MEETING RULES AND GUIDELINES
1. Order and Decorum: Meetings are conducted with fairness, order, and in compliance with the Neighborhood Plan 2008 (NP). Participants must treat each other with respect and share aloha, stay focused on the agenda, and adhere to time limits. Please silence electronic devices and keep yourself on mute if on WebEx until you are recognized by the Chair. Disruptive behavior or violations may result in removal (NP §2-14-117).
2. Requesting to Speak: To speak, raise your hand in person or online via WebEx. Once recognized by the Chair, direct comments to the Chair and stay on the agenda topic (NP §2-14-118(a)).
3. Reports and Presentations: Reports and presentations should be limited to 10 minutes unless otherwise specified. The Chair may allow public questions (Auth: NP §2-14-123(2)). Neighborhood Board members are allowed to discuss, ask questions, and receive information as outlined in the agenda, as well as receive additional information without providing comments (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 3-5). Speakers online on WebEx are encouraged to either have their cameras turned on, share their slides during their presentations, or both (adopted September 24, 2025).
4. Public Input: The public may present community concerns to the board. Neighborhood board members may discuss, ask questions, and receive information on these matters under the limited notice exemption under HRS §92-81; however, no action may be taken on issues raised by the public (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 7)
5. Oral Testimony: Public testimony will be allowed on agenda items, with the Chair setting reasonable procedures (NP §2-14-118(c) and (d); HRS §92-3). Testimony is limited to 3 minutes (adopted August 24, 2022; Auth: NP §2-14-118(d)).
6. Written Testimony: Participants may submit written comments on agenda items. To submit testimony, visit https://www.honolulu.gov/nco/board-testimony (NP §2-14-118(b); HRS §92-3).
7. Board Packet: Written reports, presentations, flyers, handouts, and documents distributed to the Board are available on Google Drive (HRS §92-7.5).

Relating to Emergency and Disaster Preparedness

SB2882 – Requires certain state buildings intended for use as emergency shelters and constructed on or after July 1, 2027, be designed to withstand Category 5 hurricanes

SB2884/HB2526 – Establishes a nonrefundable individual income tax credit for a certain percentage of expenses paid to retrofit a residence with wind-resistant devices or to purchase, install, or construct a hurricane shelter on the taxpayer’s property. Reduces the general excise tax rate on the gross proceeds or income from the sale of a concrete certified hurricane-resistant residential project or certain hurricane-resistant components of a high-rise condominium. Applies to taxable years beginning after 12/31/2026. Sunsets 12/31/2030.

SB2397 – Establishes that when a neighborhood board of the City and County of Honolulu has a vacancy, a majority of all seats that are filled shall constitute quorum to conduct business and a majority vote of the members present at the board’s meeting hall validate an act of the board as part of its official business.

HB2457 HD1 – Establishes the Community Resilience Hubs Pilot Program within the Hawaiʻi Emergency Management Agency. Requires a report. Appropriates funds.

Relating to the Makakilo Drive Extension Project

HB1908 – Transfers land from the City and County of Honolulu to the Department of Transportation to complete the
Makakilo Drive Extension project. Establishes the Makakilo Drive Extension Task Force to coordinate the project.
Authorizes use of the Hawaii green infrastructure special fund to support sustainable design elements of the project.
Appropriates funds.

Relating to Food Security

HB2208 HD1/SB2427/HB1699 – Establishes and appropriates funds for the Hawaii Farm to Families Program under
the Department of Human Services to alleviate food shortages in the State. Requires reports to the Legislature before
the Regular Sessions of 2027 and 2028.

Relating to the Kanehili Community Hale

SB2924 – Authorizes the issuance of general obligation bonds and appropriates funds to the Department of Hawaiian Home Lands for a capital improvement project for the construction of the Kanehili community hale, a new access road, and a parking lot at the Kanehili homestead.

Relating to Housing Development

HB1701 HD1/SB2356 SD1 – Prohibits minimum off-street parking requirements for new developments or redevelopment projects located in transit-oriented development infrastructure improvement program areas.

SB2552/HB1837 – For taxable years beginning 1/1/2027, increases the maximum annual deduction for contributions to, and maximum account levels for, individual housing accounts.

HB1726 HD1 – Requires the Office of Planning and Sustainable Development, in collaboration with other state and county agencies, to study options for and coordinate the development of a shared statewide housing and infrastructure data platform to inform agency decision-making and state housing and infrastructure investments. Includes the development of a model that assesses the fiscal impacts of development and regional infrastructure investments. Appropriates funds.

SB2424/HB1740 HD1 – Removes the prohibition against qualified residents for Hawaiʻi Housing Finance and Development Corporation-approved projects holding a majority interest in land and removes the requirement that qualified residents demonstrate financial viability or ability to pay rent. Amends exemptions from statutes, ordinances, charter provisions, and rules for certain housing projects developed by the Corporation that satisfy certain conditions, including requirements related to employment, owner-occupancy, and deed restrictions.

Relating to Schools and Education

HB1778 – Requires the School Facilities Authority to establish a school modernization initiative through a capital improvement project planning database for school facilities statewide. Appropriates funds.

