteer at events; the Oʻahu Final Environmental Impact Statement.

Nānākuli Ranch Concerns – [1:15:23]: Resident William Rapoza shared DHHL has been trying to weed out ranch owners over recent years.
Traffic at Intersections – [1:18:11]: Resident Margarita Alo-Chu shared her concern regarding the Nānākuli High and Intermediate School accreditation and future.

Office of Hawaiian Affairs (OHA) Introduction of Engagement – Mana I Mauli Ola Strategic Plan and Brief Budget [1:22:25]: Trustee Kalei Akaka and fellow trustees from the Office of Hawaiian Affairs (OHA) provided an oral presentation regarding their new Mana I Mauli Ola Strategic Plan and future budget for ongoing OHA efforts in designated communities.

Christmas on the Avenue (COTA) Operation Blue Light Christmas (OBLC) [1:42:45]: Residents Pauahi Leoiki, Trisha Palenepa, Alana Mahoe, and Char-Al Mahoe provided a PowerPoint presentation sharing the history of the events and how the new committee will continue the tradition. The event is scheduled for Saturday, December 13, 2025 and will consist of 105 areas for safety equipment, 81 vendors (craft, resource, and food), 6 food trucks, and 2 entertainment stages while provided priority seating for kupuna.
