• December 2025 Statistics: 0 structure fires; 0 wildland/brush; 0 nuisance; 0 cooking; and 9 activated alarms; 30 medical responses; 3 motor vehicle crash/collisions; 0 motor vehicle collision with pedestrians; 0 mountain rescues; 0 ocean rescues; and 0 hazardous materials incident.

1. Fireworks Activity: Board Member Rogers asked about the firework activity during New Years Eve in Mililani. Firefighter Massey responded there was less firework activity this year compared to previous years.

Honolulu Police Department (HPD) – [0:04:46]: Lieutenant R. Baysa from District 2 Wahiawa Police Station highlighted the following:
• December 2025 Statistics: 1 assault, 0 burglaries, 0 robberies, 3 car break-ins, and 426 calls for service.

Questions, comments, and concerns followed – [0:05:46]
1. Emergency Access Road Lock and Houseless Individual: Board Member Kuehu thanked CPT Officer Brandt and colleagues for addressing the lock on the emergency access road after they helped remove the houseless individual who was living on the path for about two weeks. The lock was missing from that area after they cleared it. She extended appreciation that they went out one evening to make sure the path was cleared and called in the City to clean the area so there was no debris and took all the trash. That area needs to be tended to again (will be discussed with City and State). She noted they didn’t have to call 911 and bring in patrol; they’re always very receptive to coming out to the community.

Board of Water Supply (BWS) – [0:07:00]: Steven Norstrom highlighted the following:
• January 2026 Main Breaks: No main breaks to report.

Questions, comments, and concerns followed – [0:08:20]
1. Previous Street Work Follow-up: Mr. Norstrom asked Board Member Rogers about a previous question regarding BWS work on a street. Board Member Rogers replied there’s still a lot of dirt there, but they seem to have gotten it taken care of; they’ve taken the cones away.
2. Water Main Break Response on December 21, 2025: Board Member Kuehu thanked BWS for their quick turnover time responding to a water main break in Launani Valley.

Military Representative Report – [0:10:15]: Lieutenant Colonel Melander provided highlighted the following:
• Training for Remainder of January: U.S Army in Hawaiʻi will continue training in the east range with ranger and jungle tactics, small arms, blank fire on weekdays from 6:00 a.m. to 6:00 p.m. Aviation training will occur on January 22 from 6:00 a.m. to 6:00 p.m. for rappel master school. Artillery, mortar, and demolitions live-fire training at Schofield Barracks will occur from early morning to late evening hours through January 28 (including weekends).
• Joint Pacific Multinational Readiness Center (JPMRC) Exercise: The 25th Infantry Division in US Army Garrison
Hawaiʻi would like to thank the community for their patience with increased noise/activity.
• Job Fair: The next job fair will be at the Helemano Training Room on Wednesday, February 9, 2026 from 8:30

• Prescribed Burn in April 2026: The U.S. Army plans a prescribed burn April 13–19, 2026, conditions permitting. The burn reduces wildfire risk and protects endangered species. It is approved by the Hawaiʻi Department of Health and coordinated with the U.S. Fish and Wildlife Service. Operations will occur during daylight hours, with overnight monitoring by Army firefighters.
• Water Treatment Plant Follow-up: Following up on a resident’s question from November 2025 about pipes at the water treatment plant by Wheeler, Lt. Colonel Melander explained that U.S. Army Garrison Hawaiʻi has a water infrastructure upgrade program that’s using the pipes in water line replacements and network replacements as they upgrade their water network.

Questions, comments, and concerns followed – [0:13:25]
1. Military Housing for Civilian Employees: Board Member Kuehu inquired whether individuals hired through the job fairs have the opportunity to utilize on-base housing. Lt. Colonel Melander replied there is a waterfall program: primary is active duty, then government civilians or retired military government civilians, and some non-military affiliated folks live in certain areas. Board Member Kuehu noted concerns about empty housing on base after the Red Hill crisis and will follow-up.

