MEETING RULES AND GUIDELINES
1. Order and Decorum: Meetings are conducted with fairness, order, and in compliance with the Neighborhood Plan 2008 (NP). Participants must treat each other with respect and share aloha, stay focused on the agenda, and adhere to time limits. Please silence electronic devices and keep yourself on mute if on WebEx until you are recognized by the Chair. Disruptive behavior or violations may result in removal (NP §2-14-117).
2. Requesting to Speak: To speak, raise your hand in person or online via WebEx. Once recognized by the Chair, direct comments to the Chair and stay on the agenda topic (NP §2-14-118(a)).
3. Reports and Presentations: Reports and presentations should be limited to 10 minutes unless otherwise specified. The Chair may allow public questions (Auth: NP §2-14-123(2)). Neighborhood Board members are allowed to discuss, ask questions, and receive information as outlined in the agenda, as well as receive additional information without providing comments (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 3-5). Speakers online on WebEx are encouraged to either have their cameras turned on, share their slides during their presentations, or both (adopted September 24, 2025).
4. Public Input: The public may present community concerns to the board. Neighborhood board members may discuss, ask questions, and receive information on these matters under the limited notice exemption under HRS §92-81; however, no action may be taken on issues raised by the public (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 7)

This presentation is a part of our public education and outreach efforts to share information about the program to residents who may be affected once the program is fully implemented island-wide. 1. CALL TO ORDER [0:00:00]: Chair Anthony Makana Paris called the meeting to order at 7:00 p.m. He also announced speaking procedures and noted that the Neighborhood Board serves as the community’s forum.

2. ROLL CALL [0:00:48]
Neighborhood Assistant Curtis Hayashi conducted roll call to identify all board members present. Quorum was established with 7 members present. This 9-member board requires 5 members to establish quorum and to take official board action.

3. REPORTS

Honolulu Fire Department (HFD) [0:03:35]: HFD provided the April 2026 statistics: 0 structure fires, 0 rubbish or wildland fires, 7 nuisance fires, 0 cooking fires, 34 activated alarms with no fire, 168 medical emergencies, 2 motor vehicle collisions involving pedestrians, 3 motor vehicle crash collisions, 0 mountain rescues, 0 ocean rescues, and 3 hazardous materials incidents. He also shared a wildfire prevention and preparedness safety message, urging residents to clear brush, avoid parking on dry grass, avoid spark-producing activities in hot and windy conditions, and stay aware of weather and fire conditions.

Honolulu Police Department (HPD) [0:07:04]: Corporal Cory Makino of District 8 Community Policing Team provided the April 2026 statistics: 20 motor vehicle thefts district-wide with 6 in Kapolei, 14 burglaries district-wide with 4 in Kapolei, 105 thefts district-wide with 40 in Kapolei, 21 unauthorized entry into motor vehicles district-wide with 9 in Kapolei, 24 speeding citations, 643 moving violations, 65 parking violations, 1,058 total citations issued, and 8,413 total calls for service district-wide with 2,513 in Kapolei.

Questions, comments, and concerns followed [0:08:52]
1. Moving Violations Clarification: Board Member England asked what was included in the moving violation total. Corporal Makino responded that the category includes non-speeding traffic offenses such as red-light violations, stop-sign violations, and unsafe lane changes.
2. Sonic Traffic and Illegal Parking: Vice Chair Lidstone raised concerns about traffic congestion and illegal parking near the new Sonic on Kapolei Parkway and asked whether HPD anticipated an ongoing burden. Corporal Makino said he was aware of the initial rush after opening, had seen activity lessen over time, and had not yet received parking complaints but could revisit the issue later.
3. Increased Homeless Presence in Kapolei: Board Member Ferreira asked about an apparent increase in homelessness in the Kapolei area and whether the return of HONU may have contributed. Corporal Makino said HPD had noticed new faces in the area but did not know the cause, and he encouraged residents and property owners to report nuisance or unsafe conditions through non-emergency channels.
4. Police Follow-Up Appreciation: Barbie Hatcher thanked HPD for following up on her aunt’s prior police report and said the clarification helped her family better understand the situation. Corporal Makino acknowledged the thanks.
5. School Resource Officer Program: A resident asked about the status of school resource officers and whether more schools would participate. Corporal Makino said HPD was hearing positive feedback, additional officers were applying, and he expected more schools to receive SROs in the future.
6. Homeless Activity Near American Savings Bank: A resident commented on recurring homeless activity near American Savings Bank and said the Downtown shelter should be reopened. Chair Paris thanked him for the comments and noted the issue could also be raised with the Mayor’s Representative.

