Purpose: The purpose of Neighborhood Boards and the Neighborhood Plan is to increase and assure effective citizen participation in the decisions of government.

Please state your first and last name for the record, before moving into your comment/question etc. Written testimony may also be submitted via email using the contact information listed on the Neighborhood Commission Office website. Notes: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this 13-member Board, is needed to add an item to the agenda. Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. Action on the item by the Board will affect a significant number of persons. ʻŌlelo Noʻeau o ka Mahina – [0:07:52]: Chair Kane shared ‘Ōlelo No‘eau o ka Mahina – #1 ʻAʻahu ʻili kao. Wearer of goat hide. An expression of contempt for a person who is so lazy he uses goat hides instead of mats, which require work to make, for his bedding. Such a person is recognized by his goaty odor.

III. ELECTION OF OFFICERS AND CONFIRMATION OF BOARD DETAILS – [0:17:37]

IV. PUBLIC AGENCIES’ REPORTS – [0:17:39]
Board of Water Supply (BWS) – [0:17:42]: No representative present. Pro Tem Chair Kane provided the report, which mentioned the collaboration between Hawaiian Electric Company (HECO) and Board of Water Supplyʻs focus on preparing for public safety power shut-offs affecting the west side. This includes planning efforts involving HECO, emergency management, Honolulu Fire Department (HFD), and City partners. HECO attends planning meetings to assess impacts of potential power outages. The city coordinates alert messaging. The planning priority currently is the west side due to high risk, but a template for emergency response is being developed island-wide.The Board of Water Supply supports HFD during fire incidents but doesn’t test stream-to-ocean water quality, which falls under the state’s jurisdiction, as their supply is solely groundwater.
Mayor Rick Blangiardi’s Representative – [0:21:03]: Director Thielen provided the responses to concerns from the previous meeting. The Waimānalo Pavilion’s design has been approved, with the contract awarded to T. Lida Contracting Limited. The selection was based on the Cityʻs evaluation of the lowest responsive and qualified bidder. Community efforts were encouraged to prevent unauthorized vehicle access at shoreline and camping areas like Bellows and Waimānalo Beach Park, with The Department of Parks and Recreation (DPR) adding barriers and seeking community help for placement of obstacles. The Honolulu Police Department (HPD) has conducted enforcement operations and is collaborating with the military and the Waimānalo Neighborhood Board to resolve issues. DPR does random checks for camping permits, and HPD enforces parking regulations. Regarding an accidental cable dislodging at Mahiku Place, Hawaiian Telecom has been notified, and steps are being taken to prevent future disruptions. Contact details were provided for further inquiries regarding telecom issues and garbage collection.

They conduct weekly tours every Thursday at 9:00 a.m. for new student enrollment and emphasize community involvement, including supporting parking management and a monthly food distribution program. The Job Corps program is marking its 60th anniversary in August 2024, having opened its first Hawaiʻi center in 1965. Celebrations will coincide with a graduation ceremony on Thursday, August 8, 2024 at 2:30 p.m. at their campus, with invitations sent out and further details available upon request. Currently, there are job openings for various roles such as marketing specialists, academic instructors, cooks, recreation advisors, residential advisors, and security officers. Marine Corps Base Hawaii (MCBH) – [0:43:54]: Kristi Kaluhiwa reported that during a meeting held on Monday, July 1, 2024 updates were discussed including the presence of Dave Lindsey, who maintains good communication with the National Guard and Honolulu Police Department regarding ongoing situations such as the trespassing and the fence cutting. Despite logistical challenges, they remain connected and informed. There’s anticipation of increased air traffic due to upcoming amphibious training and Rim of the Pacific (RIMPAC) exercises. The Environmental Department continues to monitor for turtle nesting, with adjustments planned for training activities. On Sunday, July 14, 2024 an event called Kaupiko Regatta will be hosted at the base with about 3,000 attendees expected. It’s open to the public, featuring races and activities throughout the day.

