Purpose: The purpose of Neighborhood Boards and the Neighborhood Plan is to increase and assure effective citizen participation in the decisions of government.

3. EMERGENCY PROVIDERS [0:15:15]

Honolulu Fire Department (HFD) [0:15:15]: Captain D. Shubert provided June incident statistics: 27 medical calls, 3 motor-vehicle collision, 6 brush fires, 2 nuisance fires, and 1 ocean rescue. He also shared this month’s tip on wildland fire awareness, prevention, and preparedness.

Honolulu Police Department (HPD) [0:17:25]: Lieutenant Drew Akahi introduced Offier J. Atkins who provided June crime statistics: 3 unauthorized entries into motor vehicle and 6 thefts.

Honolulu Ocean Safety Department (HOSD) [0:19:30]: Lieutenant Haka Tamashiro reported that HOSD has assigned an additional lieutenant and mobile-responder truck specifically dedicated to serving the Waimānalo community. He reported that early outcomes have been positive and provided beach attendance and incidents in June (approximately 125K beachgoers, several paraglider emergency landings, missing-persons search, and response related to self-harm). Finally, in response to comments from Department of Parks and Recreation (DPR), HOSD is proposing the placement of a 40-foot storage container on an existing concrete slab that does not involve the breaking of any ground.

Board of Water Supply (BWS) [0:30:30]: Ms. Danielle Ornellas reported zero main breaks and no projects currently scheduled in the area for June. She also announced July’s smart-irrigation tips and annual unthirsty plant sale on August 2, 9:00 am to 1:00 pm, in Hālawa Valley.

Mayor Rick Blangiardi’s Representative [0:35:05]: DPR Director Laura Thielen provided departmental responses to concerns raised at last meeting and introduced plans for the construction of 2 comfort stations at Waimānalo Beach Park. Director Thielen presented on this topic along with consultants from Department of Design and Construction (DDC) Mr. Drake Kau and Ms. Camila Roger.

Blanche Pope Elementary School (BPES) Kula Kaiapuni o Waimānalo [1:08:20]: No representative present.

University of Hawai’i, College of Tropical Agriculture and Human Resources (CTAHR) [1:08:45]: Aunty Ilima shared that CTAHR recently hosted a farm camp for 20 keiki, ages 4-16, who engaged in farm activities, lei making, and art projects. She also noted excitement from first-time participants and announced plans for a follow-up workshop.

Hawai’i Job Corps [1:13:35]: Business Community Outreach Manager Julie Dugan provided update that court injunction preserved operations and Department of Labor (DOL) released funding through April 30, 2026. She also highlighted HR 2281 (Strengthening Job Corps Act of 2025) as an avenue for support, and urged residents to contact key members of Congress to advocate for funding.

Waimānalo Health Center [1:19:30]: Ms. Jasmine Lefiti encouraged Medicaid recipients to utilize benefits, offered assistance with eligibility questions, reported a rise in COVID-19 cases, and announced open positions, including roles on the Cultural Health team, clinical, dental, and HR.

Waimānalo Hawaiian Homestead Association [1:21:50]: No representative present.

Bellows Air Force Station [1:22:00]: No representative present.

Marine Corps Base Hawai’i (MCBH) [1:22:10]: Chair highlighted the importance of opening discussion with MCBH and the community about its work with US Immigration and Customs Enforcement (ICE).

Hawai’i State Department of Transportation (HDOT) Highways Division [1:23:50]: Engineering-Program Manager Casey Abe provided updates on many concerns raised at previous meetings regarding highway signage, maintenance, and safety enhancements. He confirmed installation of missing “Keep Bright” and crossing signs, graffiti removal, trimmed overgrowth, clearance of roadside trash, installation of reflective marker on newly-replaced utility pole, installation of barriers to prevent illegal parking, reported concern of shoreline erosion, and logged resident concerns for further investigation.

Ko’olau Resilence Hub Network [1:38:40]: Coordinator Mr. Joseph Wat encouraged community to form a Waimānalo hub with the purpose of grassroots resources for disaster-preparedness, and proposed initiatives such as Telegram communications channel, youth-resilience academies and 2-day workshops, psychological first aid and CPR training, chainsaw certification for post-disaster road clearance, and acquisition of an industrial-grade freeze dryer.

Kakoʻo Punana Leo O Koʻolaupoko and KKO Pūʻōhala [1:48:45]: Chair and Vice Chair voiced support for protecting bilingual classroom capacity at Pūʻōhala Elementary School.

