Rules of Speaking: Anyone intending to speak, we will ask that in-person attendees’ line up at the microphone. Attendees joining us virtually, please raise your virtual hand. When recognized by the Chair, state your name clearly for the minutes. Comments must be kept under two (2) minutes. Official’s monthly reports must be kept under three (3) minutes. Presentations are asked to stay under ten (10) minutes. Sergeant-At-Arms will be keeping time, please conclude your comments when the timer goes off or asked to end by the Chair. When making comments, please address your remarks to the Chair. Silence all electronic devices.

Note: The Board may act on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. I. CALL TO ORDER – [0:00:00]: Chair Malia Agustin called the Nānākuli-Mā‘ili Neighborhood Board No. 36 meeting to order at 7:00 p.m.

Quorum was established with 8 members present. Note: This 9-member Board requires five (5) members to establish a quorum and to take office Board action.

Board Members Present: Malia Agustin, Naomi Hanohano, Germaine Meyers, Gary Shinsato, Mapuana Tector, Paul Aio, Eddie Hanohano, Mark Kong.

Board Members Absent: None.

Honolulu Fire Department – [0:01:41]: Captain Scott Oshiro reported the November 2024 statistics and safety tip for the month regarding cooking safety.

Honolulu Police Department – [0:03:53]: Sergeant Fumi Muraoka reported the November 2024 statistics.

III. FILLING OF VACANCY: One (1) At Large Vacancy – [0:06:37]: After asking for nominations from the Board and volunteers from the community. Residents Kaui Asuncion, James Cowles, Valerie Manoa, and Blessings De La Cruz were eligible to fill the vacancy.

[0:16:54] A roll call vote was conducted. Resident Asuncion received 4 votes, resident Cowles received 2 votes, resident Manoa received 1 vote, and resident De La Cruz received 1 vote.

[0:19:18] A second roll call vote was conducted. Resident Asuncion received 4 votes, resident Cowles received 3 votes, resident Manoa received 0 votes, and resident De La Cruz received 1 vote. With none of the nominees/volunteers receiving the quorum vote of 5, the vacancy will be advertised at the next Neighborhood Board meeting.

Certificate of service to former NMNB #36 David Carona – [0:22:29]: Chair Agustin read the certificate of service recognizing former Board member David Carona.

IV. DESIGNATION OF COMMITTEE CHAIRS & MEMBERS – [0:25:37]:

Transportation – [0:25:47]: Member Meyers volunteered to be the Chair of the Transportation Committee for the remainder of the term.

Housing & Zoning – [0:26:22]: Member Meyers volunteered to be the Chair of the Housing & Zoning Committee for the remainder of the term.

Water & Land – [0:26:38]: Member Tector volunteered to be the Chair of the Water & Land Committee for the remainder of the term.

Education – [0:27:30]: Member Aio volunteered to be the Chair of the Education Committee for the remainder of the term.
[0:28:00] Chair Agustin asked if Board members wanted to support the new Committee Chairs. Member Shinsato volunteered to assist in the Transportation and Housing & Zoning Committees; Member Aio volunteered to assist in the Land & Water Committee; Member Kong volunteered to assist in the Education Committee.

V. RESIDENTS’/COMMUNITY CONCERNS – [0:29:38]:

Abandoned Building Hazard – [0:29:51]: Resident James Cowles shared his concern regarding the abandoned building located next to Kentucky Fried Chicken in Nānākuli. He shared the health and safety hazards that have come up with the property.

Landscaping Concerns – [0:31:10]: Resident Danny Wyatt shared his concerns regarding the trees between Māʻili Elementary School and the Leeward Community College Waiʻanae Moku campus that have required the Hawaiian Electric Company (HECO) to come trim. He asked if the trees can be removed for landscaping efforts to continue.

Bill 64 Concerns – [0:32:52]: Resident Austin Salcedo shared his concerns regarding Bill 64 and the potential state sponsored group living facilities on agriculture land in the community.

Educating the Community – [0:35:37]: Resident Kalei Salcedo shared her concerns regarding the various issues in the community including pedestrian safety, the lack of a proper emergency access road, and how the community needs to be educated properly about how to stand up for what is going on.

Addressing Residents’ Concerns – [0:38:15]: Member Meyers addressed previous concerns shared about Bill 64 and a proper emergency access route to help find proper follow up for residents.