VI. RESIDENTS / COMMUNITY CONCERNS & ANNOUNCEMENTS / PUBLIC REPORTS – [0:52:50]
Hui Mahi’ai ‘Āina – [0:52:56]: Blanche McMillan reported that the homeless shelter, which currently accommodates 75 people including 26 children and 15 seniors, the oldest being 91. She expressed pride in helping terminally ill patients and shared plans to expand to house 100 more. The shelter operates without drugs to protect children and seniors, following old Hawaiian traditions of community and mutual support. She emphasized welcoming all, even those turned away elsewhere, and seeked solutions for homeless individuals struggling with addiction. Despite challenges, they remain committed to their nonprofit mission driven by community support rather than government funding.
Hawaiʻi Department of Transportation – [0:59:02]:[0:59:23] Brian Kimura discussed several transportation issues and projects in the area:
● Shoulder Safety: Concerns about vehicles and coaching on the shoulder prompted plans to install delineators 20 feet apart to prevent unsafe practices.
● Speed Tables: Assessments and community requests led to plans for a speed table between Olomana golf course and a residential area, with ongoing evaluations for additional tables.
● Merge Relocation: There was discussion about relocating a merge coming into Waimānalo from Kailua for safety reasons. Research showed a reduction in crashes after a 2009 safety improvement project, recommending against reverting to the previous configuration.
● Highway Resurfacing Project: Updates on the resurfacing of Kalanianaʻole Highway from Makai Pier to Hanauma Bay, with bidding in September-October 2024 and construction expected to start in February 2025, spanning about two years.

Malama Ohana Working Group – [1:09:57]: Shaun Wilcox informed the community that the Malama Ohana Working Group sought input on improving child welfare services. He expressed disappointment with the State’s lack of engagement with specific individuals. After setting a deadline, he received responses from Director Tia Hartsock from the Stateʻs Wellness and Resilience Office and their Child Welfare Services Administrator, indicating future collaborative sessions.
Chair Kane announced that Member Ralston was present at 8:10 p.m. and quorum was established; 7 members present [1:12:26].
VII. ELECTED OFFICIALS’ REPORTS – [1:12:42]
City Councilmember Esther Kiaʻāina, ekiaaina@honolulu.gov (808) 768-5003 – [1:12:52]: Irene Limos announced upcoming community engagements and legislative initiatives. On Wednesday, July 31, 2024, there will be a community meeting at Waimānalo Elementary and Intermediate School with the U.S. Bureau of Ocean Energy Management (BOEM) to discuss offshore wind permitting and answer questions. Additionally, on Thursday, July 25, 2024, the Committee on Planning and the Economy, chaired by Council Member Kiaʻāina, will hold a hearing on Resolution 24-151, focusing on transferring a ten-acre residentially zoned parcel in Kailua Oahu to the Department of Hawaiian Homelands. Interested parties can contact Council Member Kiaʻāina for future hearing notifications. Furthermore, Bill 64 FD 1 will be reviewed on Thursday, August 22, 2024, concerning proposed amendments for agriculture use. Council Member Kiaʻāina expressed appreciation to the Waimānalo Neighborhood Board for proposing Resolution 3-24 to name the new Waimānalo District Park Multipurpose Building after Grace Aviento, currently in progress with the Office of Council Services.

State Representative Lisa Marten, repmarten@capitol.hawaii.gov (808) 586-9450 – [1:16:16]: Representative Marten reported that the Governor recently signed 17 public safety bills, including ones extending the time to file civil cases for sex abuse crimes against children, cracking down on game rooms, and helping individuals expunge criminal records. She expressed disappointment with the Governor vetoing seven bills, particularly those affecting biosecurity funding, including Hawaiʻi Ant Lab. Concerns were raised about potential funding cuts impacting their crucial work. Representative Marten also highlighted efforts in child welfare services and visits to a new crisis center for mental health emergencies, now offering an alternative to jail or hospital for individuals in crisis. Ongoing advocacy and preparation for future legislative sessions were emphasized.

