Honolulu Police Department (HPD) – [0:03:12]: Lieutenant B. Navares with Acting Major Kurt Ing from District 2 Wahiawa Station provided the report and highlighted the following:
• September 18, 2025 to October 18, 2025 Statistics: 2 assaults, 1 burglary, 1 robbery, 4 car break-ins, 16 motor vehicle collisions/crashes and 450 calls for service.
• Safety Tip: Halloween Safety – Escort children under 12; stay in groups; avoid entering homes; wear reflective/light clothing; use sidewalks; inspect treats; drivers should slow down and watch for pedestrians.

Board of Water Supply (BWS) – [0:06:20]: Steven Norstrom provided the report and highlighted the following:
• September 2025 Main Breaks: One main break at 95-1032 Lapaiki Street.
• General Announcement: Water Conservation – BWS is requesting community kokua to conserve water by 20% due to lower-than-normal rainfall and high demand. Tips include turning off taps while brushing teeth, shorter showers, hose nozzles, and early-morning irrigation.

Military Representative Report – [0:07:47]: Lieutenant Colonel Melander provided the report and highlighted the following:
• October Training Advisory: East Range jungle and ranger tactics from 6:00 a.m. to 6:00 p.m. daily; aviation training from 6:00 a.m. to 6:00 p.m. daily, and artillery/mortar/demolitions live fire training from 5:00 a.m. to midnight October 20-24.

• Joint Pacific Multinational Readiness Center (JPMRC) Exercise: The Army’s annual JPMRC excercise will be from November 7-16, 2025. There will be increased traffic and noise in the weeks leading up to the excercise. Residents will also experience an increase in low flying helicopters and fixed wing aircraft coming in and out of Wheeler Army Airfield.
• 79th Annual Wahiawā Lions Veterans Day Parade: The parade will be Tuesday, November 11, 2025 from 10:00 a.m. to 2:00 p.m. and begin from the Wahiawā District Park and end at Kaʻala Elementary School.
• Job Fair: The next job fair will be at the Helemano Training Room on Monday, October 27, 2025 from 8:30 a.m. to 1:30 p.m. Job offers and provisional hiring the day of the job fair may occur. V. BOARD BUSINESS – [0:10:32]
Update on Memorandum of Understanding (MOU) between Dept. of Education and City Parks and Recreation on Community Use of New Mililani Middle School Parking Lot – [0:10:32]: Representative La Chica’s office noted the MOU is currently with the City’s Department of Parks and Recreation; further details provided during the mayor’s representative report.
Kamananui Project Update and Resolution – [0:11:30]: The applicant for the Kamananui Project resubmitted a revised Conditional Use Permit (minor). The Board previously took action to develop a resolution on the initial submittal.
Questions, comments, and concerns followed – [0:12:40]
1. Cover Letter: Board Member Kuehu noted that due to the minor changes on the applicantʻs new request, she suggested that the Board fortify their position on the proposed project by sending a cover letter adressing any changes that the applicant made.
[0:12:52] – Kuehu MOVED and Rogers SECONDED to adopt Resolution 2025-01 requesting the City and County of Honolulu Department of Planning and Permitting deny revisions to the Conditional Use Permit of Kaukonahua Ranch LLC’s Kamananui Project, and to include a cover letter addressing changes the applicant made. Further discussion followed. The motion was ADOPTED; 8-0-1. (Aye: Agader, Fields, Kuehu, Miyamoto, Oishi, Rogers, Tamashiro, Hazama; Nay: None; Abstain: Melendrez) – [0:14:50].

2. CUP Revision Concerns: Board Member Rogers expressed concerns about repeated CUP changes and accountability for agricultural commitments before proceeding.

Mililani Holiday ‘Ohana Parade (Mililani Lions Club) – [0:16:58]: Berta Jenkins and Bud Jenkins (Mililani Lions Club) shared details and planning for the Holiday Parade on Saturday, December 6, 2025; public outreach (digital signs, banners, posters) will precede the event; coordination with HPD to avoid prior congestion issues (e.g., H-2 backup); participants not charged—donations of non-perishable foods encouraged.

Launani Valley Slope and Stream Concerns – [0:21:25]: Board Member provided the following concerns: Launani Valley Community Association (LVCA) cut down dozens of Albizia trees, and did not remove tree trunks. Much of the heavy tree trunks/limbs are sitting on the embankment of the stream collapsing some areas of the embankment into the stream bed. There is also discharge PVC pipes protruding into the stream. The association has also been dumping green waste onto the embankment above Waikakalaua Stream. Board Member Kuehu provided Tax Map Key photos from the summertime, when she first became aware that the vendor was not removing cut trees. There is uncertainty regarding responsible agency. The Governor’s Representative said she would forward the concern to the appropriate agencies for a follow-up.

Honolulu Fire Department (HFD) – [0:27:47]: Firefighter L. Lorenzo provided the report and highlighted the following:
• September Statistics: 1 structure fire; 1 wildland/brush; 1 cooking; 4 activated alarms; 33 medicals; 2 motor vehicle collisions.
• Safety Tip: Seasonal Decorations – use fire-resistant, non-combustible decorations; choose only Underwriter’s Laboratory-approved electrical decorations and follow manufacturer’s instructions for installation and load; turn off lights before bed or when away; do not overload power strips; never leave candles unattended.

