Military Representative Report – [0:09:53]: Colonel Melander reported the following: range and jungle tactics as well as small arms blank fire will continue at East Range May 21-26 and May 28-30; aviation training/air assault school will continue at East Range May 21-22 from 6:00 a.m. to 6:00 p.m.; live fire training for artillery, mortar, and demolitions will continue on Schofield Barracks during early morning hours and late evening hours May 30-31. The U.S Army will be celebrating its 250th birthday and invites the public to celebrate Army Community Day at Fort DeRussy on Thursday, June 12, 2025 from 10:00 a.m. to 3:00 p.m. The event will include interactive exhibits, equipment demonstrations, and meet-and-greets with soldiers. The Final Environmental Impact Statement (EIS) for proposed land retention on the island of Oʻahu for three training areas: Kahuku Training Area, Kawailoa-Poamoho Training Area, and Mākua Military Reservation. Once the final EIS is published, there will be a 30-day waiting period followed by the record of decision later this summer. The next job fair is on Tuesday, June 24, 2025 at Kapolei High School from 8:30 a.m. to 2:00 p.m.

V. BOARD BUSINESS – [0:13:38]
Update on Affordable Housing Project at Mililani High School – [0:13:38]: Chair Hazama informed everyone that he recieved an update from Cherri Nakamura (Hawaiʻi School Facility Authority Community Liason) that the Hawaiʻi State Legislature has passed House Bill (HB) 329 which approves a $2 million appropriation for the Mililani High School Teacher Housing Project and will be sent to Governor Green to sign. Chair Hazama informed everyone that HISFA will be back to provide updates to the Board in the near future.
Update on Memorandum of Understanding (MOU) between Dept. of Education and City Parks and Recreation on Community Use of New Mililani Middle School Parking Lot – [0:14:40]: Chair Hazama shared he received an update from the Department of Parks and Recreation that they are still currently reviewing the MOU and once they are done with their review, they will send it to Department of Education (DOE) for further reviewal.
Presentation on the Early Eviction Mediation Program – [0:15:20]: Roberta Hickey from Mediation Center of the Pacific provided a PowerPoint presentation to provide information on the Early Eviction Mediation Program that is offered by The Mediation Center of the Pacific. This program was introduced in 2021 to address the end of Hawai’i’s eviction moratorium. The program has seen a steady rise in interest to use their program due to outreach and community partnerships. The program is free for both parties to participate in early mediation. Using the program also helps both parties avoid going to court to dispute. Mediation sessions can be scheduled within 3-5 days when both parties are flexible. If English is not a participant’s primary language, The Mediation Center of the Pacific (MCP) will provide an interpreter. The public is encouraged to schedule a mediation request online through their website or to call to get more information.