Board of Water Supply (BWS) [0:23:35]: No representative from the Board of Water Supply was present. Chair Paris noted the board had recently supported additional pumping apparatus for the area to help address pressure volatility, and Board Member Medeiros repeated an earlier unanswered question asking what tracking mechanisms and strategies are in place to monitor and maintain adequate water supply for population growth, including whether desalination plans exist and are operational.

Mayor Rick Blangiardi’s Representative [0:27:32]: Deborah Zysman, Deputy Director of the Office of Economic Revitalization, reported on several items. She announced the release of the City’s first Oahu Food Systems Plan draft for public comment through June 30; provided a storm recovery update and said impacted families could seek assistance through One Oahu resources; and relayed follow-up responses regarding Makakilo Drive completion, traffic calming, and pickleball striping. She said DTS classified the Makakilo Drive project as an illustrative project in the long-range regional transportation plan because no federal, state, or city funding has yet been identified, and added that DTS is still working with consultants on conceptual drawings for traffic calming north of Palailai. She also reported that Parks and Recreation said there is no formal appeal process regarding its pickleball striping decision and reiterated that permanent dual striping is not permitted at Makakilo Community Park tennis courts.

Questions, comments, and concerns followed [0:35:29]
1. Makakilo Drive Project Classification: Board Member Amy Bossler asked that the explanation of the project’s illustrative status be reread and requested clarification on the criteria used. Deputy Director Zysman said the designation meant that no funding source had been identified and agreed to seek further clarification.
2. ADA Sidewalk, Pickleball, and Emergency Egress: Board Member Medeiros asked for a timeline to fix an ADA-obstructed sidewalk near the Bible church, challenged the lack of an appeal path for pickleball striping, and requested a status update on the Makakilo emergency egress memorandum of understanding. She also asked whether anyone had assessed how many vehicles the emergency route could safely handle and whether the 2009 environmental assessment for Makakilo Drive remained valid.
3. Makakilo Drive Completion and Homeless Services: Board Member Ferreira stressed that the issue is Makakilo Drive completion, not an extension, and said the environmental assessment should be released so local or federal funding can be pursued. He also raised concerns about increased homelessness in Kapolei and questioned whether the local HONU operation was fully accessible, including to people using wheelchairs.
4. Federal Funding Questions: Board Member Kahele asked why the project would typically rely on federal funding and how the community could help secure that support. Board Member England similarly asked what steps would be needed to obtain the 80 percent federal share referenced by DTS.
5. Villages of Kapolei Road Transfer and Landfill Siting: Leticia Hernandez asked about the long-term funding gap tied to the Villages of Kapolei road transfer from the state to the City and worried that repair work could stop if payments lapse. She also questioned why alternative landfill siting options discussed in late 2024 were no longer being pursued despite earlier indications that revisions to Act 73 had been considered.
6. Traffic Calming Concerns: A resident objected to possible parking removal, roundabout design, and bicycle-lane concepts tied to traffic calming, saying on-street parking remains necessary for residents and guests and school-area crossings remain dangerous. Chair Paris thanked her for reiterating the concerns.
7. Fence Damage and Complaint Process: Barbie Hatcher asked what recourse constituents have when a complaint involves a state elected official allegedly damaging private property and not responding to concerns. She said her aunt Kathleen Suapaia was frustrated by the lack of accountability after campaign signs had been drilled into her fence without permission, and Suapaia herself stated that she had not granted permission and remained upset. Representative Kanani Souza responded that she had received permission from a male at the property, called the matter a smear campaign, said compensation should be pursued through civil channels, and offered an apology for any miscommunication while denying that visible damage remained. Chair Paris said the board forum could be used to seek process answers but would return to the meeting’s agenda business.
8. Political Conduct and Community Frustration: A resident later urged an end to bickering and political conflict and asked public officials to focus on safety, infrastructure, and long-standing West Oahu concerns such as Makakilo Drive completion. Board Member Medeiros also stated that Barbie Hatcher was not part of her campaign and said the fence matter was a deflection from Representative Souza’s own conduct.

