Rules of Speaking: Anyone intending to speak, we will ask that in-person attendees’ line up at the microphone. Attendees joining us virtually, please raise your virtual hand. When recognized by the Chair, state your name clearly for the minutes. Comments must be kept under two (2) minutes. Official’s monthly reports must be kept under three (3) minutes. Presentations are asked to stay under ten (10) minutes. Sergeant-At-Arms will be keeping time, please conclude your comments when the timer goes off or asked to end by the Chair. When making comments, please address your remarks to the Chair. Silence all electronic devices.

Quorum was established with 8 members present. Note: This 9-member Board requires five (5) members to establish a quorum and to take office Board action.

Army Representative [0:18:37]: Lieutenant Colonel Jason Kappes provided the report and highlighted the following: the next Army hiring fair is scheduled for Sunday, April 27, 2025; the April 2025 training advisory; the prescribed burn on Schofield Barracks; how to get the Army to volunteer in the community; military will be off for Easter weekend.

Navy Representative [0:25:35]: Jhewel Felipe provided the report and highlighted the following: the upcoming Restoration Advisory Board meeting; community workday at Nioiʻula Heiau on Lualualei Naval Annex; the Day on the Land event at MAʻO Organic Farms; upcoming community workdays; provided structured access to Lualualei Annex; how to contact with any future concerns.

IV. RESIDENTS’/COMMUNITY CONCERNS – [0:36:03]

Quarry on Paakea Road – [0:36:29]: Resident James Cowles shared his concern regarding the Pacific Aggregate Quarry on Paakea Road. The quarry is generated large amounts of dust causing issues for nearby residents.

Traffic at Intersections – [0:37:18]: Resident Kani Victor shared his concern regarding cars blocking the intersection at Piliokahi Avenue and Pohakunui Avenue. He asked if there can be a sign to remind commuters to not block the intersection for times an HPD officer is not able to direct traffic.

V. PRESENTATIONS – [0:38:14]

Kuleana Coral Restoration – [0:38:17]: Chair Agustin shared the details of the Coral Occupation Applications & Scientific Techniques (C.O.A.S.T.) Program. This will be a fully-funded 8-week professional development summer course for residents at least 18 years of age who are interested in ocean careers.

MAʻO Organic Farms – [0:40:40]: Gary Maunakea-Forth and Kaui Sana provided an oral presentation about the organization’s work over the last 25 years and the work being done to expand its operations. They shared the ongoing work to receive more parcels of land so MAʻO can service larger parts of the community and begin implementing low-income housing sites for volunteers, interns, and full-time staff.

Governor Josh Green Representative – [1:02:22]: Gary Yamashiroya provided the report and highlighted the following: the legislative session is wrapping up; the federal and state tax deadlines;

Mayor Rick Blangiardi Representative – [1:04:00]: Deputy Director Hayden provided the report and shared highlights from the Mayor’s newsletter.

Councilmember Andria Tupola – [1:11:15]: Kika Tapeni provided the report and highlighted the following: thanking the community for the support at the Waiʻanae District Park Boxing Gym dedication; Saturday, May 10, 2025 is the next community cleanup; update on the lighting request at Black Rocks.

State Senator Samantha DeCorte – [1:19:39]: Senator DeCorte provided the report and highlighted the following: the start of conference committee at the legislature; the Paakea Road construction is still set to begin during Summer 2025; Kolekole Pass is clear for emergency access; the Waiʻanae Police Station has closed bids on contractors.

Committee Chair Testimony Submission for The Cove Redevelopment Special Management Area Permit [1:53:38]: The Board discussed the Cove Redevelopment Special Management Area permit process and the testimony that will be submitted by Members Tector and Meyers who are the Chairs for the Water & Land and Housing & Zoning committees.

[1:54:25] Tector MOVED and Meyers SECONDED to support the testimony submission from committee chairs for the Cove Redevelopment Special Management Area Permit. Following discussion, a voice vote was conducted and ADOPTED with a vote count of 7-0-1 (Aye: Aio, Meyers, Tector, Kong, E. Hanohano, Kong, Agustin; Nay: None; Abstain: N. Hanohano)
