MEETING RULES AND GUIDELINES
1. Order and Decorum: Meetings are conducted with fairness, order, and in compliance with the Neighborhood Plan 2008 (NP). Participants must treat each other with respect and share aloha, stay focused on the agenda, and adhere to time limits. Please silence electronic devices and keep yourself on mute if on WebEx. Disruptive behavior or violations may result in removal (NP §2-14-117).
2. Reports and Presentations: Reports and presentations should be limited to 10 minutes unless otherwise specified. The Chair may allow public questions (Auth: NP §2-14-123(2)). Neighborhood board members are allowed to discuss, ask questions, and receive information as outlined in the agenda, as well as receive additional information without providing comments (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 3-5).
3. Public Input: The public may present community concerns to the board. Neighborhood board members may discuss, ask questions, and receive information on these matters under the limited notice exemption under HRS §92-81; however, no action may be taken on issues raised by the public (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 7)
4. Oral Testimony: Public oral testimony will be allowed on agenda items, with the Chair setting reasonable procedures (NP §2-14-118(c) and (d); HRS §92-3). Testimony is limited to 3 minutes (adopted August 24, 2022; Auth: NP §2-14-118(d)).
5. Requesting to Speak: To speak, raise your hand. Once recognized by the Chair, direct comments to the Chair and stay on the agenda topic (NP §2-14-118(a)).
6. Written Testimony: Participants may submit written comments on agenda items. To submit testimony, visit https://www.honolulu.gov/nco/testimony (NP §2-14-118(b); HRS §92-3).
7. Board Packet: All written reports, presentations, flyers, handouts, and documents distributed to the Board are available on Google Drive (HRS §92-7.5).
8. Agenda Items and Voting: Under the Hawaii State Sunshine Law (HRS §92), matters not listed on the agenda cannot be voted on unless added during the meeting. The Board may add items if (1) the matter is not major, (2) it doesn’t affect many people, and (3) two-thirds of the full membership approves (HRS §92-7(d)). Items may also be added if an unanticipated event requires timely action for public health, welfare, or safety (HRS §92-8).

Makakilo Bluff Project – Project proposal for the conversion of less than 15 acres of agricultural land at Makakilo Bluff into an Urban district, subdividing it into R-7.5 and R-10 lots while extending Kulihi Street, with the remainder of the property preserved for agricultural use. c. Hālau Waʻa Commons Project – The Episcopal Church in Hawaiʻi is proposing the Hālau Waʻa Commons Project to develop a new community center on a vacant lot at 91-1122 Kamaaha Loop, Kapolei, O‘ahu, which will house the Hālau Waʻa Episcopal Church, a Montessori School, and an adult care facility with a commercial kitchen, all situated on a site zoned as AMX-1 (Apartment Mixed Use). d. Proposed Laulima Affordable Housing Development in Kapolei Update – The development is planned to consist of four phases: a 70-unit senior housing community, a 180-unit family housing community, a 236-unit housing community, and a 264-unit housing community, all designed to accommodate various income levels and unit types for ʻohana and kupuna; the project will also focus on integrating local amenities and comfort. 1. CALL TO ORDER – Chair Anthony Makana Paris: Meeting called to order at 6:03 P.M.

Board Members Present: Kioni Dudley (Second Vice Chair), Michael Ferreira, Moon Kahele, Matthew Khan (Treasurer), Mikiala Lidstone (Vice Chair), Michael Singleton, Tiare Taala, and Anthony Makana Paris (Chair).

Board Members Absent: Amy Bossler (Secretary).

2. ROLL CALL: Quorum was established with 8 members present.

3. COMMUNITY/BOARD CONCERNS & ANNOUNCEMENTS

Community member, Leslie Keating expressed that she would like to see should change the way we do fireworks in our community. Perhaps designate areas where fireworks can take place in a safe and responsible manner.

Kioni Dudley shared that he will possibly submit an op-ed with 10 proposed rules for fireworks.

4. BOARD BUSINESS

Resolution of Support for the proposed Materials Processing and Solid Waste-to-Energy Facilities Project, part of the Department of Environmental Services’ (ENV) H-POWER Master Plan: Dudley MOVED and Lidstone SECONDED to adopt. Following public testimony, the resolution was ADOPTED; 8-0-0 (Aye: Dudley, Ferreira, Kahele, Khan, Lidstone, Paris, Singleton, Taala; Nay: None; Abstain: None).

