• April 2026 Statistics: There were 2 structure fires, 0 wildland/brush fires, 0 nuisance fires, 0 cooking fires, 4 activated alarms (no fire), 98 medical emergencies, 0 motor vehicle collisions with pedestrians, 0 motor vehicle collision crashes, 0 mountain rescues, 0 ocean rescues, and 0 hazardous materical incidents.
• Safety Tip — Wildfire Prevention: Hawaiʻi is entering a period of increased wildfire risk. Residents should clear brush and vegetation around their homes, never park on dry grass, and avoid activities that create sparks during dry, hot, and windy weather. Honolulu Police Department (HPD) – [0:05:06]: Lieutenant R. Baysa from District 2 Wahiawa Police Station, highlighted the following:
• April 16 – May 16, 2026 Statistics: 1 assault, 1 burglary, 0 robberies, 1 unauthorized entry into a motor vehicle, and 411 calls for service.
• Safety Tip: The month of May is Click It or Ticket month and Bicycle Safety month. Bicyclists should wear properly fitted helmets, obey traffic signs, be visible, and respect bike lanes. A University of Hawaii study found 93.65% of Oʻahu drivers wear seat belts.

1. E-Bike Safety and Minor Rider Concerns: Member Rogers raised concerns about young children (as young as four years old) riding e-bikes after seeing news reports. Lieutenant Baysa acknowledged the concern and noted that enforcement involves a law requiring minors to wear helmets, which is already in effect, but officers have discretion between education and citation, especially for juveniles.

Board of Water Supply (BWS) – [0:09:40]: Steven Norstrom reported no main breaks in the Mililani Mauka district and highlighted the following:
• May Announcement – Toilet Rebate Program: WaterSense-labeled toilets (1.28 gallons per flush or less) are eligible for up to $200 rebate through the program. These toilets can reduce water waste by 20-60%. Apply at https://www.boardofwatersupply.com/rebates
• Wikao Street Follow-Up: BWS investigators checked the reported wet spot on Wikao Street (near the Spectrum building, Mililani Tech Park) on Thursday, April 23, 2026 and found the street dry. Mr. Nordstrom asked Member Kuehu to provide photos or additional information if the issue recurs.

Military Representative Report – [0:11:24]: Selina Gentkowski, U.S. Army Garrison Public Affairs Office (standing in for Lieutenant Colonel Melander), highlighted the following:
• Hiring Fair: Wednesday, June 24, 2026 at MVETS West Oʻahu Veteran Center, 8:30 a.m.–2:00 p.m., open to the public. Bring two references, proof of ID, Social Security card, and a resume. Neighborhood Commission Office Presentation – [0:13:36]: No representative present at this time.

Update on Mililani High School Teacher Housing Project – [0:13:40]: Sheri Nakamura (School Facilities Authority) highlighted the following:
• New Name: The development has been named Kūmelewai Hale. Kūmelewai was the birthplace of John (Ioane) Kaneiakama PapaʻĪʻī an educator, public servant, and later superintendent of Oʻahu’s schools. The name means “like singing water,” symbolizing balance, life, and abundance.
• Environmental Assessment (EA): The final EA will be posted on the public website on Saturday, May 23, 2026. The next step after posting will be the 201H exemption process through the City Council.

1. Maui Teacher Housing Comparison: A board member asked whether SFA was involved in the recently opened teacher housing project on Maui. Ms. Nakamura clarified that the Maui project (in Lahaina) was the responsibility of State Department of Education (DOE), with State Department of Accounting and General Services (DAGS) handling construction on the neighbor islands.
2. Environmental Assessment Website: Member Melendrez asked what website the EA would be posted on. Ms. Nakamura indicated it may be through the State Department of Land Use/Quality Control and committed to providing the URL to the chair for distribution.

Update on Memorandum of Understanding (MOU) Between DOE and C&C Parks on Community Use of Mililani Middle School Parking Lot – [0:18:35]: The MOU update was provided by both House Representative La Chica and Carrie Castle (Mayor’s Office). Representative La Chica reported that DOE Office of Facilities indicated everything was in order on their end but the city had requested a change. Deputy Director Castle clarified that as of the previous day, the MOU is back with the DOE Superintendent’s office for final legal review and should be completed soon. Chair Hazama asked Representative La Chica to send a follow-up to the Superintendent’s office.

VI. RESIDENT/COMMUNITY CONCERNS – [0:21:18]

Servpac Data Center Expansion – Agenda Request – [0:21:27]: Resident Paul Casey requested that the board invite a representative from the Servpac data center in Mililani Tech Park to present on their ongoing expansion and mitigation measures for water and power impacts on the community. Deputy Director Castle confirmed no conditional use permit is currently required and supported inviting the data center to report to the board. Chair Hazama agreed to submit the request. Mr. Casey also suggested inviting HECO and BWS to address potential rate hike impacts.

