Rules of Speaking: Anyone intending to speak, we will ask that in-person attendees’ line up at the microphone. Attendees joining us virtually, please raise your virtual hand. When recognized by the Chair, state your name clearly for the minutes. Comments must be kept under two (2) minutes. Official’s monthly reports must be kept under three (3) minutes. Presentations are asked to stay under ten (10) minutes. Sergeant-At-Arms will be keeping time, please conclude your comments when the timer goes off or asked to end by the Chair. When making comments, please address your remarks to the Chair. Silence all electronic devices.

Note: The Board may act on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote of six (6) of this nine (9) member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

I. CALL TO ORDER – [0:00:02]: Chair Malia Agustin called the Nānākuli-Mā‘ili Neighborhood Board No. 36 meeting to order at 7:00 p.m.

Quorum was established with 8 members present. Note: This 9-member Board requires five (5) members to establish a quorum and to take office Board action.

Board Members Present: Malia Agustin, Naomi Hanohano, Germaine Meyers, Gary Shinsato, Mapuana Tector, Paul Aio, Eddie Hanohano, Mark Kong.

Board Members Absent: Kaui Asinsin.

Ocean Safety [0:21:40]: Captain Krohne provided the ocean safety statistics for February 2025.

III. RESIDENTS’/COMMUNITY CONCERNS – [0:24:02]

Legislative Update – [0:24:10]: Resident Shelby Billionaire shared bills being moved through the legislature to provide greater protection for members of the community.

DHHL Concerns – [0:26:28]: Resident Johnnie-Mae Perry shared her concerns regarding the Department of Hawaiian Homelands (DHHL) waitlist.

DHHL Accountability – [0:28:16]: Resident Patty Kahanamoku-Teruya shared her concern regarding the opposition towards DHHL due to lack of accountability.

Governor Raise Concern – [0:30:24]: Resident Erin K. shared her concern about the recent proposed raise from the governor, sharing more things need to be done before a raise is received.

Act 279 Concerns – [0:31:48]: Resident Kapua shared her concerns regarding the allocated money from Act 279 for Hawaiian Homelands.

V. PRESENTATIONS – [0:33:02]

Sewer Service Increase [0:41:55]: Dan Brieck from the Department of Environmental Services (ENV) provided an oral presentation about the newly proposed sewer rate changes. He shared the first few years will be an additional 9% onto the sewer bill and progressively decrease in percent from years 6-10. This change comes from the financial demand that ENV is required to meet in order to continue services and do various projects around the island, the last change was experienced in 2016. This is a 10-year proposed change.

Councilmember Andria Tupola – [1:19:18]: Kika Tapeni shared the reminder that Wednesday, March 19, 2025 is the next full council meeting.

State Senator Samantha DeCorte – [1:20:10]: Senator DeCorte provided the report and highlighted the following: the crossover process just started; resolutions waiting to be heard in committee.

Representative Darius Kila – [1:42:32]: Representative Kila provided the report and highlighted the following: House Bill 300 regarding the state budget; efforts with Hawaiian Electric Company (HECO); House Bill 958 regarding electric bike regulation; House Bill 664 regarding the creation of the office of gun violence prevention under the Department of Law Enforcement;

Army Representative – [1:47:34]: Sergeant Major Hamilton provided the report and highlighted the following: the next job fair will be in April 2025; the February 2025 training advisory; Pacific Pathways for training in the Philippines; the upcoming National Vietnam Veterans Day parade.

Department of Hawaiian Homelands Representative [1:51:33]: Diamond Badajos provided the report and highlighted the following: the upcoming unity rally being held at the state capitol; the awarding of 665 project leases.

VIII. BOARD BUSINESS – [2:05:36]:

Approval of Tuesday, November 19, 2024 & Tuesday, December 17, 2024, and the Tuesday, February 18, 2025 Regular Meeting Minutes [2:05:36]: The November 2024, December 2024, and February 2025 regular meeting minutes were approved as written.

December 2024- February 2025 Board Member Attendance at Community Meetings/Public Hearings [2:07:28]: Board Members shared the meetings they participated in between December 2024 to February 2025.

Approval for NMNB to continue community outreach at the Nānākuli Night Market [2:11:45]: Deferred to next month pending information from the coordinator. Members shared their feedback from past night markets.

NMNB to Participate at the 6th Annual Prince Jonah Kūhiō Kalanianaʻole Festival, taking place on Saturday, March 22, 2025, from 3PM to 9PM at Kalanianaʻole Beach Park- Nānākuli [2:13:35]: Board Members shared how they will engage with the community at the event.

IX. COMMITTEE REPORTS – [2:17:02]: Committee chairs shared the dates and times of their upcoming committee meetings.

X. ANNOUNCEMENTS – [2:24:20]:
• Next Regular Board Meeting is Tuesday, April 15, 2025 at 7:00 pm, at Nānākuli Public Library and via WebEx Platform.
• City and County of Honolulu and Hawaiʻi Foodbank are Partnering up to Fight Against Hunger: Neighborhood Assistant Jeffrey Jones will be collecting donated canned goods at the next Neighborhood Board Meeting on Tuesday, April 15, 2025.
• Board Members shared announcements of upcoming community events.