V. BOARD BUSINESS – [0:16:00]

Project G.R.O.W. Recycling Program in Mililani Mauka – [0:16:00]: Henry Gabriel of the Department of Environmental Services (ENV) announced Project G.R.O.W., launching April 1, 2026, which adds food waste to green compost carts in pilot areas (Nanakuli, Mililani, Kailua, and Kalihi) before expanding island-wide. Accepted items include food scraps and green waste; liquids, packaging, service ware, pet waste, and dirt are not allowed. Residents will receive kitchen containers and reusable bags and should freeze food waste and place it in the green cart before collection, which will be processed by Hawaiʻian Earth using in-vessel composting.

Questions, comments, and concerns followed – [0:26:19]
1. Coconut Rhinoceros Beetle (CRB) Awareness: Board Member Rogers inquired if Hawaiʻian Earth is taking measures to deal with the invasive species. Mr. Gabriel shared that Hawaiʻian Earth has been trained through the USDA on how to deal with CRBs.
2. Launani Valley Green Bin Availability: Board Member Kuehu asked Launani Valley has the blue and green bins if they’re on the automated system. Mr. Gabriel confirmed those that are on the automated system should have all 3 colored bins.
3. Mitigating Smells and Pests: Board Member Kuehu asked for recommendations for mitigating smells and pests in the bins if residents do not have space in their freezers to store food waste. Mr. Gabriel shared the city is encouraging people to save room in their freezers to save their food scraps. However, he also suggested using baking soda to help with odors.
4. Contract with Hawaiʻian Earth Recycling: Board Member Kuehu asked about the duration of the contract with Hawaiʻian Earth Recycling; who were the other bidders; and rental vehicles being considered commercial. Mr. Gabriel stated that the existing green waste contract with Hawaiʻian Earth concludes on March 30, followed by the immediate implementation of a new contract. Other bidders for this contract besides Hawaiʻian Earth Recycling was Island Topsoil Service. Mr. Gabriel suggested to call their office so that they can help figure out and/or provide the appropriate services or exemptions for each case.
5. Policy for Green Bins: Chair Hazama asked if there will be any policy changes if the green bins are not picked up on schedule, especially if they are sitting out with food waste and the next pick-up date is in two weeks. Mr. Gabriel replied that their policy is to pick up the bin on the next working day if they have a service outage on the scheduled pick-up regular day. He mentioned that the only two holidays they do not have services island-wide is on New Year’s Day and Christmas Day, which he further noted, if your scheduled pick-up day lands on those holidays, they would have to be picked up on the next scheduled pick-up date.
6. Paper Bags: Pua Smith-Kauhane asked if it is ok to use paper bags to collect food waste and put it in the green bin. Mr. Gabriel replied all bags are considered contamination to the green waste composting and should not be used.
7. Frequency of Pick-up Trucks: Yvonne Yoro asked if there will be an increase of frequency of trucks going through the Wahiawa area where Hawaiʻian Earth Recycling is located in. Mr. Gabriel mentioned there shouldn’t be any increase in traffic because the routes and pick-up schedules will remain the same. Board Member Kuehu later asked if the trash trucks are currently taking the green bin items out to Hawaiʻian Earth. Mr. Gabriel replied they go directly to Hawaiʻian Earth.
8. Data: Yvonne Yoro asked if there will be any data that the city will be collecting to track the progress before it is launched island-wide. Mr. Gabriel shared in April, the City Recycling Branch will be doing a lot of inspections in the pilot area and at Hawaiʻian Earth Recycling Facility to help them with their educational campaigns once it is implemented island-wide.
9. Ride-a-Long: Board Member Kuehu encouraged ENV to offer ride-a-longs to help with outreach and education to the community of the new program. Mr. Gabriel replied it was a great idea and encourages communities to get involved and work together to help reduce the waste that goes into landfills.
10. Outreach: Board Member Rogers asked how is the city notifying residents on the automated systems about the pilot program. Mr. Gabriel replied that they will be planning community workshops in the piloted areas; once the program is launched island-wide they will be mailing out brochures.