• HOV/Zipper Lane: EV HOV access tied to federal law.
• Consumer Alert: Cryptocurrency ATM scam involves callers posing as law enforcement; DCCA staff intervened in a local incident.
• Federal Shutdown: Department of Education is offering free/reduced lunch for students of affected families. Affected Families can contact their schools to apply for their student.
• State Career Fairs: Wednesday, October 29, 2025 from 9:00 a.m. to 2:00 p.m. at the Neal Blaisdell Exhibition Hall and Friday, November 14, 2025 from 10:00 a.m. to 2:00 p.m. at the Wahiawā Value-Added Center.

Office of Mayor Rick Blangiardi – [0:35:10]: Carrie Castle provided the report and highlighted the following:
• Mayor’s Newsletter Highlight: The second segment of Skyline launched Thursday, October 16, 2025 and had over 61,000 riders during the opening weekend (Oct 16-19) which offered two free days on Saturday and Sunday.
• City Charter Review: The public may submit amendment proposals for the 2026 ballot.
• Mililani Mauka Emergency Road Follow-up: The Department of Emergency Management leads with Honolulu Police Department, and Honolulu Fire Department during emergencies; differing exit routes by location relative to Meheula Parkway; signage/painting requested—no installation date yet.
• Skyline Overnight Parking: City Department of Transportation Services (DTS) shared the park-and-ride facilities are provided to support Skyline riders, and vehicles should not be left in these lots for more than a 24-hour period. This approach helps ensure that parking remains available for those actively using the system. The airport offers DTS appreciates the community feedback and will continue to gather data and monitor parking patterns and availability for all stations. • Mililani Mauka Road Repaving Project Follow-Up: DFM’s in house crew will address the tree roots uplifts on Meheula Parkway as an interim in-house first aid repair project. There currently are a number of in-house projects that the Division of Road Maintenance has on its schedule so DFM is only able to provide a tentative completion date by June 30, 2026. 1. COVID Hazard Pay: Board Member Melendrez asked when Hawaii Government Employees Association (HGEA) members will receive hazard pay and if funds are available. Ms. Castle replied HGEA payments are in process (after SHOPO and OTS); City aims for issuance before the holidays pending any discrepancy reviews; funds are available.
Office of Councilmember District 8, Val Okimoto – [0:46:10]: Jamie Schaedel provided the report and highlighted passed City Legislation:
• Ordinance 25-45 (Formerly Bill 62, 2024): Vehicle registration fee exemption for one vehicle for veterans 65+ who were not dishonorably discharged from the United States armed forces (Effective July 1, 2026).
• Ordinance 25-44 (Formerly Bill 34, 2024): Adjusts Residential A tiers and adds an additional tier; associated rates expected in the subsequent budget cycle. (Effective July 1, 2027.
• Resolution 25-284 (SHOPO Retro Pay Raise): Approving cost items (pay raises) for SHOPO Bargaining Unit 12 employees, including included, excluded, and managerial positions (police officers) in the City & County of Honolulu; Approx. $18M this fiscal year; this will be considered at the next Full Council meeting on Wednesday, November 5, 2025.
Office of Councilmember District 2, Matt Weyer – [0:48:33]: Kelly Anaya provided the report and highlighted the following:
• Bill 56 & Resolution 25-228: Require neighborhood board presentations for minor Special Management Area Permits (SMAs) and minor Conditional Use Permits (CUPs) to strengthen early community voice and reduce violations/appeals.
• Resolution 25-268: Urges City Department of Planning and Permitting (DPP) to create a database of all discretionary permit applications, including minor CUP/SMA, for public transparency.
• Recognition: Domestic Violence Action Center (DVA) honored at Council for service to local families.
• Hazard Pay: City coordinating with unions; payments processed upon final agreements.

DPP Meeting Accessibility: Board Member Kuehu expressed concern that weekday 10:00 a.m. meetings limit participation; requested evening availability at least quarterly for major/controversial items. Ms. Anaya replied she will relay the feedback; noted that broader changes may require charter/administrative adjustments.

State Department of Transportation, Casey Abe – [1:08:46]: Casey Abe provided the report and highlighted the following:
• Maintenance/Ownership: Some graffiti/signage responsibilities rest with Mililani Mauka residential community or the City (e.g., Wahiawā park-and-ride perimeter sign); DOT repairing state assets including damaged wall, graffiti on overpasses/light poles, utility box, and old signpost foundation.
• Safety Installations: New speed humps at three H-2 ramps; Rectangular Rapid Flashing Beacons (RRFBs) being installed and expected complete by Friday, weather permitting.
• Red-Light/Speed Cameras: Warning period ends Oct 31; citations begin Nov 1 for >11 mph over limit; fines $167–$317; red-light citations $92; both may be issued for the same incident.

1. Speed Camera Operation: Board Member Kuehu asked whether speed detection is always active or only with red-light enforcement. Mr. Abe replied speed cameras are continuously active within their detection range; >11 mph over the posted limit triggers a citation regardless of signal phase.
2. Off-Ramp Speed Hump and Signage: anna Hudson (resident) commented on the new speed hump on the Mililani Mauka off-ramp; request for clearer advance warning and striping. Mr. Abe replied locations were coordinated in prior meetings; signage/striping and RRFBs are being installed to enhance pedestrian safety.
3. Additional Warning Sign Placement: Board Member Kuehu requested an additional sign on the left side and earlier placement so drivers slow down before the hump. Chair Hazama noted measures are for pedestrian safety at unavoidable crosswalks across freeway ramps; RRFBs to improve visibility.
4. Pedestrian Safety Rationale/Data: Board Member Kuehu asked if incident data support these installations. Chair Hazama replied measures respond to pedestrian safety concerns and constituent reports; overpasses are not feasible; DOT to monitor performance and continue improvements.