O‘ahu Metropolitan Planning Organization [0:59:44]: Frank Genadio provided an update on OMPO and Makakilo Drive completion. He said the April Citizens Advisory Committee meeting covered Revision 7 to the Federal Fiscal Years 2025-2028 Transportation Improvement Program (TIP), which removed four projects and added nine HDOT projects, and he again opposed the TIP because Makakilo Drive completion was not included. He said the project’s illustrative listing in the regional transportation plan occurred only after extensive testimony and urged the board to continue pressing for the project to be placed on the TIP, which would make federal funding more achievable.

Questions, comments, and concerns followed [1:03:17]
1. How the Community Can Help With the TIP: Board Member Amy Bossler asked what the board or community could do to help get Makakilo Drive completion added to the TIP. Genadio said the policy board controls the TIP and suggested that even 10 members of the large community association showing up to speak at a policy board meeting could make a difference; Chair Paris asked that upcoming meeting details be shared for wider community participation.

Homeless Outreach and Navigation for Unsheltered Persons (HONU) Return to Kapolei [1:10:55]: Edward “Ted” Hayden (Department of Community Services) and Roy Miyahira shared updates on the HONU program, describing it as the City’s 24/7 intake shelter and primary entry point into the homeless services system. They said the mobile outreach shelter had recently returned to Kapolei (musubi lot nearby Kapolei Hale) from Waipahu Plantation Village, where over roughly seven months it served 391 individuals and transitioned 208 into more positive situations, including shelters, reunification with family, and other supportive placements. They explained that HONU is intended as a short-term navigation site, usually with a stay of around 10 days, to help people move from crisis toward more stable housing or services.

Questions, comments, and concerns followed:
1. Board members and community participants discussed homelessness patterns in Kapolei, service access, and program operations. Concerns raised earlier in the HPD and Mayor’s Representative portions of the meeting about local homelessness, service coordination, and ADA access carried into this presentation.

USTA Hawaiʻi Pacific Campus: Ron Romano presented on the USTA Hawaii Pacific Campus.

Amazon Kapolei ARS Fulfillment Center Project Update: Project representatives presented on Amazon’s proposed 2.8 million square foot, five-story robotics sortable fulfillment center in Kapolei Harborside. The team said the project represents a more than $600 million private investment, would create more than 1,000 full-time jobs plus several hundred construction jobs, and would include employee benefits from day one, local hiring strategies focused on West Oahu zip codes, educational support through Amazon’s Career Choice tuition program, and sustainability measures including rooftop solar and efficient water and sewer usage within existing master-planned allocations. Representatives also said the company wanted to discuss broader community investments, including food security, youth support, and infrastructure support.

Questions, comments, and concerns followed.
1. Transportation and Infrastructure Needs: Board Member Ferreira said the scale of the project would increase traffic and argued that infrastructure support should include Makakilo Drive completion and longer-term transit solutions such as Skyline expansion. He also asked whether Amazon returns could be donated to support community services.
2. Local Values and Corporate Impacts: Board Member Taala challenged the project’s messaging around community values and place, saying local residents wanted honesty about what the project would take from the area rather than only hearing promised benefits. Her comments emphasized concern that large corporations often take more from West Oahu communities than they give back.
3. AI, Robotics, and Future Employment: In response to questions about automation, Amazon representatives said robotics are already integrated into facilities like this one and are intended to make work safer and handle repetitive tasks, not replace the workforce. They said the facility was being planned for long-term operations and that the projected workforce level was expected to remain stable.
4. Trust, Trauma, and Broken Promises: Vice Chair Lidstone said she wanted to support the project but was uncomfortable because the community has experienced repeated trauma from projects that promised benefits and later failed to deliver. Her remarks framed the need for a more structured and accountable community process.
5. Hurricane Shelter Capacity: Board members asked whether the building’s interior shelter-in-place areas would be available for employees only or also for the broader community, and for what storm classes they were designed. The response indicated the protected space was intended for employees, and representatives said they had not previously seen the facilities used as broader community shelter space.
6. Fishpond Restoration and Waste Concerns: Resident William Albritton urged Amazon to support fishpond restoration and invest in solutions for waste and recycling impacts associated with its operations. He said meaningful investment in community and environmental priorities would help build trust.
7. Supply Chain Resilience: Dr. Dudley asked what would happen if larger national systems went into chaos and goods stopped arriving. Chair Paris noted time constraints and shifted the conversation toward board action items tied to the project.