HB1786 – Requires the Department of Education to make available all public school outdoor facilities and grounds on Saturdays and Sundays for public and community use without the need for any license, permit, or deposit of fees, under certain conditions. Requires reports to the Legislature

HB1779 – Expands free school meal coverage, beginning with the 2029-2030 school year, to all Department of Education students regardless of whether the student participates in a federal school meals program.

HB1561 – Beginning with the 2026-2027 school year, requires public charter schools participating in the National School Lunch Program to provide free meals to students whose family income is no more than three hundred per cent of the federal poverty level. Appropriates funds.

Relating to Energy Efficiency

HB1566 – Requires each state agency to expeditiously use energy efficient lighting. Requires the Hawaiʻi State Energy Office to provide technical assistance and survey state agencies for compliance, prioritizing first responder facilities. Requires the Department of Accounting and General Services to assist the Hawaiʻi State Energy Office in conducting the survey. Requires a report of the survey to the Legislature.

Relating to Liquid Natural Gas

HB1568 – Prohibits, after 6/30/2026, the importation or storage of liquefied natural gas; the construction, expansion, or operation of liquefied natural gas infrastructure; and state agencies or counties from issuing a permit or lease that enables the development or expansion of liquefied natural gas, with certain exemptions. Authorizes the Public Utilities Commission and Department of Health to adopt rules for the enforcement and compliance of the prohibition. Repeals a provision from the Hawaii State Planning Act making it a policy of the State to use liquefied natural gas as a transitional, limited-term replacement of petroleum. Prohibits, after 6/30/2026, the approval of a new or renewed purchase agreement that proposes to supply a utility with liquefied natural gas and the modification of an existing liquefied natural gas purchase agreement that proposes to extend the term or increase the amount of liquefied natural gas that is supplied under the existing agreement.

Relating to Carbon Sequestration

SB2373 – Establishes a state goal to strengthen nature-based carbon emissions reduction solutions. Directs certain state agencies to identify opportunities for investing in nature-based solutions that reduce carbon emissions. Authorizes the Hawaiʻi State Energy Office to develop methodologies to quantify carbon emissions reductions through marine ecosystem restoration and nature-based solutions. Requires a report to the Legislature.

Relating to Invasive Species & Biosecurity

SB2709 – Requires the Department of Agriculture and Biosecurity to establish rules to enforce the Akamai Arrival Program. Requires DAB to strengthen enforcement of plant and non-domestic animal quarantine and microorganism importations.

SB2760 – Clarifies that the importation of any item or material infested or infected with an insect or other animal, disease, or pest is prohibited. Requires the Department of Agriculture and Biosecurity to adopt rules to designate certain restricted articles to require a compliance agreement prior to importation. Clarifies that the State is not responsible for any economic loss or damages related to any actions by the Department under chapter 150A, Hawaiʻi Revised Statutes. Authorizes the Department to administratively inspect any article imported or moved into the State from the continental United States or between the islands of the State. Authorizes the Department to compel the quarantine of certain non-agricultural items or materials. Allows for certain interim rules adopted by the Department to be effective for up to two years. Clarifies penalties for various quarantine and import law violations. Appropriates funds to establish one full-time equivalent position within the Department to assist the Plant Industry Division Administrator in drafting, reviewing, and updating certain administrative rules.

SB2885 – Beginning 1/1/2027, establishes mandatory handling and storage rules for commercial and residential coconut rhinoceros beetle host material to reduce the spread of CRB within infested zones and to prevent spread into non-infested zones.

SB2174 – Authorizes the Department of Agriculture and Biosecurity to declare an emergency quarantine when it has been reasonably determined that there is a threat to the environment in the State. Authorizes the Department to halt operations related to or within the affected area for 96 hours, subject to extension by vote of the Board of Agriculture and Biosecurity. Authorizes the Department to quarantine any business or other area that is known or reasonably suspected to be infested or infected with any pest or any other prohibited, restricted, or unlisted organism. Authorizes the Department to establish interim rules governing the transportation of any material into and within the state that creates a situation dangerous to public or ecological health.

Relating to Transportation

HB2451 HD1/SB2904 – Beginning 1/1/2027, requires each county to implement fare-free access to its public transportation systems. Establishes the Fare-Free Public Transportation Tax and Dividend Special Fund. Increases the Environmental Response, Energy, and Food Security Tax on petroleum products to fund fare-free public transportation.

Relating to Taxation

HB1617 – Reestablishes the Agricultural Development and Food Security Special Fund. Establishes the Carbon Emissions Tax and Dividend Special Fund. Gradually increases the Environmental Response, Energy, Carbon Emissions, and Food Security tax rates and establishes a refundable carbon cashback tax credit to offset increases for most taxpayers. Requires reports to the Legislature. Appropriates funds.

Relating to Toxic Chemicals

SB2094 – Requires state agencies that monitor environmental toxins and pollutants to establish environmental action levels (EALs) to ensure the preservation of a safe environment. Prohibits modifications to EALs unless certain procedural requirements are met. Establishes a process to allow any resident to petition for modifications to an established EAL.

Relating to Injurious Material

HB1915 – Prohibits placing, dropping, or leaving injurious materials on highways, lanes, roads, streets, and alleys.

Relating to the State Budget

HB1800/SB2500 – Adjusts and requests appropriations for fiscal biennium 2025-2027 funding requirements for
operations and capital improvement projects of Executive Branch agencies and programs.