Authorize the Chair to Draft and Send a Letter to the Department of Planning and Permitting (DPP) Regarding the Neighborhood Board’s Position on the Materials Processing and Solid Waste-to-Energy Facilities Project, PIM Symbol Modification, and Resolution 2023-12 Supporting Host Compensation Packages for those Neighborhoods Impacted by Active Landfill and Waste-to-Energy Facilities: Dudley shared that he’s concerned about the various organizations who have ideas about separating materials. He would like to see discussion between them. Naomi Kukac from the Aloha Carbon Project asked what will they be creating from waste and what will they be recycling. Kahele is concerned with recycling procedures of methane gas. Taala is skeptical and wants more information. Chair Paris will make a request to ENV to present more information on the project. Chair recommends that the board support the intent of the project extending to the PIM (Public Infrastructure Map). No objections to the chair’s recommendation. Lidstone MOVED and Dudley SECONDED to authorize. Following public testimony, the resolution was ADOPTED; 8-0-0 (Aye: Dudley, Ferreira, Kahele, Khan, Lidstone, Paris, Singleton, Taala; Nay: None; Abstain: None).

Resolution for Calling for a Moratorium on Development Projects in Neighborhood No. 34 District to Mitigate Wildfire Risks Until Hawaiian Electric (HECO) Undergrounds High Voltage Power Lines: Dudley wants the resolution to oppose all electrical lines. Chair Paris will amend to add in other significant wildfire mitigation efforts. Taala MOVED and Kahele SECONDED to adopt. Following public testimony, the resolution was ADOPTED; 8-0-0 (Aye: Dudley, Ferreira, Kahele, Khan, Lidstone, Paris, Singleton, Taala; Nay: None; Abstain: None).

Resolution in Opposition to the Proposed Leiwili Kapolei Project at the Corner of Fort Barrette Road/Makakilo Drive and Farrington Highway Until All Recommendations are Addressed in the Resolution Supporting Quality-of-Life and Sustainable Design Elements in Multifamily Housing Developments That Respect Local Values and Are Place-Based: Community member, Leslie Keating supports the project and is aware of the infrastructure problems. Taala acknowledges the complex housing concerns and is critical of using the housing crisis to sacrifice appropriate uses of vacant lands, community safety and finite natural resources. Kahele is confused on how AMI is being calculated. Dudley is concerned about population explosion. Ferreira shared that affordable housing is not affordable. Daniel and Keegen F. of Ikenakea Development shared that the project is will provide a wide range of affordable options. The project was certified as emergency housing project and there is a limit of what they can do with financing. Community member, Frank Genadio asked if there were alternative sites available. Answer is that the proposed lot was always designated for affordable housing. Community Member Sheila Medeiros referenced her report that was presented several months ago. She shared that the VA was not in the original plan, so the plan can change. Chair Paris shared that high density so far from the transit area doesn’t make sense. Taala MOVED and Kahele SECONDED to adopt. Following public testimony, the resolution was ADOPTED; 8-0-0 (Aye: Dudley, Ferreira, Kahele, Khan, Lidstone, Paris, Singleton, Taala; Nay: None; Abstain: None).

Authorize the Chair to Draft and Send a Letter to DPP Regarding the Neighborhood Board’s Position on the Leiwili Kapolei Project and Resolution Supporting Quality-of-Life and Sustainable Design Elements in Multifamily Housing Developments That Respect Local Values and Are Place-Based: Taala MOVED and Ferriera SECONDED to authorize. Following public testimony, the resolution was ADOPTED; 8-0-0 (Aye: Dudley, Ferreira, Kahele, Khan, Lidstone, Paris, Singleton, Taala; Nay: None; Abstain: None).

Resolution Support the repeal of the 1984 amended rules and the adoption of Chapter 19-12 of the City and County of Honolulu Administrative Rules: Dudley shared that Ho‘opili is supposed to implement community gardens in their development. Lidstone mentioned that we have no community gardens in public parks on the West Side. Chair Paris suggested to defer the resolution so amendments can be made. No objections to the deferment.

Authorize the Chair to notify all Neighborhood Board No. 34 district legislators that they are welcome to attend future meetings as members of the public but will only be agendized if they submit action items at least 7 days in advance or request time for a presentation: Dudley disagrees with this action and believes that we should not capitulate. Community Member Frank Genadio suggested that the City Council looks at this and advocate for Neighborhood Boards. Taala MOVED and Lidstone SECONDED to authorize. Following public testimony, the resolution was ADOPTED; 7-1-0 (Aye: Ferreira, Kahele, Khan, Lidstone, Paris, Singleton, Taala; Nay: Dudley; Abstain: None).