6. BOARD BUSINESS

Resolution – ESTABLISHING A PERMITTED INTERACTION GROUP TO NEGOTIATE COMMUNITY AMENITIES, MITIGATIONS, AND A COMMUNITY BENEFITS AGREEMENT FOR THE AMAZON KAPOLEI ARS FULFILLMENT CENTER PROJECT: Chair Paris took this resolution out of order during the Amazon discussion. He summarized the proposal as creating a legally authorized, community-focused permitted interaction group to gather public input, study impacts, and draft non-binding mitigation and benefit options related to Project Savoy, the Amazon Kapolei ARS Fulfillment Center. He said the group would examine traffic, workforce, environmental, cultural, noise, and infrastructure concerns over approximately six meetings in six months and report back to the full board.

Questions, comments, and concerns followed:
1. Two-Year Delay Proposal: Dr. Dudley suggested amending the resolution to ask that all votes on the project stop for two years to allow the group more time to study the matter. Chair Paris asked whether any board member wished to move the amendment, and seeing no motion or second, the amendment failed.
2. Community Stakeholder Participants: Chair Paris proposed confirming community participants who had asked to join the group, stating that the list included representatives from Palehua Community Association, Aʻeloa Terraces Homeowners Association, Papa Ola Lōkahi, AlohaCarbon, Hālau Waʻa Episcopal, Association of Hawaiian Civic Clubs, Kaʻala Farms, Inc., ʻAhahui Siwila Hawaiʻi o Kapolei, Free Access Coalition, Waiʻanae Coast Comprehensive Health Center, Pride at Work – Hawaiʻi, Mālama Learning Center, and Villages of Kapolei Association. Hearing no objection after asking for testimony, Chair Paris confirmed the community partners.
3. Board Member Participants: Chair Paris then identified the proposed board members for the group as Carol England, Michael Ferreira, Sheila Medeiros, along with himself. Dr. Dudley requested to serve on the committee, but no motion or second was made to substitute him for one of the named board members, so the substitution request failed.

Member Bossler MOVED and Secretary England SECONDED to adopt the resolution establishing a permitted interaction group to facilitate public participation, fact finding, and advisory review of Project Savoy, Amazon Kapolei ARS Fulfillment Center. Chair Paris conducted a voice vote. The motion was ADOPTED; 8-0-0 (Aye: Bossler, England, Ferreira, Kahele, Lidstone, Medeiros, Taala, and Paris; Nay: None; Abstain: None).

Action: Neighborhood Board No. 34 Position on Amazon’s Application 2026-ZCH: The board took up action on Amazon’s zone change application after discussion of the permitted interaction group resolution. Chair Paris recommended conditional support for the variance request pending the findings and recommendations of the newly created permitted interaction group, citing both Amazon’s good-faith engagement and the need for a more structured process to evaluate impacts and mitigation.

Member Ferreira MOVED and Secretary England SECONDED to conditionally support Amazon’s Application 2026-ZCH-2, the zone change application, pending the findings and recommendations of the permitted interaction group. NB 34 conditionally supported Amazon’s zone change application (2026-ZCH-2) to increase the height district for Parcel 063 (portion) from 60 feet to 100 feet in the IMX-1 district for Project Savoy, with final support pending the findings and recommendations of the Permitted Interaction Group; 6-0-2 (Aye: England, Ferreira, Kahele, Medeiros, Taala, and Paris; Nay: None; Abstain: Bossler and Lidstone). Resident Leticia Hernandez raised concerns about the building’s visual impact along the Hawaiian Railway route and asked that the Permitted Interaction Group consider views from the railway corridor.