Update on Affordable Housing Project at Mililani High School – [0:44:09]: Chair Hazama shared he did not have any updates and will wait for updates from elected officials reports.

VI. RESIDENT/COMMUNITY CONCERNS – [0:44:16]

Kaukonahua Ranch, LLC’s Kamananui Agribusiness Activities Project (Gondola) Update – [0:44:24]: Board Member Kuehu provided a brief recap of the recent City Department of Planning and Permitting (DPP) public hearing that was held on January 12, 2026 for the reconsideration of Kaukonahua Ranch Conditional Use Permit (CUP) Minor application they submitted.

VII. ELECTED OFFICIALS – [0:44:00]

Office of Governor Josh Green – [0:44:02]: Melanie Martin highlighted the following:
• Launani Valley Stream Ownership Follow-up: According to the Hawaiʻi Department of Land and Natural Resources, the stream lies on a private property owned by Castle & Cooke. Board Member Kuehu requested for DLNRʻs response as written with the Tax Map Key attached.
• Governor January Newsletter Highlights: Includes Governor Green’s priorities of affordable housing; healthcare system strengthening; homelessness; and climate protection. Updates included Department of Corrections’ Women’s Community Correctional Center Ohana Day, Green Infrastructure Authority releasing $18 million in loan capital for energy-saving programs, and Department of Human Services’ Child Wellness Incentive Program ($50 payment for Medicaid/Quest health checkups).

Office of Congressman Ed Case – [0:52:35]: Nestor Garcia highlighted the following:
• Federal Funding: Congressman in Washington DC working on final four bills to fund federal government; funding measures will appropriate funds for Education, Labor, Health and Human Services, Transportation, Housing and Urban Development, Defense, and Homeland Security; deadline end of month to avoid government shutdown.
• Accomplishments: Slideshow of year in pictures; priority to deliver for constituents on individual concerns; portfolio includes veterans concerns.
• Cost of Living: Congressman’s work addressing the number one issue across the country.
• Service Academy Nominations: Student from Mililani High School nominated to Air Force Academy.
• App Challenge: Annual event for middle and high school students, three winners announced last month.
• Townhall Talk Story: Scheduled for Mililani community Tuesday, January 27 at 6:30 p.m. at Mililani High School.

Office of Mayor Rick Blangiardi – [0:56:04]: Carrie Castle highlighted the following:
• HNL 311 System Update: December 1st, city launched new and improved HNL311 system accessible via Apple or Android app and website; community members can directly submit service requests; bypasses NCO office and goes directly to departments. Board Member Kuehu encouraged community members to use the app and highlighted the tracking feature on the app that shows everyone issues that have been reported and is in the queue to being resolved.
• Mililani Mauka Emergency Access Road Follow-up: DTS is still trying to coordinate meeting between state and city; Department of Transportation Highways Deputy Director Robin Shishido working with DTS Deputy Director John Nouchi to arrange meeting; delay due to ensuring representatives from various jurisdictions are included; DTS looking at restriping area and creating new signage; should cars be parked illegally, contact HPD.
• MOU between DOE and DPR: On December 9, 2025, City’s Department of Parks and Recreation and legal department responded to DOE indicating no issues; On December 18, 2025, DOE reported the school requested change in MOU regarding type of locks to be used; DOE confirmed the change and agreement being processed for review with their deputy AG for comment; as of January 14, 2025, DOE’s Office of Facilities and Operations Development Facilities Development Branch indicated AG’s office in review and will provide update in about two weeks or less.
• Launani Valley Stream Ownership: DPP sent civil engineer inspector from Civil Engineering Branch for site visit December 4, 2025; revealed no grubbing or uprooting of vegetation activity; no green waste observed at that time.