Emergency Access Road Importance – [0:41:32]: Member Tector echoed the importance of having an emergency access route readily accessible to the community and the importance for things to remain consistent as new administrations are voted into City and State offices.

Advocating for Hawaiian Homes – [0:43:32]: Resident Patty Kahanamoku-Teruya shared the importance of the Board to invest in fighting for those who are on the Department of Hawaiian Homelands (DHHL) waitlist due to allocated funding. Open property, and abandoned homes on DHHL land.

Traffic Concerns – [0:47:01]: Resident Carrie Inamasu-Aken shared her concerns regarding residents of Princess Kahanu not being able to leave their homes if there is a traffic accident along Farrington Highway. She also echoed the idea of the Board representing the community through DHHL.

Fighting for Beneficiaries: Member Tector shared that the Board is fighting for beneficiaries of Hawaiian Homelands to be able to get proper housing in the community.

Hawaii State Legislature: Public Access Room – [0:50:48]: Due to technical issues experienced by the presenter, this item was taken later in the meeting.

Governor Josh Green Representative – [0:52:49]: Gary Yamashiroya provided the report and highlighted the following: the Department of Transportation (DOT) is still actively answering questions from residents; emergency siren repair update; an update on the list of group living facilities in Senate District 22.

Hawaiʻi State Legislature Public Access Room – [1:00:26]: Keanu Young from the Public Access Room gave a verbal presentation on what the Hawaii State Legislature Public Access room is and how residents can register to use the space. The Public Access Room allows for residents to provide testimony on bills and resolutions that can potentially make their way through the legislature.

Mayor Rick Blangiardi Representative – [1:09:31]: Erwin Kawata provided the report and highlighted the following: state departments being exempt from obtaining permits from the Department of Permitting and Planning; the City’s involvement in Bill 64; Waimaha Sunflower public housing repairs.

Honolulu Board of Water Supply – [1:16:48]: Erwin Kawata provided the water statistics for November 2024.

Councilmember Andria Tupola – [1:20:50]: Kika Tapeni provided the report and highlighted the following: thanking the community for those who provided testimony at City Council; Councilmember Tupola’s opposition to Bill 46 regarding to empty homes tax.

State Senator Elect Samantha DeCorte – [1:28:37]: Senator DeCorte provided the report and highlighted the following: her advocacy for resources for homesteaders; a meeting to address transportation concerns in the community; encouraged residents to share any bill ideas with her office.

Representative Darius Kila – [1:57:45]: No representative present.

Army Representative – [1:58:00]: Officer Joshua Aspinall provided the report and highlighted the following: the last hiring fair for 2024; the December 2024 training advisory; Kolekole pass exercises for emergency preparedness.

Navy Representative – [2:04:21]: Jhewel Felipe and Victor Flint provided the report and highlighted the following: the official cause of the Lualualei fire from October 2024; submitting a Freedom of Information Act (FOIA) request; Lualualei cultural access; the red flag warning experienced on the Leeward Coast; Kolekole pass is clear and passable in case of declared emergency.

VIII. BOARD BUSINESS – [2:09:17]:

Approval of Tuesday, November 19, 2024 Regular Meeting Minutes – [2:09:22]: The approval of minutes was deferred due to multiple errors in the minutes.

November 2024 Board Member Attendance at Community Meetings – Public Hearings – [2:09:37]: Board members shared community meetings and public hearings they attended in November 2024.

IX. COMMITTEE REPORTS – [2:12:08]:

Transportation – [2:12:11]: Member Meyers shared the topics of the transportation committee report during community concerns.

Housing & Zoning – [2:12:40]: Member Meyers shared the conversation regarding Bill 64 and her intention to help get the community better informed regarding future legislation.

Hawaiian Affairs – [2:13:25]: Member Tector shared the discussion regarding a letter being sent to DHHL regarding security for businesses and the efforts to educate the Hawaiian people about legislation.

Parks & Recreation – [2:15:55]: Member Tector shared the efforts to better understand the different jurisdiction the City has at beach parks to help assist Kupuna in the community.

Water & Land – [2:17:47]: Chair Agustin shared the expansion project that was proposed from the Hawaii Cable Landing Station and a presentation by the Waiʻanae Sustainability Cooperative regarding community concerns for power.

Education – [2:19:07]: Chair Agustin shared the focus was solidifying the School Resource Officer (SRO) program.

Public Health & Safety – [2:19:33]: Member Aio shared the recent school violence experienced in different states in the mainland. He stressed the importance of school safety.
