Purpose: The purpose of Neighborhood Boards and the Neighborhood Plan is to increase and assure effective citizen participation in the decisions of government.

Rules for Engaging: Anyone wishing to speak is asked to click the “raise hand” icon, and when recognized by the Chair, to address comments to the Chair. Remarks should not exceed three (3) minutes.  Please ensure your microphone is muted unless you are speaking.  You can mute and unmute for those dialing in on the phone by pressing * 6.  Please state your first and last name for the record, before moving into your comment/question etc.  Written testimony may also be submitted via email using the contact information listed on the Neighborhood Commission Office website.  ALOHA, “Akahai”, meaning kindness to be expressed with tenderness; “Lōkahi”, meaning unity, to be expressed with harmony; “ʻOluʻolu” meaning agreeable, to be expressed with pleasantness; “Haʻahaʻa”, meaning humility, to be expressed with modesty; “Ahonui”, meaning patience, to be expressed with perseverance, in accordance with Hawaiʻi Revised Statutes Chapter § 5-7.5.

Notes: The Board may take action on any agenda item.  As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this 13-member Board, is needed to add an item to the agenda.  Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. The presentation was about an interactive website that provides projections of high tide flooding, groundwater inundation, drainage backflow, annual high wave-driven flooding, and coastal erosion that will be exacerbated by climate change.

Waimānalo Gymnasium and Other Athletic Complexes – [1:58:41]: Resident Dave expressed that he would like to see the gym and other athletic complexes in top shape. He mentioned that people would bring buckets of dirt, gravel and other material from home to fill in the cracks on the field where the kids play soccer. He also shared that due to the gym being closed multiple times, kids were put into sports later and great coaches have been lost.

Expansion of Hui Mahi Ai Aina – [2:01:30]: Resident Kanela announced that she was requesting for councilmembers, the government, OHA, DHHL, and the Council of Native Hawaiian to help her look into the mismanagement and transfer of the eleven-acre parcel land on 41-902 Olulu St, Waimānalo TMK 41-1-01:008. Kanela stated that Hui Mahi Ai Aina has been operating illegally on the agricultural land and has not seek their legal permits nor have received their legal insurance. She also tried to search when Hui Mahi Ai Aina became a certified project in the State, which she was not able to locate.

A. Neighborhood Commissions Office Announcements – [2:39:00]: Neighborhood Board Assistant (NA) Rachel Cristobal announced that she would not be at the next meeting due to being on vacation, but another NA will be present to cover the meeting.
B. The next regular meeting of the Neighborhood Commission is scheduled for Monday, October 28, 2024 at 6:00 p.m. on Webex, and at Kapālama Hale.
C. The next Waimānalo Neighborhood Board No. 32 Regular Monthly meeting will be on Thursday, November 7, 2024 at 07:00 pm and will be a hybrid meeting.
D. The Education Committee meeting is on the second Tuesday, November 12, 2024 at 5:00 pm.
E. The Hawaiian Affairs and Natural Resources Committee meeting is on the second Tuesday, November 12, 2024 at 6:30 pm.
F. The Parks and Recreation Committee meeting is to be scheduled on the second Wednesday, November 13, 2024 at 7:00 pm.
G.