Questions, comments, and concerns followed – [1:05:48]
1. Launani Valley Green Waste: Board Member Kuehu questioned DPP findings, noting over two dozen Albizia tree trunks well over 20 ft chopped down along hillside, pipes from underground leading over edge flushing fluid into stream, stumps pushing vegetation into stream; requested to meet with investigator and will include in email to governor’s representative.
2. Emergency Access Road Signage and Clearing of Homeless Encampment on Pathway: Board Member Kuehu noted “No Parking Towaway Zone” sign insufficient as cars parked on the other side where no stripings and no sign, blocking chain; parking along curb entry; employees from shopping complex parking there; ambiguous for HPD; requested proper signage and oversight of the illegal parking and area of the access road. In addition, Chair Hazama asked if the meeting for the MOU is delaying the signage installation; Ms. Castle replied it is not.
3. Trash Pick-Up: Chair Hazama noted ENV didn’t pick up trash in Mililani Mauka on New Year’s Eve (December 31st), website didn’t list service outage or holiday schedule. Ms. Castle clarified communications team issued press release about holiday schedule; ENV collectors only take off Christmas and New Year’s Day, not New Year’s Eve; pickup came Friday, January 2nd; acknowledged need to post service outage on website.
4. Park and Ride Bike Shelter: Board Member Kuehu asked about bike shelter framework at Mililani Mauka Park and Ride, wondering if it’s moving soon. Ms. Castle agreed to find out.

Office of Councilmember District 8, Val Okimoto – [1:14:42]: Pua Smith-Kauhane highlighted the following from the newsletter:
• Legislative Updates: Full Council meeting December 3, 2025 passed: Bill 64 (2025) requiring mayor to submit appropriations report with budget documents; Bill 65 (2025) CD1 requiring BFS director to report fund transfers quarterly; returned unsigned December 22, 2025, became ordinance December 23, 2025; Bill 46 (2025) CD1 requiring HPD to release certain public information; Bill 42 (2025) CD1 deregulating taxi cab industry.

Bill 63 Collaboration: Board Member Kuehu asked if there’s been collaboration with city housing departments, Section 8, as incentive through those programs for homeowners and landlords who participate, to encourage more homeowners to open homes for Section 8 and low-income housing options. Ms. Smith-Kauhane agreed to take feedback back.

• 2026 Legislative Priorities: Regional economic development, agriculture and biosecurity, and workforce development.
• Update on Constituent Concern: Emergency sirens – Launani Valley residents reported unable to hear emergency sirens; contacted Hawaiʻi Emergency Management Agency; only one siren working in Mililani Tech Park; siren on Meheula Parkway currently down, scheduled for replacement and construction; will follow-up on timeline.

Office of Representative District 38, Lauren Matsumoto – [1:26:34]: Representative Matsumoto highlighted the following:
• Staff Introduction: Introduced office manager Amanda Neuman.
• Community Events: Representative Matsumoto and her family served as grand marshals for Mililani holiday parade; invited the public to Opening Day at the Hawaiʻi State Capitol.
• Pre-Session Survey Results: Total 314 responses, available on https://repmatsumoto.com/; questions asked about top issues, cost of living factors, and tax programs; cost of living, housing, crime and safety, government reform top priorities.
• Bill Package: Focus on cost of living (including housing), crime and safety, government reform; constituent request bills included; bills not due until next week Wednesday, will have full bill package with bill numbers at next meeting.

1. Survey Demographics: Board Member Kuehu asked about the demographics graph from the survey. Representative Matsumoto explained Mililani below Kamehameha Highway is “Mililani,” above is “Mililani Town,” including Mililani Mauka; online surveys only show “Mililani,” paper surveys by zip code cause differential.
2. Emergency Road Trash Dumping: Representative Matsumoto received constituent call about trash dumped at the Mililani emergency access road; contacted DOT and DTS; DOT responded they will take care of it.

