1. Hold a joint Regular Meeting with the Mililani Mauka Neighborhood Board #35
2. Host a separate Candidate Forum immediately following this meeting for the upcoming elections and legislative races, focusing on the representation of the following communities: Mililani, Mililani Mauka, Koa Ridge, Waipiʻo Acres, Melemanu, and Launani Valley (Senate District 18, House District 37, House District 38, and House District 46)

CERTIFICATE OF RECOGNITION – Jeffrey Horstman, 2024 Hawaii Vice Principal of the Year – [0:02:38]: The Board’s Recognition & Service Awards Committee presented Mr. Jeff Horstman with a Certificate of Recognition as the 2024 Department of Education’s recipient of the High Achievement Award as well as the State of Hawaiʻi Middle School Assistant Principal of the Year. Mr. Horstman is a finalist and will represent the State in the National High Achievement Award and National Middle School Assistant Principal of the Year competitions.

Honolulu Police Department (HPD) – [0:06:09]: Lieutenant Scott Vierra from the Wahiawā Police Station provided the monthly statistics. He reminded the community that graduation season is coming up and there has been an increase of motor vehicle collisions, so the safety monthly tips were regarding safe driving.

Military – Combat Aviation Brigade, 25th Infantry Division – [0:08:22]: Major Daniel Ball reported the following:
● Job Fair: The next job fair will be on Tuesday, June 25, 2024 at Kapolei High School, starting at 8:30 a.m.
● Training Advisories: There’s an effort to increase the distribution of training advisories, including through email lists, social media platforms, and Hawaiʻi News Now. These advisories inform people about events such as artillery ranges and helicopter training.
● Environmental Impact Statement (EIS): The draft EIS is available for public comment. It primarily concerns the environmental impact of land use in Makua and Pohakuloa Training Area (PTA) on the Big Island. Public input is encouraged.
● Sentinel Landscapes Partnership: A new partnership between the Department of Defense, Hawaiʻi Department of Land and Natural Resources (DLNR), and others aims to improve the environmental impact of 2 million acres across the Hawaiian Islands. This includes agricultural initiatives.

• Following up from last month and the new gate and lock you placed and whether you are starting or increasing your patrols of the area?
• When is the comment period complete for the DEIS?
• Can you clarify the difference between the Oahu EIS and this second draft EIS?
• In terms of the Makua Valley on Oahu that is not included in the draft EIS?
• So, we can expect the Oahu draft EIS later?

Board of Water Supply (BWS) – [0:16:15]: Kathleen Pahinui reported that there were no water main breaks. Kathleen also reminded the community about ongoing water tests for Red Hill contamination on their website. Test results did not indicate petroleum found in the water. BWS is also installing monitoring and exploratory wells in Aiea and Halawa to find new water sources.

Sub-District Three (3) – One (1) Vacancy – [0:17:24]: Ann Smith showed interest in filling the sub-district three vacancy.
Chair Bass called a short recess at 7:49 p.m., so that Neighborhood Assistant Rachel Cristobal could verify the address.
The meeting was called back to order at 7:52 p.m.

Presentation on Fraud Prevention – [0:23:43]: Jackie Boland discussed fraud prevention resources, particularly focusing on American Association of Retired Personsʻ (AARP) efforts for individuals aged 50 and older. AARP is a social mission organization with a membership of people 50 and older, aiming to equip individuals with information and tools to detect and avoid fraud, recognizing the devastating impact it can have on one’s later years. Jackie highlighted the Fraud Squad of community volunteers, organizing events, seminars, and workshops, such as “Fight Fraud Together” with Paul Greenwood. She mentioned AARP’s collaboration with Volunteers of America on the Resilience, Strength, and Time (ReST) program, offering virtual support group sessions for those affected by fraud. Additionally, Jackie cautioned against common scams like romance and government impostor scams, providing red flags and advice on how to avoid them, emphasizing the importance of not sharing personal information.

Chair Bass proposed to have the special meeting on Thursday, May 30, 2024 at 7:30 p.m., which will be a hybrid meeting at the Neighborhood Commission Office at the Kapalama Hale. Legislative updates included the adoption of resolutions allowing the Mayor to establish a Department of Ocean Safety and considering the establishment of an Ocean Safety Commission in 2024. Kelly also addressed a request regarding the countries of origin for immigrants, listing Japan, China, Korea, Micronesia, Vietnam, Mexico, Marshall Islands, Canada, and Hong Kong.

She highlighted the significance of the Deep Fake Prevention Bill, which aims to prevent the dissemination of deepfakes during elections. Trish also acknowledged Quincy Coullahan, a standout senior spotlighted by her office, who graduated with honors from Mililani High School.
