MEETING RULES AND GUIDELINES

1. Order and Decorum: Meetings are conducted with fairness, order, and in compliance with the Neighborhood Plan 2008 (NP). Participants must treat each other with respect and share aloha, stay focused on the agenda, and adhere to time limits. Please silence electronic devices and keep yourself on mute if on WebEx. Disruptive behavior or violations may result in removal (NP §2-14-117).
2. Reports and Presentations: Reports and presentations should be limited to 10 minutes unless otherwise specified. The Chair may allow public questions (Auth: NP §2-14-123(2)). Neighborhood board members are allowed to discuss, ask questions, and receive information as outlined in the agenda, as well as receive additional information without providing comments (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 3-5).
3. Public Input: The public may present community concerns to the board. Neighborhood board members may discuss, ask questions, and receive information on these matters under the limited notice exemption under HRS §92-81; however, no action may be taken on issues raised by the public (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 7)
4. Oral Testimony: Public oral testimony will be allowed on agenda items, with the Chair setting reasonable procedures (NP §2-14-118(c) and (d); HRS §92-3). Testimony is limited to 3 minutes (adopted August 24, 2022; Auth: NP §2-14-118(d)).
5. Requesting to Speak: To speak, raise your hand. Once recognized by the Chair, direct comments to the Chair and stay on the agenda topic (NP §2-14-118(a)).

b. Hawaiki Project Update – Hawaiki Submarine Cable USA, LLC, a subsidiary of BW Digital, owns and operates the Hawaiki Cable Landing Station (CLS) in Kapolei, Oʻahu. The company proposes the Hawaiki Cable Landing Expansion Project, which involves constructing additional carrier-neutral Cable Landing Facilities (CLF) to accommodate up to six new subsea cable systems terminating at the Hawaiki CLS. The project includes the installation of up to six steel bore pipes, up to three associated beach manholes (BMHs), an onshore subsurface fronthaul conduit system connecting the new infrastructure to the existing Hawaiki CLS, and a gravel access road. The installation of subsea cables is not part of the proposed project. The expansion aims to enhance telecommunications infrastructure and connectivity in the region. Identification of Pet Friendly Parks: Position on potential parks for the installation of fenced dog areas to accommodate unleashed dogs, parks to allow leashed dogs for signage, bag dispenser installations, and other related pet amenities, and authorize the Chair to send comments to the Department of Parks and Recreation as requested in their April 25, 2025 Letter.
c. Proposed O‘ahu Subsea Cable Telecommunications Project – [0:38:20]: Jojo Acebo of Google represented subsidiaries Humuhumu Services LLC and Starfish Infrastructure, Inc. for a proposed subsea fiber optic cable project with a landing site at Barbers Point Beach Park, and an underground conduit system to be installed in public road rights-of-way between the cable landing site and a telecommunication facility to be located at the University of Hawai‘i West O‘ahu Campus. The overall purpose of the project is to enhance internet connectivity between Hawai‘i, the continental United States, other Pacific Islands, Australia, and Japan. Public Transit Title VI Program – Department of Transportation Services, Ken Yang (kent.yang@honolulu.gov) – [1:10:36]: Kent Yang presented the City and County of Honolulu Department of Transportation Services (DTS) Title VI Program. Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving federal financial assistance. DTS is a direct recipient of Federal Transit Administration (FTA) grants that help fund public transit services. FTA requires its grantees to submit a Title VI Program report documenting how public transit services are provided in a nondiscriminatory manner. The deadline for written comments is Thursday, May 1, 2025. DTS’ deadline to submit the 2025 Title VI Program report to the FTA is Sunday, June 1, 2025.

TheBus Proposed Bus Route Changes for Opening 2nd Phase of Skyline – [1:18:49]: Catie Cullison (PBR Hawaii) presented DTS’ proposed bus route changes for the second phase of Skyline opening on Wednesday, October 1, 2025. Instead of running TheBus Route C into town, the C Line is proposed to be truncated at the Keoneʻae (University of Hawaiʻi West Oʻahu) Skyline Station with direct routing via the freeway, fewer stops, and higher frequency. Instead of running TheBus Route E into town, the E Line is proposed to be rerouted to Wahiawā to provide mauka-makai service. The deadline for questions and comments is Tuesday, July 15, 2025. Early Eviction Mediation Program – [1:39:47]: Roberta Hickey-Gomez presented The Mediation Center of the Pacific’s Early Eviction Mediation (EEM) program. The program aims to support both landlords and tenants in resolving housing disputes early before they escalate to eviction proceedings. The Mediation Center is committed to fostering open communication and helping individuals reach mutually beneficial agreements. The program has achieved a 90% agreement rate over the past two years, which has helped many tenants remain in their homes and landlords continue receiving rental income.