Sustainable Coastlines Hawaiʻi Earth Week recap [1:54:00]: No representative present.

Mediation Center of the Pacific [1:54:10]: No representative present.

Support Request for Subdivision of Farmer Raymond Fukunaga’s Agricultural Parcel [1:54:10]: Residents Mr. David Yamada and Mr. Raymond Fukunaga requested community support regarding the subdivision of their parcel under 1987 land-use agreement.

Celebration Event at Waimānalo Assembly of God [1:58:00]: Aunty Louanna Kaio announced their 10th annual celebration on July 26, 9 am to 5 pm, at Waimānalo Elementary and Intermediate School, with entertainment, guest speakers, food trucks, tents, craft vendors, flag ceremony, and historical presentation.

Follow up on Fruit-fly Facility and Waste [1:59:40]: Resident Mr. David Lukey requested an update on NB32’s deliberation regarding its visit to the fruit-fly facility. Chair offered further contact on this matter.

Food Basket at St. Matthew’s Episcopal [2:01:00]: Bishop Stason Skeen thanked the community for supporting last month’s event and announced the next Food Basket event on July 26, 10 am to 12 pm, and the regular schedule of events on the second and fourth Saturdays of the month.

Concern regarding MCBH Hosting ICE [2:03:00]: Resident Ms. Amanda from Manoa seconded Chair’s concern regarding ICE’s presence on MCBH.

Councilmember Esther Kiaʻāina, Honolulu City Council (CCL) [2:04:15]: Councilmember Kiaʻāina thanked residents for their attendance at the renaming of campgrounds at Waimānalo Beach Park in honor of George K. Mahoe Jr., announced upcoming landfill visit and provided update on her report, congratulated Chair on his recent accomplishment, and addressed earlier concern on subdivision of agricultural parcel.

Hawai’i State Senator Chris Lee [2:08:00]: No representative present.

Hawai’i House of Representatives Lisa Marten [2:08:00]: Representative Lisa Marten announced plans for a virtual format for upcoming Town Hall, provided update on monitoring of new biosecurity bill, voiced concern over incoming work requirements and asset-limits Medicaid and SNAP, and encouraged community to be mindful of midterm-election impacts.

Landfill Site Visit Report [2:17:25]: There being no objections, Chair deferred this item to next meeting.

Recommendation to Change All Subdistrict Positions to At Large Positions and Submit Recommendation to the Neighborhood Commission Office [2:18:30]: Board Member Makaila motioned to approve a recommendation from NB32 to NCO regarding the changing of all subdistrict positions to at large [2:19:30], second by Board Member Kamakea-ʻŌhelo. Chair opened the floor to discussion, and subsequently called the question after hearing no further comments. Following a voice vote, Chair declared the ayes have it and the motion is approved, 8-0-0 (Aye: Kamahalohanuilai, Kamakea-ʻŌhelo, Kane, Makaila, McKeague, Mokulehua, Nee, Ralston, No: none, Abstain: none) [2:22:50].

Recommendation to Submit a Letter of Support to the Congressional District on Behalf of Hawaiʻi Job Corps [2:23:40]: Board Member Makaila motioned in support of submitting a letter to elected officials on behalf of Hawai’i Job Corps [2:23:50], second by Board Member Ralston. Chair opened the floor to discussion, and subsequently called the question after hearing no further comments. Following a voice vote, Chair declared the ayes have it and the motion is approved, 8-0-0 (Aye: Kamahalohanuilai, Kamakea-ʻŌhelo, Kane, Makaila, McKeague, Mokulehua, Nee, Ralston, No: none, Abstain: none) [2:25:10].

NCO Announcements [2:25:55]: Neighborhood Assistant Brandon Tsark announced that the NCO is currently hiring for one Neighborhood Assistant position, and provided miscellaneous updates to board members.

The next Waimānalo Neighborhood Board No. 32 Regular Monthly Meeting [2:28:00]: The next meeting will be held on Monday, August 11, 2025 at 7:00 pm, and will be a hybrid meeting.

2025 ʻŌlelo Broadcast Schedule [2:28:00]: The Waimānalo Neighborhood Board No. 32 meetings are broadcast on ʻŌlelo Channel 49 on the fourth (4th) Monday of the month at 9:00 pm; and on the first (1st) and third (3rd) Saturdays of the month at 3:00 pm.
