Purpose: The purpose of Neighborhood Boards and the Neighborhood Plan is to increase and assure effective citizen participation in the decisions of government.

Rules for Engaging: Anyone wishing to speak is asked to click the “raise hand” icon, and when recognized by the Chair, to address comments to the Chair. Remarks should not exceed three (3) minutes.  Please ensure your microphone is muted unless you are speaking.  You can mute and unmute for those dialing in on the phone by pressing * 6.  Please state your first and last name for the record, before moving into your comment/question etc.  Written testimony may also be submitted via email using the contact information listed on the Neighborhood Commission Office website.  ALOHA, “Akahai”, meaning kindness to be expressed with tenderness; “Lōkahi”, meaning unity, to be expressed with harmony; “ʻOluʻolu” meaning agreeable, to be expressed with pleasantness; “Haʻahaʻa”, meaning humility, to be expressed with modesty; “Ahonui”, meaning patience, to be expressed with perseverance, in accordance with Hawaiʻi Revised Statutes Chapter § 5-7.5.

Notes: The Board may take action on any agenda item.  As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this 13-member Board, is needed to add an item to the agenda.  Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. Hui Mahiʻai ʻĀina Expansion Public Meeting – [1:45:49]: Resident Aunty Blanche McMillan shared the meeting will be held on Wednesday, November 13, 2024 at 6:00 p.m. This meeting will notify residents of the land acquisition from the Department of Land and Natural Resources (DLNR) to move the current homes out of the current flood zone. She also shared her motivation behind the project she founded.

Environmental Impact Statement relating to Commercial Aquarium Collection – [1:26:33]: Inga Gibson and Mahesh Cleveland from the For the Fishes Organization provided an update on the Environmental Impact Statement relating to Commercial Aquarium Collection. They shared those certain groups and individuals are obtaining permits from the Department of Land and Natural Resources (DLNR) to do commercial fishing to sell to various buyers in the mainland U.S. which has shown to have a 10% survival rate for the fish. This is set to address the issue to help the local economy with some groups of fish bringing in potentially tens of millions of dollars.

Waimānalo Gymnasium and Other Athletic Complexes – [1:58:41]: Resident Dave expressed that he would like to see the gym and other athletic complexes in top shape. He mentioned that people would bring buckets of dirt, gravel and other material from home to fill in the cracks on the field where the kids play soccer. He also shared that due to the gym being closed multiple times, kids were put into sports later and great coaches have been lost.

• Midwife Licensure Difficulties – [2:35:13]: A resident shared she is currently going through the process to get licensed as a midwife and the difficulties that go along with trying to get licensed.
• Homebirth Concerns – [2:39:34]: A resident shared the practice of homebirths are being threatened regardless of the access to resources the community has.
• Successes of Homebirths – [2:41:53]: Resident Kiʻinaniokalani asked for support of the bill regarding homebirths and provided testimony of the successes she has had being a midwife for 20 years.
• Homebirth Choice Concerns – [2:44:10]: Resident Anastasia Flanigan shared it is important for women to be able to choose if they would like to have a homebirth with the assistance of a midwife instead of going to a hospital.
• Introduction of Bill Regarding Birth Practices – [2:45:07]: Resident Kristie Duarte shared and officer from the Officer of Hawaiian Affairs (OHA) supports a bill being introduced in 2025 for increased access and protection of customary birth practices.
• Midwife Practice Support [2:46:07]: Resident Sean Anderson shared he recently had his baby at home in the care of a trained midwife.