Additionally, the newsletter highlights the signing of House Bill 2404, a landmark measure aimed at providing substantial tax relief for working families in Hawaiʻi, with details accessible through provided links. It also covers the ongoing national recruitment for the next president of the University of Hawaii’s ten-campus system, targeting an early 2025 appointment. The newsletter further addresses challenges faced by the Department of Land and Natural Resources in attending meetings and provides resources for reporting abandoned vehicles, underscoring the state’s efforts in environmental management and governance.

Congresswoman Jill Tokuda, https://tokuda.house.gov/ – [1:32:01]: Shaun Kim reported that Congresswoman Tokuda has been actively engaged in community health visits and legislative initiatives. She visited Koʻolauloa Health Center and Queenʻs Medical Center in Wahiawā, organizing talk story sessions with healthcare providers and stakeholders to address rural community needs. Congresswoman Tokuda also introduced legislation for the Lahaina National Heritage Area Act, aimed at potentially designating Lahaina as Hawaii’s first national heritage area, facilitating federal funding and recognition. Additionally, she addressed concerns about military leases in Waimānalo and invited federal oversight from her office at an upcoming community meeting with U.S. Bureau of Ocean Energy Management (BOEM) on Wednesday, July 31, 2024 to discuss wind energy opportunities.

Kimeona Kane was elected as Chair 7-0-0 (Kimeona: Kane, Wong, Nee, McKeague, Kamakea-Ohelo, Mokulehua, and Ralston; Nay: None; Abstain: None) [1:41:48].
Vice Chair – [1:41:58]: Member Wong nominated Member Kamakea-Ohelo [1:42:09]. Member Kamakea-Ohelo nominated Member Mokulehua [1:42:34]. Hearing no other nominees, a roll call vote was conducted by Neighborhood Board Assistant Rachel Cristobal [1:45:34]. No Vice Chair was elected 6-1-0 (Mokulehua: Kane, Wong, Nee, McKeague, Mokulehua, and Ralston; Kamakea-Ohelo: Kamakea-Ohelo; Abstain: None) [1:46:45]. There was a recommendation about creating another position to have 2 Vice Chairs. Member Ralston MOVED and Member Wong SECONDED to have 2 Vice Chair Positions [1:47:54]. There was a discussion. A voice vote was done later in the meeting. Member Kamakea-Ohelo still showed interest in filling the 1st Vice Chair position [1:52:56]. A roll call vote was conducted Neighborhood Assistant Rachel Cristobal [1:53:27]. Member Kamakea-Ohelo was elected as the 1st Vice Chair 7-0-0 (Kamakea-Ohelo: Kane, Wong, Nee, McKeague, Kamakea-Ohelo, Mokulehua, and Ralston; Nay: None; Abstain: None) [1:54:23]. Member Mokulehua acknowledged that she still shows interest in filling the 2nd Vice Chair position [1:54:29]. Member Kamakea-Ohelo informed that the motion and discussion were completed, however a vote was oversighted [1:54:48]. There was a discussion regarding if the motion to have 2 Vice Chairs would be reconsidered and if the Board would be satisfied with 1 Vice Chair, since the position has been fulfilled. There was confusion between members, so Neighborhood Assistant Rachel Cristobal acknowledged that the Board did not formally vote on having 2 Vice Chairs, however it seemed that the 2nd roll call vote results may have been due to the Board believing that they are voting to fill 2 Vice Chairs positions. Member Ralston shared that he made his motion due to the Board could not decide on a Vice Chair on the 1st vote. Member Ralston and Member Wong acknowledged that they still MOVED and SECONDED to have 2 Vice Chairs [2:01:45]. Discussion was done earlier in the meeting. A voice call vote was conducted and the motion was ADOPTED 7-0-0 [2:02:33]. Neighborhood Board Assistant Rachel Cristobal made a recommendation since the first Vice Chair has been voted earlier in the meeting that it can be indicated on the minutes. The Board showed support for the recommendation [2:03:15].