Office of Representative District 46, Amy Perruso – [1:33:35]: Representative Perruso highlighted the following:
• Staff Introduction: Introduced Office Manager Yvonne Yoro and session staff Zaz.
• Finance Committee: Member of the House Finance Committee and attending info briefing; raised concerns of staff shortages in departments and lack of resources; focus on revenue generation to address shortfalls.
• Corruption Investigation Update: Attorney General’s reversed position, will now work with the U.S Attorney’s office to conduct investigation on corruption case.

Office of Representative District 37, Trish La Chica – [1:38:05]: Representative La Chica highlighted the following:
• Bill Package: Full list for February newsletter once bills filed and finalized with numbers; third year as vice chair for House Committee on Education; package focused on education including proficiency (particularly math), accountability, school meals, student transportation; public safety bills on crosswalks, pedestrian right-of-way, AI regulation; 2026 pre-legislative survey results uploaded on website, digital copy received, print out coming.
• Staff Introduction: Introduced Office Manager Tosa Lobendahn and session staff Tiara Tenorio, and Alani Santana.
• Homeless Encampment: Tosa Lobendahn noted the constituent concern they received of the homeless encampment on Kipapa Ridge; Kealahou West Oahu (KWO) outreach was done and the individuals are receiving help.
• Legislative Pilot: Working on a shared use facility bill (pilot program) with DOE to open all DOE outdoor and grounds facilities on Saturdays and Sundays.

1. Mililani Middle School Parking Lot MOU: Chair Hazama expressed frustration about parking lot/gate issue taking over two years between city and state and asked for assistance with inviting a DOE rep to the board meetings to provide updates until the MOU has been finalized. Board Member Kuehu suggested if community can do something should contract not come to fruition at January 31st deadline, suggesting getting community members involved who utilize the space (coaches, teams, parents) and recording impact on board agenda. Representative La Chica explained most delay is when legal is involved, both legal teams on city side (corp counsel) and state side (attorney general’s office), outside departments’ hands; recommended following legislation being introduced which would mandate DOE to open facilities without formal agreements.
2. Illegal Dumping: Representative La Chica reminded the community to report to their office if they see any illegal dumping in the district; noting the action taken at Kipapa Ridge and at Mililani District Park.
3. Gulch Cleaning Project: Board Member Kuehu asked about gulch between Mililani Mauka and Waipio before Ka Uka where overpass crosses, noting vegetation cleared, trucks visible under overpass; inquired what project is being done there. Representative La Chica mentioned is not aware as outside district.

State Department of Transportation, Casey Abe – [1:51:45]: Casey Abe highlighted the following:
• H-2 Ramp Crossings Follow-up: Thanked Chair Hazama for November email concerning two ramp crossings without speed humps or rapid rectangular flashing beacons.
• H-2 Northbound On-Ramp: Proposing two additional signs to alert motorists about pedestrian crossing – advanced pedestrian crossing sign to warn of crosswalk as they approach, second pedestrian crossing sign on left hand side of crosswalk (currently only one on right side).
• H-2 Southbound On-Ramp: Relocating existing advanced pedestrian crossing sign closer to actual crosswalk, moving from before H-2 overpass to just after overpass; light standard on left side missing, will install new sign with post.

Questions, comments, and concerns followed – [1:53:24]
1. H-2 Northbound Exit Pedestrian Crossing: Board Member Kuehu noticed enormous amount of vehicles at H-2 northbound off ramp leading to Mililani, two lane exit, with flashing lights pedestrian waiting to cross from Meheula to sidewalk area; cars on outside lane (no yield) don’t stop even with flashing lights and speed hump; right lane should anticipate left lane slowing but drivers don’t; suggested need for tickets. Mr. Abe explained typical driver education – right lane should slow when left lane slows, but acknowledged issue.