Office of Councilmember District 8, Val Okimoto – [0:31:00]: Councilmember Val Akina Okimoto highlighted the following:
• Bill 8 (Animal Nuisances): Passed third reading; increases penalties for animals posing a danger to the community, developed in collaboration with Department of Customer Services and Hawaii Humane Society.
• Bill 34 (Flood Hazard Areas): Reported out for passage on second reading and public hearing; keeps Honolulu eligible for the National Flood Insurance Program by updating flood hazard construction standards.
• Fiscal Year 27 Budget Process: Budget hearings completed; the bill will have its final reading on Wednesday, June 3, 2026. By charter, the full council must adopt the budget by Monday, June 15, 2026.

• Small Business Association Disaster Loan: Deadline Sunday, June 14, 2026. Interest rates as low as 2.875% for homeowners and renters for real estate and personal property repair/replacement (including vehicles). 1. SBA Office Location Clarification: Member Melendrez noted the SBA’s main office has long been located at Waterfront Row downtown and agreed to verify and share that information with Ms. Anaya to add to the newsletter.
2. Real Property Tax Relief Assistance: Mayorʻs Representative provided further details on the property tax remission.

Office of Senator District 17, Donovan Dela Cruz – [0:45:43]: Charles Miller highlighted the following:
• CIP Appropriations in House Bill 1800 (State Budget): Funding for plan designs for renovations to Mililani Public Library; and allocation for a covered play area at Mililani High School.
• Senate Bill 2802: Creates a Bachelor of Science in Agricultural Science at the University of West Oʻahu.
• Legislative Calendar: Session ended Friday, May 8, 2026. All passed bills are now with the Governor. Key deadlines: Tuesday, June 30, 2026 (intent to veto list finalized); Wednesday, July 15, 2026 (veto deadline).

Office of Representative District 38, Lauren Matsumoto – [0:47:09]: Representative Matsumoto highlighted the following:
• Individual Housing Account Program: Representative Matsumoto shared after six years of advocacy; this bill finally passed. First-time homebuyers may now use pre-tax dollars (similar to Island Flex) to save for a down payment. More details to follow next month.

Office of Representative District 46, Amy Perruso – [0:48:55]: Representative Perruso highlighted the following:
• Senate Bill 3125 – Budget Compromise & Solar Tax Credit Issue: Advocates are calling for a special session to provide safe harbor for projects already underway. House leadership supports returning; awaiting Senate agreement.
• Physician Ethics Legislation: Developing legislation based on Colorado law to provide legal guidelines preventing physicians from engaging in unethical practices, following community concerns related to Dr. William McKenzie.

1. Definition of “Safe Harbor”: Member Melendrez asked Representative Perruso to clarify the term “safe harbor.” She explained it means projects already permitted and under construction would not be impacted by the retroactive repeal of the solar tax credit.

Office of Representative District 37, Trish La Chica – [0:54:04]: Representative La Chica highlighted the following:
• House Bill 1782 (AI Regulation to Protect Minors): The bill is awaiting Governor’s signature.
• School Bus Contracting & Accountability: The bill is awaiting Governor’s signature.
• Kipapa Elementary School Incident: An SUV struck school road signs and a tree on Kuahelani Avenue during recess. A speed trailer was installed in coordination with HPD, DOT, and DTS while permanent signage is replaced.
• Grants & Aid: “Transforming Communities with Aloha” received funding to expand neighborhood security watches across Mililani, partnering with local churches.

1. AI Guardrails in Education: Member Melendrez asked whether guardrail laws are being considered for AI use in education. Representative La Chica explained that DOE has dedicated staff monitoring AI use in schools, vets all platforms, and has security protocols to monitor student activity. She shared her personal view that AI is already here and that the focus should be on educating youth about responsible use and potential harms.

State Department of Transportation, Casey Abe – [1:03:09]: DOT representative was unable to attend; no report.

Kealahou West Oahu (KWO) Outreach – [1:03:30]: Makanani Rivera highlighted the following:
• April 2026 – May 2026 Report: There were 13 community concern reports; 49 people encountered (38 service-resistant); 8 newly joined the program and are awaiting shelter or housing placement.
• Homeless Outreach and Navigation for Unsheltered Persons (HONU) Program Update: The program is relocating to Kapolei (next to Foodland empty lot); KWO is working to place individuals at Karsten Thot Bridge, who have received Dole notices to vacate pending enforcement.

Sign Removal – [1:06:00]: Resident John Mathias testified that on Monday, May 4, 2026 to Tuesday, May 5, 2026 he installed seven nonprofit fundraising signs on Meheula Parkway median. On Saturday, May 9, 2026, two signs (valued at approximately $200) were missing. He drew a correlation between the missing signs and a board member’s February testimony claiming authority to remove public right-of-way signs. Mr. Mathias stated he would install security measures going forward and would file a police report with evidence if the issue continues. He requested the board allow the city to enforce its own sign ordinances rather than have individuals act independently.
