I. CALL TO ORDER [0:00:02]: Vice Chair N. Hanohano called the meeting to order at 7:00 P.M. Quorum was established with 7 members present. Note: This 9-member Board requires 5 members to establish quorum and to take official board action.

III. FILLING OF VACANCY [0:16:10]: After nominations and asking for volunteers, residents Gary Shinsato, Blessings De La Cruz, Carrie Inamasu-Aken and Mark Kong were nominated for the vacancy.

[0:23:43] Following discussion, a roll call vote was taken with Board Members stating 2 names. Shinsato received 6 votes (Aio, Meyers, Tector, Carona, E. Hanohano, N. Hanohano, Agustin); Kong received 5 votes (Aio, Tector, Carona, E. Hanohano, N. Hanohano, Agustin); De La Cruz Received 1 vote (Meyers)

[0:27:15] Member Meyers Nominated and Member Aio seconded to have Member Agustin become the new Chair. Following discussion, a roll call vote was conducted and PASSED with a vote of 9-0-0 (Aye: Aio, Kong, Shinsato, Meyers, Tector, Carona, E. Hanohano, N. Hanohano, Agustin; Nay: None; Abstain: None). Member Malia Agustin will be chair for the remainder of the Board term.

Chair Agustin took gavel at 7:39 p.m.

Secretary:

[0:30:24] Member Meyers volunteered to be Secretary. Following discussion, a roll call vote was conducted and passed with a vote count of 8-0-0 (Aye: Aio, Kong, Shinsato, Meyers, Carona, E. Hanohano, N. Hanohano, Agustin; Nay: None; Abstain: None). Member Germaine Meyers will be Secretary for the remainder of the Board term.

Treasurer:

[0:32:03] Member Aio nominated Member Shinsato to be Treasurer. Following discussion, a roll call vote was conducted and passed with a vote count of 8-0-0 (Aye: Aio, Kong, Shinsato, Meyers, Carona, E. Hanohano, N. Hanohano, Agustin; Nay: None; Abstain: None). Member Gary Shinsato will be Treasurer for the remainder of the Board term.

V. RESIDENTS’/COMMUNITY CONCERNS [0:33:42]

Violence in Community [0:33:20]: Resident Erin K. shared that Wendy’s should be held accountable for the fatal accident.

HONU Clarification [0:34:46]: Member Meyers shared the statistics shared during the August 2024 HONU presentation to clarify her stance on the project.

Increasing Student Safety [0:37:22]: Resident Elizabeth Dixon shared that the “Georgette’s Beauty Emporium” play will take place at Dole Cannery on Saturday, November 2, 2024 and Sunday, November 3, 2024.

Community Haunted House [0:38:45]: Nānākuli High and Intermediate School students shared there are hosting a community haunted house and Ohana night at 87-828 Hakimo Road on Friday, October 25, 2024.

Children’s Business Fair [0:41:23]: Kiara, a Nānākuli High and Intermediate School student, shared there will be a children’s business fair on Saturday, November 16, 2024 from 10:00 a.m. to 2:00 p.m. at the Kamehameha Learning Center in Nānākuli.

Safety Hazards in Senate District 22 [0:43:57]: Resident Austin Salcedo shared his concerns regarding drug treatment facilities and group living facilities being in close proximity to schools.

Wellness of Keiki in the Community [0:46:21]: Kumu Piper shared her concern regarding the health and wellness of children in the community with their exposure to homeless. She suggested potential solar phone charging stations to prevent homeless from frequenting establishments where keiki go after school.

Environmental Risks in Community [0:47:24]: Senator Kurt Fevella shared the health issues created form the landfill being in close proximity to people’s homes.

Hawaiian Electric Company (HECO) Concerns [0:49:37]: Resident Gary Shinsato requested a representative from HECO attend the meeting to address blackouts that have recently happened in the community.

HONU Project Support [0:51:32]: Corporal Pagan shared that, homeless individuals do not want to leave their area to receive help, he encouraged the Board to support the project to better support the homeless in Nānākuli.

Wendy’s Incident [0:53:26]: Resident Johnnie-Mae Perry shared the situation at Wendy’s was not handled properly and could have been prevented if security was present.

Compromised Safety [0:54:24]: Resident Kalei Salcedo shared her concern regarding the compromised safety of the community if no action is done to improve safety in the community.

Hawaii Keiki Program Food Distribution [0:56:32]: Member Agustin shared her concern regarding food that was distributed that had concerning warning labels.

VI. PRESENTATIONS [0:58:42]
Coconut Rhinoceros Beetle (CRB) Report of Nanakuli Valley [0:58:44]: Students from an 8th grade class at Ka Waihona O Ka Na’auao and their teacher provided a PowerPoint presentation about the field study they conducted with CRB in Nanakuli. They visited 68 coconut trees in various areas of the valley and a large percentage of them have been infected with CRB. They presented potential solutions to salvage the remaining trees and get rid of the infected ones.

Kuleana Coral – Nanakuli Coral Restoration Project [1:14:04]: Alika Garcia from Kuleana Coral provided a PowerPoint presentation to share how they plan to restore coral in Nanakuli. They have different locations on the West and South sides of the island of Oahu where they take broken coral from the area and rehabilitate it for it to continue to grow. The location for this project is just off the coast from the Mermaid Caves.

Annual Update from PVT Landfill [1:42:35]: Ben Yamamoto and Joe Hernandez provided an update on the current status of the PVT landfill. They explained how their permits work and the measures they are taking to make sure they follow their permitted actions.

Governor Josh Green’s Representative [2:05:50]: Gary Yamashiroya shared the update regarding the UIPA request made from Member Meyers, the CIP funding for schools in Nānākuli, and the status of repair for an emergency siren in the community.
