Purpose: The purpose of Neighborhood Boards and the Neighborhood Plan is to increase and assure effective citizen participation in the decisions of government.

Rules for Engaging: Anyone wishing to speak is asked to click the “raise hand” icon, and when recognized by the Chair, to address comments to the Chair. Remarks should not exceed three (3) minutes.  Please ensure your microphone is muted unless you are speaking.  You can mute and unmute for those dialing in on the phone by pressing * 6.  Please state your first and last name for the record, before moving into your comment/question etc.  Written testimony may also be submitted via email using the contact information listed on the Neighborhood Commission Office website.  ALOHA, “Akahai”, meaning kindness to be expressed with tenderness; “Lōkahi”, meaning unity, to be expressed with harmony; “ʻOluʻolu” meaning agreeable, to be expressed with pleasantness; “Haʻahaʻa”, meaning humility, to be expressed with modesty; “Ahonui”, meaning patience, to be expressed with perseverance, in accordance with Hawaiʻi Revised Statutes Chapter § 5-7.5.

Notes: The Board may take action on any agenda item.  As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this 13-member Board, is needed to add an item to the agenda.  Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. I. CALL TO ORDER – [0:00:13]

Chair Kimeona Kane called the meeting to order at 7:00 p.m. and recited the rules.

Roll Call – [0:03:40]: Neighborhood Commission Office (NCO) Brandon Tsark conducted a roll call. Quorum was NOT established with 6 members present [0:05:16]. Note – This 13-member Board requires 7 members to establish a quorum and to take official Board action.

Chair Kane introduced Neighborhood Assistant Brandon Tsark to the Board and the community that he will be joining tonight’s meeting – [0:05:35].

A Message From Our Kupuna – [0:05:49]: Chair Kane asked if there were any Kupunas that would like to provide a message; hearing none. Chair Kane read Burials at Bellow’s Field from a book called, “Sites of Oʻahu” on page 244.

ʻŌlelo Noʻeau o ka Mahina – [0:07:20]: #10 A hīkipalalē, hinolue o walawala ki pohā. This is what the Hawaiians thought the first white men to visit the islands said. It is untranslatable gibberish repeated with laughter when one is told something utterly incomprehensible.

A Message From Our Kupuna (Continued) – [0:10:40]: Barb Mayer introduced herself and shared a little information regarding how long she has been living in Waimānalo. She wanted to share concerns relating to the beach lots area which has a straight street called Laumilo Street. The speed limit is 15 mph, but there are vehicles going over the speed limit. There are people who go on for walks with/without their dogs and strollers. She proposed that she would like to have a discussion on adding a few speed bumps.

● Provided details on 2 events: Concert with Kapena; Graduation
● Summer school tuition will be the same price as the rest of year due to not enough students signing up. This was due to the cost being 3 times more. They will run about 20 classes regardless of the enrollment turnout.

Maile shared that they’re in the process of trying to bring that back. The funding for the project was frozen due to the new administration.

Fruit Fly Facility Follow Up – [1:54:06]: David wanted to follow up with the Board since a few members had visited the CDFA Fruit Fly Facility. He provided questions to the Board. Chair Kane mentioned that he could have the item agendized so that the Board can take a position. However, he did share that they were able to tour the facility in detail and every concern/question that was provided was answered openly.

Approval of Regular Meeting Minutes – Monday, March 24, 2025 Meeting – [2:35:54]: MOVED by Member Kamakea-Ohelo and SECONDED by Kamahalohanuilai to approve the minutes as written. Chair Kane passed the gavel (mic) to Member Kamakea-Ohelo to be Chair, so that he may offer an amendment. Member Kane requested that he would like to make an amendment on the March 2024 minutes under the Mediterranean Fruit Fly Center Visit Report to insert that he was also present for the tour. The gavel was passed back to Chair Kane. Member Kamakea-Ohelo MOVED and Member Kamahalohanuilai SECONDED to accept amendment [2:36:49]. There was no discussion. Neighborhood Assistant Brand Tsark conducted a roll call vote. The motion was ADOPTED 8-0-0 [Aye: Gramberg, Kane, Nee, Kamahalohanuilai, Mokulehua, Kamakea-Ohelo, Wong, and Ralston. Nay: None. Neighborhood Commissions Office Announcements – Neighborhood Board Assistant Rachel Cristobal announced that tonight was her last meeting and introduced Brandon Tsark, who will be taking over starting June 2025.

The next Waimānalo Neighborhood Board No. 32 Regular Monthly meeting will be held on Monday, June 09, 2025 at 07:00 pm and will be a hybrid meeting.
